Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.
The associated North American Industrial Classification System (NAICS) code for this procurement is 624221, with a small business size standard of $11.0 million.
The Poplar Bluff, MO VA Medical Center is seeking to purchase an estimated 8,030 bed days of care per performance year of emergency temporary shelter for homeless veterans. The Government anticipates awarding multiple Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to satisfy this requirement. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier’s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
The contract period of performance (base) period shall begin ON March 29, 2019 for 1 year to March 28, 2020. The contract will be the stated one-year base period with four 1‐year option periods that may be exercised at the discretion of the Government.

Evaluation Criteria
The government will evaluate quotes, pursuant to FAR 52.212‐2 Evaluation, based on the following evaluation criteria (1) technical capabilities, (2) past performance, and (3) price. Note that when combined, technical capabilities, including all factors and subfactors, and past performance, are approximately equal to price.

The Government intends to award a contract resulting from this Combined Synopsis/Solicitation to the responsible quoting vendor whose quote will be most advantageous to the Government, price and other factors considered.
