B.3 STATEMENT OF REQUIREMENT
Subscription To A Point Of Care Clinical Knowledge Product Accessible Via The Internet
INTRODUCTION:
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) VA Eastern Kansas Health Care System, (VAEKHCS) requires an existing commercial off the shelf web based, Point of Care Clinical Knowledge Product that will be made available to unlimited number of users in the VAEKHCS and its associated Community Outpatient Clinics (CBOCs).
This product may also be referred to as bedside information tools because it has been designed to provide information at the patient’s bedside or point of care. They tend to provide information that will directly affect patient care. They can be a good source for background and evidence based information. What distinguishes these products from sources such as electronic textbooks or bibliographic citations databases that may link to full text is the emphasis on point of-care, patient-oriented information. These products are distinctly different from text-based, point-of-care sources such as printed guidelines: these electronic resources are updated much more frequently than print resources and provide tools for easily searching and sharing information.
VAEKHCS’s goal is to insure uniform availability of a high quality, clinical, knowledge based resource to support and improve clinical decision making at the point of care.
OBJECTIVES
· Provide medical center wide institutional access for unlimited simultaneous users from the employee’s desktop to the Point of Care Clinical Knowledge Product to support patient care decisions and treatment, patient health information, and medical center staff education.
· Make the Point of Care Clinical Knowledge Product available through the VAEKHCS SharePoint Clinical Resources to insure consistent access at the bedside for all VAEKHCS health professionals and staff treating patients.
· Provides ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points per topic reviewed for search(es) performed.
SCOPE OF WORK:
· The vendor will provide the two medical center divisions (Topeka and Leavenworth) of the VAEKHCS and its associated Community Based Outpatient Clinics (CBOC) located off site from the Medical Center’s main campuses with access to the database. Authentication will be through IP address validation eliminating the need for users to enter identification, username and/or password.
· An unrestricted number of simultaneous users on the VAEKHCS network will have immediate access from their desktop VAEKHCS networked computer.
INFORMATION SCOPE
The product should include:
· Evidence based information and topics covering internal medicine, its subspecialties, primary care, surgery, and mental health in a format suitable for use by attending level physicians, students, nurse practitioners, house staff and other point of care health providers.
· Topics that reflect current practice issues and support clinical decision support. The authors should be leaders in the field of medical research and information and represent the most current acceptable medical practices.
· Drug information, easy to access and directly related to the medication. Capability of printing the drug information for patient education is important.
· Comprehensive information in a single product available for stand-alone purchase or license, independent of complementary or companion products offered by the vendor
· Related patient education material. Product preference will be given to those which can be printed and provided to patients, in laymen terms. Continuation of care
INFORMATION QUALITY
· Information is accurate, authoritative, relevant, and current. Authors and sources are well recognized subject experts in their fields.
· Topics are presented succinctly, but with adequate detail (clinical topical articles, and associated graphs, tables, images, etc.) to be useful to clinicians. Data should be readily available and not require the provider to spend minutes searching or evaluating data. Preference should be given to the product is most comprehensive (graphs, tables, images (such as radiologic and pathology) among others) to be the most useful.
· “Best practice” or evidence-based information is included in recommendations for diagnosis or therapy.
· Policies for determining validity and standards for inclusion of material are well described.
· Guidelines and summaries include references or sources.
· When necessary to the topic, images, tables and diagrams are available and clearly shown.
USABILITY
· Navigation within the system is logical and is easy to use. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly. Speed of access should be consistent whether within the VA network or accessing from alternative work station.
· The product has “user friendly” help and direction aids.
CURRENCY
· Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product.
· The date a topic was last reviewed for content is stated and easily found.
ACCESS, CONTENT, SUPPORT
· Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer.
· An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer on the VAEKHCS.
· The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies.
THE PRODUCT IS COMPATIBLE WITH THE WINDOWS ENVIRONMENT.
· All site content and support of the web site is the responsibility of the contractor. This includes tech support to VAEKHCS.
· Usage statistics for the VAEKHCS are available to the system administrator on an enterprise level.
· The contractor should offer training services. On an as requested basis, training session (web-based or live) will be set up to train medical center staff on use of the product.
· The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry, smart phones, tablets, and iPads that have been approved for VA use.
· Product/service is 508 compliant. (http://www.section508.gov/). If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 30 days of contract award, that product will be 508 compliant.
· If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant.
· Single point of contact for customer service issues is assigned to VA.
· Questions are responded to on the same business day.
