About this file

This is a Solicitation document for patient ceiling lifts issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12. The solicitation seeks ceiling lifts on a brand name or equal basis, with the requirement identified as NSN 6515 under requisition number 607-26-1-969-0014. The solicitation number is 36C25226Q0373, and the opportunity is classified as a standard solicitation rather than a set-aside contract.

The document appears to be a procurement notice for medical lift equipment used in patient care facilities within the VA healthcare system. While specific response deadlines, pricing terms, and award dates are not evident from the file name and basic metadata provided, this represents a direct acquisition of equipment through VA's standard procurement processes rather than through a federal supply schedule, GWAC, IDIQ, or BPA vehicle. Additional details regarding submission requirements, technical specifications, evaluation criteria, and contract terms would be contained within the full solicitation documentation.

Selection Criteria:

BRAND NAME OR EQUAL: Guldmann GH3+ Ceiling Lifts w/installation.

Salient Characteristics requirements:

1. Overhead ceiling lifts:

0. The Lift Unit shall be constructed of a steel frame system driven by a gear-reduced, high-torque motor.

0. Lifts with a minimum 700 lbs. weight capacity, one lift per room.

0. The ceiling lift motor shall have an integrated Class III scale with LCD screen that allows users to read weights for accurate documentation.

2. Emergency Department does not currently have alternative method to collect patient weights on those patients who are unable to stand. Patient weights are a critical vital sign.

2. Scale must be internal and not decrease the lifting height of the system. Lift systems will be installed on non-recessed track in a room with lower ceilings (approx. 93-inch height). Based on average dimensions across lift systems, non-recessed rails typically come down between 4-6 inches from ceiling, and motor and hanger bar hang down another ~15 inches, reducing lifting height by 20 total inches from ceiling height. Patient carts used in this department have a lowest working surface of 27 inches from the floor when factoring in mattress, providing total available lifting height of 46 inches (93-20 (track plus motor/bar) -27 (cart height)). While in a lifting sling, the average distance from patient seat to attachment loop system is 35-40 inches, requiring additional material for bariatric or taller patients. Loss of 5-7 inches of lifting height from a detachable scale could make the system barely functional to transfer average sized patients and non-functional for larger patients as it will not be able to lift high enough to place a patient on the treatment surface.

0. Electronic soft-start and soft-stop motor control so that there are no abrupt starts or stops while the lift is being utilized.

0. Shall have an emergency manual lowering device. Operation of the emergency manual lowering device shall be in such a way that users can apply continuous pull to the cord to facilitate slow descent of the patient without tools or ladders; tool-dependent designs (hex/Allen) can result in response-time delays and increased patient risk.

0. Emergency stopping device - when activated, all vertical movement must cease at maximum load. The emergency stop functionality will safely hold the maximum patient loads with minimal drift not exceeding a15cm/s and a drift less than 5cm total which are consistent with ISO standards and national VHA requirements.

0. Current limiter for circuit protection in case of overload.

0. Safety device that stops the motor from lifting when batteries are low.

0. Emergency brake (in case of mechanical failure)

0. Hanger bars shall be able to reach the floor level for fall recovery scenarios.

0. Cab: VO plastic–fire retardant, UL 94.

0. The safe working load of the ceiling lift motor shall be clearly labeled on the outside of the ceiling lift motor.

0. The life cycle (number of charging cycles) for batteries shall comply with IEC 6100-1-2.

0. Provide rechargeable batteries with up to 100 transfers with a load of 200 lbs. (74kg) (for repositioning)

0. The ceiling lift system (motor/hanger assembly) shall be approved for use with any manufacturer’s loop style slings.

1. Slings:

1. The straps shall meet ISO 10535. The straps should ensure the patient’s safety by preventing the patient from falling out of the sling.

1. The lift shall be compatible with other vendor loop-based (not clip-based) slings.

1. Hanger Bars:

2. The hanger bar style shall be the suspension point style compatible with the lift strap.

2. The hanger bar shall have 2-point attachments for slings (no 4-point bars due to limited space in ED environment).

1. Continuous charge track systems

3. Non-recessed single rail track system with coverage allowing for transfers from a emergency stretcher or wheelchair onto ED patient cart.

3. The ceiling track shall be made from high-strength extruded aluminum. Provide anchor support at ceiling substrate.

3. Installed rail shall be security tested for 1.5 times greater than the motor’s weight capacity and maximum allowable deflection of a horizontal rail is no more than 1/16th inch per 7.87 inch of track length per ISO 10535 standards.

3. Track systems shall provide continuous charge to patient motors at any point along the track.

1. Vendor Qualifications and Additional Requirements

4. This contract includes all travel, labor, and parts, including onsite delivery, extended installation, setup, and configuration from a single manufacturer.

4. Madison VAMC requires the selection of a reputable manufacturer with a verifiable history of product safety, regulatory compliance, and reliable performance to protect Veterans and staff. Prospective vendors must provide proof of a strong safety record.

1. Manufacturer will provide a five-year summary of all relevant device recalls, safety notices, corrective actions, and adverse event reports for ceiling lift motors and tracks in the U.S. market for consideration by the facility. The facility reserves the right to access comprehensive safety records through the VHAs internal safety documentation to ensure full disclosure occurs.

1. Installation Services and Quality Assurance:

5. Certification for compliance is required for Ceiling Mounted Patient Lift Systems. Certifications shall be provided by the manufacturer who will conduct testing to ensure that the ceiling lift and charging system are safe and in compliance with ISO 10535 & UL 60601-1.

5. Certification of compliance with VA requirements shall be provided by the vendor’s Structural Engineer (Inspector of-Record; IOR), who will observe installation and manufacturer’s testing to ensure that the ceiling structure, ceiling lift, and charging system is safe and in compliance with shop drawings, structural calculations, specifications, ISO 10535 requirements, and code requirements. IOR shall be a registered structural engineer in the state of installation.

5. Install ceiling-mounted patient lift system as per manufacturer's instruction and under the supervision of manufacturer's qualified representative and as shown on drawings.

5. If the distance in between the suspended ceiling and anchors is more than 12” consult with the manufacturer to determine if lateral braces will be required.

5. Final Inspection of installed ceiling-mounted patient lift systems shall be conducted in accordance with the manufacturer’s installation checklist and the required VHA National Installation and Relocation Checklist for Ceiling Mounted Patient Lifts (National Center for Patient Safety (NCPS) Patient Safety Alert AL14-07) prior to use for patient movement.

5. Installation of track and lift will also include removal of previous track in these spaces at least up to ceiling line.

5. Installation of lifts will need to be coordinated around patient care access to patient rooms. The maximum number of rooms that could be made available on any given day is estimated at 2. Installation may require multiple phases depending on the amount of equipment included in the individual task order. Scheduling will need to be coordinated with VA internal trades or third-party contractors to ensure any identified work (e.g. sprinkler relocation, ceiling modifications, etc.) is completed both before and after to ensure the space can be turned back over for patient care. The contractor is expected to assist the VA in identifying this work to ensure a successful turnover of space for patient care.

1. Maintenance:

6. Lifts will adhere to the required VHA Corrective and Preventive Maintenance Checklist for Ceiling Mounted Patient Lifts.

6. Service manuals, customer manuals, and instructions for use will be supplied by the manufacturer prior to selection process for review.

1. Design Services and Submittals:

7. Shop drawings (a.k.a. installation or coordination drawings) shall show structural support to the underside of the structure. Structural calculations for the support of the track and its attachment to ceiling structure shall be submitted. Shop drawings used in the quoting phase shall be PDF’s, and either2D CAD files of 3D BIM files showing structural support to underside of structure. Shop drawings should also provide general room layout with bed position and obstructions to ceiling lift.

7. Once the purchase order is accepted by the vendor, a set of stamped drawings shall be provided by the vendor. Shop drawings and structural calculations shall be signed and stamped by a registered structural engineer and shall meet all applicable Code requirements. The vendor’s Structural Engineer shall ensure ceiling minimum structure capacity shall support the loads specified in the shop drawings and be in compliance with VA structural and seismic requirements and Code.

7. Shop drawings shall show obstructions such as curtains, lights, and sprinklers, and coordinate their relocation, if necessary.

7. Manufacturer shall provide BIM (Building Information Model) for clash detection to the GC for review and attestation of compliance prior to transmission to VA COR.

1. Training:

8. Training shall be provided for the required personnel to educate them on proper operation and maintenance for the lift system equipment.

8. A bill of materials for any tools and test equipment is required for maintenance of the systems.

Place of Performance Equipment shall be delivered to the Madison VA Hospital at 2500 Overlook Terrace, Madison, WI 53705. Hours: 8:00am – 3:30pm Delivery and installation of those lifts need to be coordinated with the COR.

SECTION C - CONTRACT CLAUSES

52.212-4 Terms and Conditions—Commercial Products and Commercial Services. (DEVIATION OCT 2025) As prescribed in 12.205(b)(3), insert the following clause:

Terms and Conditions—Commercial Products and Commercial Services (Deviation Date)

(a) Definitions. The clause at Federal Acquisition Regulation (FAR) 52.202-1, Definitions, is incorporated by reference.

(b) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights—

(1) Within a reasonable time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(c) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

(d) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.

(e) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal, or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause FAR 52.233-1, Disputes, which is incorporated in this contract by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence. Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. When an excusable delay occurs, the Contractor shall—

(1) Notify the Contracting Officer in writing as soon as possible;

(2) Remedy the delay as quickly as possible; and

(3) Notify the Contracting Officer when the occurrence is over.

(g) Invoice. The Government will handle invoices according to the Prompt Payment Act (31 U.S.C. 3903) and 5 CFR part 1315. The Contractor shall submit invoices to the address designated in the contract to receive invoices. An invoice must include the information required by 5 CFR part 1315.9(b).

(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees, and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark, or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

(i) Payment—

(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.

(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act ( 31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.

(3) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date that appears on the payment check or the specified payment date if an electronic funds transfer payment is made.

(4) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall—

(i) Remit the overpayment amount to the payment office cited in the contract along with a description of the overpayment including the—

(A) Circumstances of the overpayment (e.g., duplicate payment, erroneous payment, liquidation errors, date(s) of overpayment);

(B) Affected contract number and delivery order number, if applicable;

(C) Affected line item or subline item, if applicable;

(D) Contractor point of contact; and

(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.

(5) Interest.

(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.

(iii) Final decisions. The Contracting Officer will issue a final decision as required by FAR part 33 if–

(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;

(B) The Contractor fails to liquidate a debt previously demanded by the Contracting Officer within the timeline specified in the demand for payment unless the amounts were not repaid because the Contractor has requested an installment payment agreement; or

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see FAR part 32).

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.

(v) Amounts shall be due at the earliest of the following dates:

(A) The date fixed under this contract.

(B) The date of the first written demand for payment, including any demand for payment resulting from a termination for cause.

(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on-

(A) The date on which the designated office receives payment from the Contractor;

(B) The date of issuance of a Government check to the Contractor from which an amount otherwise payable has been withheld as a credit against the contract debt; or

(C) The date on which an amount withheld and applied to the contract debt would otherwise have become payable to the Contractor.

(vii) The interest charge made under this clause may be reduced under the procedures for interest credits prescribed in FAR part 32 in effect on the date of this contract.

(j) Risk of loss. Unless the contract specifically provides otherwise, risk of loss or damage to the supplies provided under this contract shall remain with the Contractor until, and shall pass to the Government upon—

(1) Delivery of the supplies to a carrier, if transportation is f.o.b. origin; or

(2) Delivery of the supplies to the Government at the destination specified in the contract, if transportation is f.o.b. destination.

(k) Taxes. The contract price includes all applicable Federal, State, and local taxes and duties.

(l) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges the Contractor can demonstrate to the satisfaction of the Government using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor’s records. The Contractor shall not be paid for any work performed or costs incurred which reasonably could have been avoided.

(m) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. The Government will send a cure notice to the Contractor, unless the reason for the termination is late delivery. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(n) Title. Unless specified elsewhere in this contract, title to items furnished under this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession.

(o) Warranty. The Contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

(p) Limitation of liability. Except as otherwise provided by an express warranty, the Contractor will not be liable to the Government for consequential damages resulting from any defect or deficiencies in accepted items.

(q) Compliance with laws unique to Government contracts. The Contractor agrees to comply with 31 U.S.C. 1352 relating to limitations on the use of appropriated funds to influence certain Federal contracts; 40 U.S.C. chapter 37, Contract Work Hours and Safety Standards; 41 U.S.C. chapter 87, Kickbacks; 49 U.S.C. 40118, Government-financed air transportation; and 41 U.S.C. chapter 21 relating to procurement integrity.

(r) Order of precedence. Any inconsistencies in this solicitation or contract shall be resolved by giving precedence in the following order:

(1) The schedule of supplies/services;

(2) The Disputes, Payments, Invoice, Compliance with Laws Unique to Government Contracts, and Unauthorized Obligations paragraphs of this clause;

(3) Other contract clauses incorporated in the solicitation or contract;

(4) Addenda to this solicitation or contract;

(5) Solicitation provisions incorporated in the solicitation;

(6) Other paragraphs of this clause;

(7) Other documents, exhibits, and attachments; and

(8) The specification.

(s) Unauthorized obligations.

(1) Except as stated in paragraph (s)(2) of this clause, when any supply or service acquired under this contract is subject to any End User License Agreement (EULA), Terms of Service (TOS), or similar legal instrument or agreement, that includes any clause requiring the Government to indemnify the Contractor or any person or entity for damages, costs, fees, or any other loss or liability that would create an Anti-Deficiency Act violation (31 U.S.C. 1341), the following shall govern:

(i) Any such clause is unenforceable against the Government.
