About this file
This is a Sources Sought Notice for Contracted Residential Services (CRS) - Medical Respite (MR) Care Services issued by the Great Lakes Acquisition Center on behalf of Edward J. Hines, Jr. VA Hospital in Hines, Illinois. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 is seeking a contractor to provide short-term medical respite care and housing services for homeless Veterans who are VHA healthcare-eligible. The facility must be located within the Hines VA catchment area and operate 24 hours per day, 7 days per week to accommodate Veterans discharging from the VA or preparing for planned medical procedures who require stabilization and recuperative care in a clean, comfortable, safe, sober, and secure environment.
The contractor shall provide low-barrier therapeutic and rehabilitative services addressing medical rehabilitation and factors contributing to homelessness, though detoxification and acute-level treatment are explicitly excluded from scope. The primary objective is to prevent worsening symptoms and rehospitalization for Veterans experiencing homelessness recovering from minor ailments or injuries. Services target the most vulnerable and at-risk homeless Veterans with the goal of facilitating their discharge to permanent housing. This is a pre-solicitation notice, indicating that a formal solicitation will follow; specific response dates, award dates, pricing terms, and contract value information are not provided in this sources sought document.
