1. The hour and date specified for receipt of Offers is extended:

3. All other terms, conditions and provisions remain the same.
Technical Questions and Answers
1. Question: Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
Answer:
This is a new requirement, there is no incumbent vendor or contract number.
2. Question: The VA lists the number of electrical panels, but the list does not include the number of circuits in each panel. A panel could have as few as (12) circuits or as many as (64) circuits. An average electric panel would have (42) circuits. To price the work, it would be important to know how many circuits in each panel need to be identified.
Answer:
Plan for all panels to contain 42 circuits.
3. Question: Can we do the work during normal working hours? Mon-Fri 7am - 3:30pm? We would NOT have to turn off power to identify the circuit.
Answer:
Yes, normal working hours are authorized.
4. Question: What is meant by “identify the circuits”? I would assume, for example, you could say that circuit #2 powers lighting on the second floor.
Answer:
The requirement is to identify everything on each circuit e.g. “Lights rooms 201, 202, and 203” or “electrical outlet/receptacle, east wall, room C130”, or Fan Coil Unit (FCU) room 1E120.”
5. Question: What level of detail is required when identifying circuits?
Answer:
To identify:
· specific all pieces of hardwired equipment on each circuit and
· all lights and/or receptacle/outlets on each circuit and
· the majority of load, in cases of lighting and receptacles/outlets, on each circuit For example, you cannot find the first item on each circuit and be done. You must attach your panel tracer to each circuit in a panel and take the probe around to all the light fixtures and receptacle/outlets in the area, to get a complete picture of what is on that circuit.
Also, any existing panel schedule, if posted, should only be used to point you in the right direction, since these schedules are not all complete and/or accurate.
6. Question: If we need to work above a ceiling to trace circuits, do we have to use a Hepi-Cart to contain dust from above the ceiling?
36C25519Q0064 00002
Answer:
For situations like this, we require that you submit an Infectious Control Risk Assessment (ICRA) / Interim Life Safety Measures (ISLA) form which is available through the COR. Once submitted, the COR will approve and direct the appropriate procedures to be followed.
7. Question: Will we have full access to all rooms in the building? Will we have keys, key cards, security codes, and any other means of access to all rooms?
Answer:
You will have keys to most areas. Access to controlled areas will be coordinate through the COR and the affected service.
8. Question: Can we complete the work on a specific panel before we move to the next panel?
Answer:
Yes, as long as you perform within the required period of performance.
9. Question: Will we provide a new, complete, and accurate panel schedule for each panel on the list? Will we be required to mark the circuit numbers on any of the devices in the field? For example, mark circuit number on receptacle plates, or mark circuit number on motors?
Answer:
Yes, we will provide you with an Excel templet for our panel schedules. All panel and circuit information will be listed on that template and saved. Copies of the spreadsheet will be printed and placed into each panel. Also, the electronic Excel file for each panel will be provided to the VA.
Yes, all electrical switch covers, receptacle/outlet covers and equipment that is hard-wired into the electrical system, must be marked with panel and circuit locations. For this, use a 3/8” label with black lettering on clear tape. Labels can be larger for hard-wired equipment.
