About this file
This is an amendment to a combined solicitation for WLR Mattress 4E equipment for the Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 12. The solicitation number is 36C25226Q0656, with a response deadline of August 25, 2026 at 8:00 AM Central Time. The contracting office is located in Milwaukee, Wisconsin (zip code 53214-1476), with the place of performance at Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The contract specialist point of contact is Vernise L Newton at vernise.newton@va.gov or 414-844-4850.
The amendment adds clarifying Q&A responses and incorporates FAR clause 52.222-90 addressing DEI discrimination by federal contractors. Key procurement details include: the product service code is 6515 (medical equipment); NAICS code 339112 applies; no Recovery Act funds are involved; and there is no small business set-aside. The Q&A clarifies that offerors must provide Stryker-authorized reseller documentation, submit items compatible with existing Stryker IsoFlex infrastructure currently deployed on 4 East, include all freight and delivery support in pricing with no additional reimbursable charges, and meet a 30-day delivery requirement after receipt of order for both CLIN 0001 (mattresses) and CLIN 0002 (pumps). Biomedical Engineering will perform final placement and operational readiness verification, with vendor installation required only if necessary for proper equipment function.

DESCRIPTION
The purpose of this amendment is to add the Q&A and to add the 52.222-90 Addressing DEI Discrimination by Federal Contractors.
Amendment 1 36C25226Q0656_2 Q&A
1. Letter of Authorization Requirement A general Stryker reseller or distributor Letter of Authorization is acceptable. The letter does not need to list the specific offeror name or solicitation number, as long as it clearly verifies that your company is an authorized distributor/reseller of Stryker equipment.
2. Salient Characteristics vs. IsoFlex Brand Items Listed The solicitation allows Brand Name or Equal items; however, the Statement of Work explains that alternate systems not compatible with existing IsoFlex infrastructure would not meet the Government’s needs.
Therefore, while “equal” items may be submitted, the Government is primarily seeking items that meet all salient characteristics, including full compatibility with existing Stryker IsoFlex systems currently deployed on 4 East.
This effectively means the required items must be functionally interchangeable with the Stryker IsoFlex LAL mattress and Air Plus Pump listed in the price schedule.
3. Freight, Delivery Support, and Education/Orientation Yes. Offerors should include all freight, onsite delivery support, and basic staff education/orientation in the CLIN pricing.
No additional or separately reimbursable charges after award will be authorized.
4. Installation Requirements Biomedical Engineering will conduct the final placement and operational‑readiness verification.
Vendor/manufacturer installation is not required beyond delivery support, unless your proposed item requires manufacturer installation to ensure proper function. In most cases for this requirement, standard delivery with basic setup support is sufficient.
5. Required Delivery Date Yes, delivery for both CLIN 0001 (Mattresses) and CLIN 0002 (Pumps) is required within 30 days after receipt of order (ARO).
6. 52.222-90 Addressing DEI Discrimination by Federal Contractors.
As prescribed in 22.2203, insert the following clause:
Addressing DEI Discrimination by Federal Contractors (Deviation DATE)
(a) Definitions. As used in this clause— Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
(b) In connection with the performance of work under this contract, the Contractor agrees as follows:
(1) The Contractor will not engage in any racially discriminatory DEI activities;
(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;
(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;
(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and
(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.
(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).
(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.
(End of clause)
