Contractor shall provide socioeconomic status and classification (SDVOSB, SB, VOSB, etc.) The NAICS Code is 515210 Cable and other subscription programing and the small business standard is 38.5 Million.

STATEMENT OF WORK
Contractor shall provide to the Colmery-O’Neil VA Medical Center, 2200 SW Gage Blvd., Topeka, KS cable television and internet services. A representative of the contractor and a VA designee will make an annual outlet recount during each contract year to verify the active drops at the medical center. A heat map of location coverages and drawings of existing site conditions should be provided.
If satellite service is provided all new equipment must interface with existing wiring and equipment. Satellite dishes must be provided and interface with existing equipment and wiring at no cost to medical center. Contractor required to walk all spaces prior to final bids. Programming must be comparable to existing service.
Contractor will establish and maintain a Veterans Guest Internet Access (VGIA); a wireless internet access service made available to our veterans, their families, and guests visiting the Colmery-O’Neil VA Medical Center, see Attachment 1 and drawings for locations that require Wi-Fi Services. Once access device may cover more than one area if quality is not degraded. Both Cable and Internet Services should experience 99% uptime, unless in the case of circumstances outside the contractor control, such as a natural disaster. For contractor call ins, the contractor should be reachable by phone and be able to have a technician onsite with 4 hours during regular business hours, where necessary.
See attachment 1 for equipment locations and cost estimation. The contractor shall meet or exceed all VA IT and Information Security requirements.
Deliverables:
The contractor shall provide solutions meeting or exceeding all technical requirements below.
1. The contractor shall provide Cable Television Services, including all TV drops, Analog Regeneration, Channel Insertion and FCC Account Fees. Currently installed and future needs due to construction are outlined in Attachment 1. The contractor should verify all drops are in place and still needed upon contract execution.
2. Drawings of the Coaxial Cable, and all cable infrastructure should be provided.
3. The contractor shall provide public wireless internet access via dual band 2.4 or 5.0 GHz 802.11 b/g/n Access Points in the specific areas per Attachment 1.
· The contractor shall provide a cable alternative to wireless access at the Topeka VAMC where wireless is not appropriate, or cable preference is determined by the Topeka VAMC.
4. The contractor shall provide specific bandwidth for users of the VGIA; See Attachment 1 and drawings for locations.
5. The contractor shall provide public security for the guest internet access and private security for the vendor provided equipment.
6. The contractor shall provide wireless isolation via Layer 1 air gap.
7. The contractor shall provide a heat map of coverage areas and drawings
8. The contractor shall provide for the physical security of contractor installed equipment until installation is completed and accepted by the Government. Due to limitations of space, switches, WAPS, and POE extenders, installation may require use of a closet on the floor above or below. Contractor will need to use electrical closets or other space as available. OI&T will not allow any of this equipment into their IT closets. Electrical power for switches will be the responsibility of Topeka VAMC. Switches and POE extenders must be of sufficient size to accommodate expansion of system by at least 25%.
9. The contractor shall adhere to all standards governed by the National Fire Protection Association (NFPA-101 Life Safety Code, 2012 Edition). No firewall discontinuities.
10. The contractor shall be responsible for the design, configuration and installation of all cabling, access points, switches, and routers needed for the VGIA.
11. The contractor shall supply the Topeka VAMC with a final wiring and equipment location map for each floor upon completion of the project to include a heat map and drawings.
12. The contractor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules, restrictions, and usage agreements. If user does not agree and acknowledgement, user access is denied. Furthermore, users must acknowledge awareness of the risk of using a public WI-FI.
13. The contractor shall provide 24/7/365 VGIA technical support via a call center for Topeka VAMC staff.
14. The contractor shall provide 24/7/365 VGIA technical support via a call center for Topeka VAMC veterans and guests.
15. The contractor shall provide, at the Topeka VAMC request, telephone support within two hours and onsite support within 24 hours (if required).
16. The contractor shall provide service availability with an expected uptime of no less than 99%.
17. The contractor shall provide the Internet bandwidth specified by the Topeka VAMC to provide a satisfactory user experience for customers using the VGIA service. The minimum acceptable service speed shall be a high-speed circuit with 2Mbs upload and 10Mbs download delivered over an appropriately sized WAN.
18. Contractor shall schedule initial equipment installation and maintenance for the Topeka VAMC between 0800 to 1530 hours Monday through Friday, Holiday and weekend work must be scheduled with COR, if needed. Notification of an event extending a preventive maintenance period, or which may degrade system performance shall be disseminated to the user community immediately. If the event is foreseen, no less than 7 days prior to the event.
19. The contractor shall provide content filtering for inclusion to the VGIA. The Topeka VAMC will be responsible for the suitability, conformity, and payment of any such web filtering product. Currently installed solution:
· Twotrees monitoring and support
· Twotrees training for both system and building administrators
· Application layer filtering-example block just posting in Facebook vs all of Facebook
· Browser login to authenticate iPad and other non-domain devices
· Provides additional transparency and accountability
· QoS and prioritization by application, such as state testing application Twotrees managed installation and conversion
· Includes Shelterbelt Reporting Tool with Report Archiving
20. The contractor shall be responsible for the purchase of all additional cabling, access points, switches, and routers needed for the VGIA infrastructure.
21. The contractor shall test, validate, repair, replace as needed, and maintain installed VGIA equipment in concert with the Topeka VAMC service agreement.
22. The contractor shall relinquish ownership of all installed cabling and related non- electrical equipment to the Government upon completion of the service term.
23. If this contract results in a change in provider, there must be NO lapse in Cable or Internet services coverage outside of what is required to make a switch, and this should take less than 4 hours total downtime scheduled during off hours.
24. DAMAGE: Contractor shall repair any damage to the premises caused by the contractor, it’s employees, or the agents. Contractor shall hold harmless and indemnify the Government from and against all losses or damages resulting from contractor’s installation, maintenance, service, removal or operation of the equipment or any other equipment of contractors except loss or damage arising from negligent or intentional act or omission of the Government.
Government will repair any damage to the equipment caused by the Government, it’s agents, or any patients on the premises. The Government will hold harmless and indemnify the contractor from and against all losses or damages arising from or with respect to:
· Any negligence or intentional act or omission of Government or its agents or employees, or any patients on the premises.
· Any claim, demand, legal proceeding or similar action instituted by any person or entity providing multi-channel video programming or other services similar in nature to the services provided to the premises as of or prior to the date of the contract or its successor or assign.
INSURANCE: Contractor shall maintain general liability and property damage liability insurance relating to its activities hereunder.
EQUIPMENT: Contractor may install, maintain, service, operate and upgrade on the premises coaxial cable and or fiber optic line, internal wiring, amplifiers, converters and other equipment necessary for the services. The specified equipment will always be owned by, and remain the property of the contractors, if attached to or incorporated in the premises, and the Government will not have or obtain any right, title or interest therein. The equipment does not constitute a fixture of the premises. The Government will not permit any third party to attach to or use, in any manner the equipment or any portion thereof. The Government will have no obligation to service or maintain the equipment. The Government shall provide without charge, adequate space and electricity for the equipment.
CONVERTER BOXES: Contractor shall place converter boxes at identified sites. Government shall be responsible for any loss of or damage to these boxes.
