About this file

This is Amendment 0001 to Solicitation 36C25226Q0501, issued by the Department of Veterans Affairs Great Lakes Acquisition Center on July 15, 2026. The amendment provides clarifications and responses to twelve questions submitted by interested offerors regarding the replacement of an existing well pressure tank at a VA facility. The original solicitation due date is not extended, and offers must acknowledge receipt of this amendment prior to the specified deadline.

The amendment details specifications for the existing pressure tank being replaced: 5,181.9 gallon capacity, 84 inches in diameter, 216 inches in length, manufactured by Richmond Engineering Company (Model R.T.4 W, 7861), with a 100 psi design pressure rating and estimated normal operating pressure of approximately 75 psig. The existing system has a 6-inch inlet connection, 6-inch outlet connection, and 3-inch drain connection. Contractors must propose an "equal or better" replacement tank compatible with the current configuration and installable within existing physical space using garage-style access without structural modifications. The Government has provided nine photographs showing the existing tank, piping, equipment room, and access areas. No temporary water system shutdown is anticipated, and crane, forklift, and rigging access are available. All control components must be new, and the replacement tank must include a manufacturer's warranty of not less than 5 years covering defects in materials and workmanship. Attendance at the optional July 8, 2024 site visit is not mandatory, and all contractors remain eligible to submit quotations.

CONTINUATION PAGE

1. What is the existing pressure-tank capacity, dimensions and empty weight?

A1. The existing pressure tank has a capacity of 5,181.9 gallons. Its dimensions are 84 inches in diameter and 216 inches in length. The empty weight of the tank was not provided and is therefore unavailable at this time.

2. What is the existing tank manufacturer, model and nameplate information?

A2. Manufacturer: Richmond Engineering Company, Richmond VA Manufacturer #: R.T.4 W , 7861 Nameplate: See Picture No.723

3. What is the Design and normal operating pressures?

A3. The existing tank has a design pressure rating of 100 psi. In accordance with ASME Section VIII design practices, the normal operating pressure for the current tank is estimated to be approximately 75 psig, based on applying a 25 psi safety margin below the design pressure. The replacement tank may be subject to different manufacturer design standards; therefore, its operational pressure requirements may vary slightly from those of the existing unit.

4. What is the required inlet, outlet, drain and control connection sizes?

A4. The existing system is equipped with a 6-inch inlet connection, a 6-inch outlet connection, and a 3-inch drain connection.

5. Are there available tank drawings, photographs and schematics?

` A5. The Government has provided nine (9) Attachments to this Amendment of photographs for reference. These photographs illustrate the existing well pressure tank, associated piping, surrounding infrastructure, and constraints relevant to the requirements outlined in the Performance Work Statement (PWS).

Contractors shall utilize these photographs, along with the specifications and details in the PWS, to ensure that any proposed “equal or better” replacement well pressure tank is compatible with the current configuration and can be installed within the existing physical space. No additional drawings or schematics are available currently.

6. What are the Interior and exterior access dimensions for removal and installation?

A6. The Government has provided interior and exterior photographs of the equipment room and surrounding access areas to assist contractors in evaluating removal and installation requirements.

Based on these images, access appears consistent with a standard garage-style entrance, and no unusual structural restrictions are evident. Contractors shall review the furnished photographs to verify that their proposed replacement well pressure tank can be transported through the existing access points and maneuvered into position without modification to the structure. Any access limitations identified during a contractor’s assessment shall be clearly documented in the quotation submission for Government consideration.

7. Whether wall, roof or doorway removal will be required?

A7. The Government does not anticipate the need for removal or modification of any walls, roofing, or doorways to complete the replacement of the existing well pressure tank. Contractors shall propose a “equal or better” replacement tank that can be maneuvered into the existing space with garage access without structural alteration.

8. Available crane, forklift and rigging access?

A8. Yes. The contractor has the necessary crane, forklift, and rigging access to perform the work as required by the solicitation.

9. Required water-system shutdown duration and temporary-water requirements?

A9. The Government anticipates that a temporary shutdown of the water system or provision of temporary water will NOT be required to facilitate removal of the existing well pressure tank and installation of the replacement unit.

10. Are there Existing control components that must be replaced or reused?

A10. All control components referenced in this requirement shall be new. No previously used, refurbished, or reconditioned components will be accepted

11. Required manufacturer and workmanship warranty periods?

A11. The Government requires that the manufacturer’s warranty for the replacement well pressure tank provides a minimum coverage period consistent with standard industry practices for this type of equipment. Contractors shall propose a tank that includes a manufacturer’s warranty of not less than 5 years, or longer if available, covering defects in materials and workmanship.

12. Can contractors who did not attend the July 8 site visit remain eligible to submit quotations?

A12. Contractors who did not attend the July 8, 2024, site visit remain eligible to submit quotations in response to this solicitation. Attendance at the site visit was not designated as a mandatory requirement and therefore does not restrict or preclude any prospective offeror from participating in the procurement process.
