About this file
This is Amendment 0001 to Solicitation 36C25227Q0035, issued by the Department of Veterans Affairs Great Lakes Acquisition Center on October 8, 2026, for Ordained Catholic Priest Services at Tomah VA Medical Center (VAMC). The amendment is a follow-on requirement replacing prior Contract 36C25224P1117, valued at $15,180.00, with incumbent vendor Mathew Lester Bowe. The solicitation is a Total Small Business set-aside open to all small businesses, with an anticipated award date and performance start of March 1, 2027.
The contract requires provision of Catholic Mass services weekly and sacramental ministry (Holy Communion, Reconciliation, Last Rites) for Catholic Veterans, plus emergency on-call end-of-life Catholic ministry not to exceed five visits annually. The contractor must respond to chaplain requests within two hours via phone with on-site capability within 90 minutes, available 24/7. Pricing shall reflect a yearly rate for Mass services and be priced per visit for emergency calls, invoiced monthly in arrears. The contractor must be an Ordained Catholic Priest with ecclesiastical endorsement from both a Catholic archdiocese and the Archdiocese for Military Services, proficiency in English, VA or hospital experience, and good standing with the Catholic Church. Sacramental supplies are government-provided. Services are limited to three hours maximum per day at Tomah VAMC, 500 E. Veterans Street, Tomah, Wisconsin 54660. The contract structure includes a base year (03/01/2027–02/29/2028) and four one-year option periods through February 29, 2032, with CLINs for both regular Mass services and emergency ministry in each period. Background investigation (Tier 1) and annual flu vaccination documentation are required. Quotations must be submitted by email only, and site visits are not necessary.

REFERENCE SOLICITATION 36C25227Q0035 FOR ORDAINED CATHOLIC PRIEST SERVICES AT TOMAH VAMC.
This amendment to the solicitation is two fold:
First, amend to reflect the following responses to vendor questions.
Second, see updated Statement of Work and Price Schedule.
All other terms and conditions of the Solicitation remain the same.
Johnson, Ashley Contracting Officer
See Vendor Questions below:
1. Incumbent/history: Is this a follow-on requirement? If so, please provide the incumbent contractor name, prior contract number, and the prior awarded price or annual value. – This is a follow-on requirement. This contract will replace Contract 36C25224P1117 which was a Base plus 1 Option Year Contract with a value of $15,180.00. The vendor is Mathew Lester Bowe.
2. Submission method: How should quotes be submitted (email address, file format, size limits)?
Are there page limits for the technical and experience volumes. – Email responses ONLY, please see Solicitation for Instructions to Offerors.
3. Pricing structure: The schedule lists each CLIN as 1 Job (JB), but the SF 1449 states the vendor will invoice for hours worked. Should we quote a firm-fixed annual price per CLIN, or a per-Mass/per-visit or hourly rate? – Price shall reflect Catholic Mass Services according to the SOW for 1 yearly rate. Invoicing is in-arrears, monthly. See Solicitation for Instructions to Offerors.
4. Mass frequency: How many Masses per year should be priced (52, or fewer to account for federal holidays)? What day and time is the current Mass held, and is a weekend Mass expected or only Monday–Friday 7:30–4:30? - Current Mass is Wednesday at 2:45 PM, this can be adjusted. One mass per week is expected. If a cancellation is necessary a prior notification shall be provided by the contractor. See Statement of Work (SOW).
5. Emergency on-call (CLIN x002): What response time is required after the Chaplain's request?
Are calls expected outside normal hours, nights or weekends? Should pricing assume all 5 visits per year, and is payment per visit or fixed? – The price shall be priced per visit. Contractor shall respond within 2 hours via phone with the ability to be at facility within 90 minutes of telephonic notification. Calls could be any time, during business hours or outside work hours. A response time can be provided and communicated to the family in need.
The Priest would communicate with staff when they are on site that the request has been provided. If the Priest knows they will be unavailable (planned vacation) this can be communicated ahead of time.
6. Wage Determination: WD 2015-4929 Rev 33 is referenced, but no attachments are posted on SAM.gov. Please post the WD and advise which labor classification VA considers applicable to priest services. – This has been uploaded to the Solicitation documents on SAM.gov.
7. Limitations on subcontracting: Clause 852.219-75 (services, 50%) is included, while E.1 says it applies only to SDVOSB/VOSB set-asides. Does it apply to this Total Small Business set-aside? If the prime is a small business and the ordained priest performs as a subcontractor/1099, does that comply with the limitation, or must the priest be the prime's employee. – This needed to be included because this solicitation is open to all small businesses. If a SDVOSB or VOSB submits a quote, this will apply. Only Ordained Priests themselves or employers such as church with Ordained Priests shall perform these services.
8. Offeror eligibility: May an individual priest, a parish, or a diocese submit as the offeror, or must the offeror be a separate business entity? - Only Ordained Priests themselves or vendors who employ Ordained Catholic Priests shall perform these services.
9. Does the priest need to possess an active endorsement from the Archdiocese for the Military Services at the time of quotation submission? - Yes, as well as approval from their diocese to which they belong.
10. Ecclesiastical endorsement: Which endorsing body will VA accept for a Catholic priest (e.g., Archdiocese – A catholic archdiocese and the archdiocese for military service are required to endorse and approve.
10. Substitute priest: May the contractor provide a qualified, endorsed substitute when the primary priest is unavailable? Must substitutes be submitted for approval in advance. - Substitutes would also require the above endorsements for the service and need to be fully ordained, background checked and approved ahead of time.
11. Sacramental supplies: Will VA provide hosts, wine, vestments, chapel space and other supplies, or is the contractor responsible? - Sacramental supplies are provided.
12. Visit summaries (SOW 7.B): What format and delivery method are required for written summaries of sacramental visits, given the priest may not access health records? Should the summaries contain any patient-identifying information? - Priests are provided first names and room numbers of Veterans who have requested that the Priest visit them and return the list to the Chaplain on site at the end of their duties noting those they have met with and what sacraments were provided.
13. Background investigation: Clause 852.204-72 does not indicate a tier. What investigation level is required, how long does badging typically take, and are any costs borne by the contractor? – Tier 1. There is no additional cost to the contractor. This process can take up to 3 months.
14. VHA Directive 1192: Is documentation of flu vaccination required at award, or annually? - Annually and can be received at the VA.
15. Dates: Block 3 of the SF 1449 shows 03-01-2026, while the schedule begins 03-01-2027.
Please confirm the anticipated award date and performance start? 03/01/2027
16. Site visit: Is a site visit or walkthrough of the chapel available before the quote due date? – A site visit is not necessary for this requirement.
17. For the emergency ministry CLINs, should pricing represent five anticipated visits annually or an annual fixed price covering up to five visits? – The price shall be priced per visit.
Contractor shall respond within 2 hours via phone with the ability to be at facility within 90 minutes of telephonic notification. Calls could be any time, during business hours or outside work hours. A response time can be provided and communicated to the family in need. The Priest would communicate with staff when they are on site that the request has been provided. If the Priest knows they will be unavailable (planned vacation) this can be communicated ahead of time.
18. Could you confirm whether quotations are to be submitted directly by email to your office? – Directly by email ONLY. Instructions are listed on the solicitation document.
19. Can a small-business serve as the prime contractor and satisfy the performance requirement through a qualified priest engaged as subcontractor/independent contractor? – No.
20. May the proposed priest's ecclesiastical endorsement, hospital/VA experience, training, and other required credentials be used to satisfy the solicitation's personnel and technical qualification requirements, or must those qualifications reside with the prime contractor itself? – The priest providing the services at the facility is required to possess the ordination and training requirements.
21. Are there any prime-contractor self-performance requirements or other limitations on subcontracting specific to this solicitation beyond the standard small-business requirements? – Yes, the priest shall be the contractor unless employed by a Catholic church who is the prime.
22. If the proposed priest is performing the required services as a subcontractor, does the priest need to maintain a separate active SAM.gov registration, or is active SAM registration as the prime sufficient? – Prime is sufficient.
23. Under Factor 3, may we present the named priest's own VA and hospital ministry as relevant experience? – Yes.
24. Should each on-call line item (0002 and the same item in each option year) be priced for up to five visits, invoiced for the visits actually performed? – Correct, priced for 5 visits, invoiced for what is performed.
