About this file
This is an Amendment 1 (Modification 0001) to RFQ 36C25226Q0346 issued by the Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) on May 22, 2026, providing answers to sixteen questions submitted by offerors regarding an unarmed security services contract. The contract covers security guard services at the Milwaukee VAMC and CBOC locations (Union Grove and Oconomowoc) for a base period running October 1, 2026 through March 30, 2027, with four option years. Key contractual clarifications include: site visits are not required; overtime is not permissible and only day-of-month (DOM) covers holiday pay; Wisconsin private detective agency licenses must be in place at the time of offer submission on June 2, 2026, not just at contract start; radios, parking access, credentials, and panic systems will be furnished by the Government at no cost; supervisors must provide relief staffing as needed based on circumstances and locations; and panic alarm testing and camera reporting responsibilities apply to certain CBOC locations. The incumbent contractor is REDCON, though this is a new requirement with added locations. VA Police response time for emergencies is two to four minutes, and security officers should maintain similar response times. Offerors must acknowledge receipt of this amendment prior to the offer due date.
