About this file

This is an Amendment to Solicitation/Modification of Contract form (SF 30) for solicitation 36C25226Q0661 issued by the Department of Veterans Affairs, Great Lakes Acquisition Center. The amendment extends the deadline for receipt of quotes to 13:00 Central Daylight Time on August 25, 2026, and distributes questions and answers received in response to the solicitation.

The underlying solicitation concerns provision of full-service DirecTV satellite television service at Edward Hines Jr. VA Hospital, including installation and maintenance of approximately 700 television cable drops across multiple buildings (Buildings 1, 113, 128, 200, 217, 221, 228, and the Fisher House facility). The contractor shall furnish all personnel, equipment, supplies, materials, and services necessary to install new television drops with proper labeling and as-built documentation; provide 24-hour, 7-day-per-week on-site technical support with a response window of 9:00 a.m. to 3:00 p.m.; offer semiannual preventive maintenance visits; program and mount televisions; install converter boxes; and maintain service for 105 commercial television stations plus four internal VA channels. The solicitation is a 100% small business set-aside with Service-Disabled Veteran-Owned Small Business (SDVOSB) provisions. Performance of the base contract runs through September 30, 2026, with programming services commencing September 1, 2026. The Q&A clarifies that the 700 drops represent a not-to-exceed estimate, existing cable pathways accessibility is uncertain and should be assessed on-site, contractors must include fixed allowances for unforeseen concealed conditions, and government will address work beyond estimated quantities through written contract modification. Current television inventory totals approximately 500 units across the facility, with televisions undergoing replacement at the time of solicitation.
