About this file

This document is an Amendment to Solicitation (Amendment 0001) for Regulated Medical Waste (RMW) and Sharps Collection and Disposal Services for the Edward Hines Jr VA Hospital and its affiliated Community-Based Outpatient Clinics (CBOCs). The solicitation covers a 5-year ordering period from January 1, 2026 to December 31, 2030, and involves weekly medical waste container collection and disposal services. Key requirements include providing multiple container sizes (2-gallon, 3-gallon, 4-gallon, 8-gallon, 17-gallon, and 40-gallon), a 1-for-1 container swap process, and maintaining a minimum inventory of 100 empty containers of various sizes.

The amendment provides detailed vendor questions and answers, clarifying critical operational details such as container handling, storage, and service expectations. The current contract holder is NEIE MEDICAL WASTE SERVICES, LLC (Contract 36C25220D0056), and the new solicitation requires the contractor to provide a certifiable weighing system for waste disposal, obtain necessary DOT permits, and ensure uninterrupted service. VA staff will handle container collection within facilities, while the contractor will be responsible for weekly pickup at Hines VA and monthly pickup at CBOCs, with containers to be collected from a designated storage area and replaced with clean containers.

RFQ 36C25226Q0107 – Vendor Questions with Answers

1. Is the onsite meeting mandatory for the opportunity bid on December 3rd? No

1. What is the number of reusable sharps needed per facility and could you provide a site map?

1. Currently the solicitation requests: 2-gallon, 3-gallon, 4-gallon, 8-gallon, 17 gallons, and 40 gallons- please provide a quantity per size type. At Hines there are ~25-50 empty/clean containers of each size available at all times. The vendor comes to Hines once per week and swaps out filled/dirty containers via a 1-for-1 swap with clean containers of the same size.

1. Will these be replaced/removed by the facility or by the contractor? VA staff collects containers throughout the facility and brings them to the designated storage area (soil mat). The vendor comes weekly and collects all filled containers for removal while also providing clean containers, of the same size, via a 1-for-1 swap.

1. For Each of the CBOC locations please provide the requested box size dimensions for the RMW/Sharps- if this is negotiable per vendor please advise as well. The CBOCs have various containers that are collected by VA staff and stored in a designated box for pickup. This is negotiable and will be discussed after award.

1. Is there a current contract holder for this bid? If so please provide the contract number and estimated value for the total contract. The previous/current contract was awarded to NEIE MEDICAL WASTE SERVICES, LLC – Contract 36C25220D0056. Pricing information can be found on FPDS.

1. For the Solids/Liquids 55-gallon drum, will this be what the facility utilizes to store the Trace Chemo and Pathological waste? If not, please advise as to requested container size for the facility. This is negotiable. Currently, the Trace Chemo and Path Waste are stored in various size containers in a locked Conex. The Government is flexible with storage options as long as pricing aligns with the designated line-item pricing structure of per/LB.

1. Please define what you mean by "Contractor shall provide a certifiable weighing system to enable proper billing for waste poundage disposed, i.e., if the disposal container weighs 14 pounds and Contractor is to dispose/haul 10 containers, each container shall be weighed, and container total weight (140 pounds) is subtracted from the gross weight to determine total waste poundage to be paid"

5. Do you allow the vendor to have a certified scale as proof of the certifiable weighing system? Yes

5. Do you require permit from the disposal/incineration facility? Yes

5. Is there a preferred vendor the facility requires for an incineration facility? No

1. Please confirm: "Contractor will create “Special Permit” as required by DOT to ship infectious waste for disposal, once Special Permit is granted, contractor will provide copy at generator’s site."

6. This is the general manifest and normal requirements from DOT to ship infectious waste.

6. Please provide an example. The general manifest will suffice.

1. Will the facility require any spill kits provided by contractor for this contract? No

1. Were there any 24-hour emergency pickup requests on previous contract? If so how many? No

1. Please confirm what you need to verify: "The contractor must be able to provide uninterrupted service to Hines VA in the event their processing facilities are down and not able to reprocess the reusable sharps containers. The contractor shall own multiple processing facilities or arrange for emergency processing at another facility at no extra cost to the government if this event were to occur." No extra documentation is required. The contract between the vendor and government will ensure that a disruption service is not acceptable/permitted and the vendor has the flexibility to provide uninterrupted as they see fit.

1. Does the Government require the vendor to provide onsite labor to exchange Sharps containers from room to room and floor to floor and bring the containers to the central storage area or will this now be handled internally by VA staff members? No contractor labor is required. The collection room to room and floor by floor will be conducted by Government FTE’s. The contractor is only responsible for collecting/disposing of the containers in the “soil mat” designated storage area and replacing the removed containers with clean containers via a 1-for-1 swap.

1. If vendors are required to provide onsite labor to exchange Sharps containers from room to room and floor to floor will the Government add separate CLINS for the onsite labor costs? No – See above.

1. If onsite labor for the exchange of Sharps containers is required how many hours weekly is the Government expecting regarding onsite services by the vendors technician? No – See above.

1. The PWS states that carboard boxes are not acceptable for the collection of medical waste which is contrary to the Pricing Pages? Are cardboard boxes acceptable or do all medical waste containers need to be Reusable containers? All waste, outside of the soil mat, will be stored in reusable containers. Cardboard boxes or other storage means are negotiable/permissible and are allowed for final collection/storage purposes only. Currently this is the means for collection and then the boxes are stored in the Hines soil mat or locked storage closet at the CBOCs.

1. Regarding the cardboard boxes not being acceptable in the Scope of Work, is this just at the main hospital or are cardboard boxes allowed at the CBOC's? See above.

1. The bid does not include current Reusable Sharps container counts for each Hines VAMC facility and counts for each size container either. Absent this information it would be virtually impossible for vendors (other than the incumbent) to provide an accurate bid regarding required inventory (containers) needed, and it would be impossible absent this information to accurately account for the necessary inventory costs. Will the Government provide this information to all vendors? The vendor is expected to have a minimum of 100 empty containers matching the sizes listed in the PWS. Although a typical service week requires ~25-50 container swaps of each size – the Government requires the vendor to posses at least 100 2-gallon, 3-gallon, 4-gallon, and 8-gallon containers, and twenty-five 17 gallon and 40-gallon containers.

1. Does the Government still require the Conex storage box for Sharps containers to be provided by the vendor? If so, can CLINS be added for the costs for the Conex storage box? No.

1. On Page 18 Line Item 4.7 states that Contract personnel must check in and out at the EMS COR office, building 2 Room 106A-2 (or any area designated by the COR) and always wear an appropriate vendor identification badge during the weekly pickup/drop-off. The contractor must also check in with designated personnel at each CBOC. Does this only apply to the vendors personnel who actually enter the buildings to provide service? The weekly service at Hines requires the contractor personnel to check in with the COR or COR appointed VA employees. They must wear an ID badge – a company issued ID badge is acceptable. The monthly CBOC service requires a check-in on pickup days with a designated VA staff member.

1. Page 14 of 62 Line-Item E states that Contractor shall clean, sanitize and disinfect containers prior to being reused and documents showing that said cleaning was conducted. This is not a typical request to provide documentation showing that the containers have been clean and sanitized and we are curious is this applies to every service when new containers are delivered and if not what type of documentation is the Government seeking and how often? Containers will be “spot-checked” and/or inspected during the weekly service at Hines or monthly service at the CBOCs. All provided containers shall be clean and sanitary. No documentation is required.

1. We are seeking clarification as this contract does not include RCRA Hazardous Waste and the permits below should not be applicable. Please advise if they are still required as part of this RFQ response and why? Not required.

· (b) File 2: Technical Documents

· Contractor shall submit the following documents, licenses, and certifications:

· Quality Control Plan

· Certificate of Liability Insurance

· Hazardous Waste (PIMW/IW) Hauling Permit

· Hazardous Material OSHA Certification – Not Required

· Hazardous Material DOT Certification – Not required

· EPA ID Number
