This solicitation will be amended to provide further notices of contract requirements as they become available.
Colleen Donahue-MacDonald Contracting officer
SECTION B - CONTINUATION OF SF 30 BLOCKS
Vendor questions and Answers:
1. Q. Also, because it states that “credentialed and be available for scheduling (back up service when needed) to meet the requirements of the contract.” that appears to say that the requirement of key personnel is for one FTE but unclear as to whether the key personnel is one of the 8.5 FTE requirement or in addition to the total requirement and that position is full-time.
A. The intent is to have a pool of staff credentialed and available to be called upon to work for any of our sub-CLINs. The IDIQ minimum use is estimated 2080 hours which is roughly $130,500 (based on the sub-clin). In order to meet our availability/scheduling needs, the contractor will have to determine how many of their staff will need to be credentialed.
2. Q. Page 6 has “one (2)” , Please clarify A. The (2) will be removed.
3. Q. Is there currently an incumbent (or incumbents) currently providing the same or similar services in place? If so, can the government please provide their contract number(s)/task order number(s)?
A. No
4. Q. Can the government please provide a current fill rate for these positions or are these nurse positions currently vacant?
A. The PWS states needs for vacant positions and general call-in coverage.
5. Q. B.2 Price/Cost Schedule - If we must back fill VAMC employees, and these are not necessary full-time positions, how many employees will they credential for us to fill vacancies?
A. A minimum of 1 contracted employee per SUB-CLIN should be credentialed in order to cover call-in and vacancy needs. They may not be requested to work, but if needed, they are credentialed and available.
6. Q. B.2 Price/Cost Schedule - The Government breaks CLIN 0001 into Hours, while CLINs 0002 and 0003 are FTEs. Can the Government clarify if they expect these jobs to be shared between part time employees?
A. CLIN 0001, (top line), is estimated at 8.5 FTE total. The Sub-CLINs below show the estimated hours. They will equal each other. CLINs 002 and 0003 are shown as 1 FTE. One FTE is equal to 2080 hours.
7. Q. B.2 Price/Cost Schedule – Pricing Worksheet - Can the Government please clarify if CLIN 1002 is for 1 FTE?
A. CLIN 1002 is for 1 FTE
8. Q. B.3 Performance Work Statement – Section 1.1: General Information - Any concept of historical usage for these needs?
A. There is no contractual history.
9. Q. B.3 Performance Work Statement – Section 1.2: Place of Performance - The Government provides a list of CBOCs and VAMC locations that the Contractor will furnish services. Will the RNs, LVN, and CNA be working at one single location during their tenor (i.e. 1 FTE RN will be located at 4801 Linwood Blvd, Kansas City, MO) or will they be expected to rotate between these locations?
A. Multiple locations as the need occurs.
10. Q. B.3 Performance Work Statement – Section 4: Nursing Qualifications - Will the Government please clarify whether the Task orders will provide the minimum qualifications for the CLIN specialties?
A. As stated previously, a minimum of 1 contracted employee per SUB-CLIN should be credentialed in order to cover call-in and vacancy needs.
11. Q. B.3 Performance Work Statement – Section 4: Nursing Qualifications - Will the Government please provide the specific job duties or tasks for each of the CLINs and SUBCLINs?
A. Specific job duties are addressed throughout the Price Schedule when identifying the Nurse description column, followed by a “dash” then further describes the area of services.
12. Q. B.3 Performance Work Statement – Section 5: Scheduling - Will the Government please clarify whether all Task Orders will have a timeframe for notification of reassignment to a different place of performance?
A. After a candidate has been credentialed and the background check has passed the candidate will be assigned to a place of performance based on the needs of the government.
| - The KCVAMC will pay travel time from KCVAMC to CBOCs as needed. |
| - The COR will provide a two (2) hour notification of reassignment. |
13. Q. Section 5.5: Scheduling - Will there be separate CLINs issued for holidays worked?
A. No
14. Q. B.3 Performance Work Statement – Section 5.7 and 5.8: Scheduling – 5.7 states – “Any requests made prior to the start of a shift will not be considered a late request.” 5.8 states – “The Clinical Contractor will be expected to fill all additional unscheduled shifts with a 2-hour notice.” A general industry standard is that any request made less than two hours before a shift start time is treated the same as a late request. Will the government consider changing 5.7, the definition of a “late request”, to be defined as any request made less than 2 hours before the shift start time?
A. The contractor will be given a 2-hour notice prior to an expected report for duty.
15. Q. D.8 and D.9 Wage Determination - In the solicitation documents, the Government provides two separate Wage Determinations (2015-5014 and 2015-5015) that would be applicable to this contract. ODD and EVEN Wage Determinations calculate Health and Welfare (H&W) very differently therefore, it is our belief that only one method should be used under a single contract. Since the contract is PRN, we recommend that the Government use the ODD Wage Determination 2015-5015 for this contract. Will the Government please clarify which Wage Determination (2015-5014 or 2015-5015) will be used for these services?
A. The wage determinations provided cover the counties that will be serviced.
16. Q. E.13 Evaluation - Factor 2: Past Performance - Will subcontractors past performance be considered the same as prime past performance during the evaluation process? Please clarify any additional evaluation criteria that will apply to the prime and its subcontractor(s).
A. If there is a subcontractor provided with a subcontracting plan, the subcontractor will be evaluated as well.
