About this file
This is a Special Notice for a federal contract opportunity issued by the Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 12, located in Milwaukee, Wisconsin. The solicitation seeks a Leica DM2700 P for TL microscope specifically configured for asbestos analysis. The solicitation number is 36C25226Q0295, with a response deadline of April 30, 2026, at 11:00 AM Central Time. The product service code is 6515 (Laboratory Analytical Instruments), and the NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). The contracting office is located at 115 South 84th Street, Suite 101, Milwaukee, WI 53214-1476.
The notice includes clarification regarding calibration requirements for the microscope system. The VA requires factory calibration certification with a NIST-traceable micrometer scale. However, a question-and-answer section indicates that the vendor requires further guidance on calibration methodology, specifically requesting clarification on what components will be calibrated and reported. The VA suggests testing the system in accordance with the NIOSH 7400 method using a certified phase-contrast test slide to establish calibration standards. The special notice will be archived 60 days after the response date.

DESCRIPTION
Q&A To clarify Question Number 11 from the previous modification Q&A.
11. Will a factory calibration certificate with NIST‑traceable micrometer scale satisfy the requirement, or is third‑party calibration preferred?
Unclear what requirement is being referred to here. But Factory calibration certification with the NIST traceable micrometer scale is a requirement that is requested.
Response We can provide a NIST traceable calibration, but we need something to calibrate it to, and since there is no camera or measuring reticle on the proposal, I need guidance on what we will be calibrating and reporting the micrometer to.
I think the suggesting to test the system similar to the NIOSH 7400 method, against a certified phase-contrast test slide.
