About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Department of Veterans Affairs solicitation (36C25225Q0606) for Instrument Sharpening, Repair and Sterilizer Cleaning Services at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The solicitation is set aside for Service-Disabled, Veteran-Owned Small Business and is scheduled for release on 27 August 2025, with quotes due by 10 September 2025 at 12:00pm Local Time. The contract will cover maintenance of approximately 400-500 individual surgical and dental instruments per month, including a small number of specialized devices like Stryker TPX MicroPower Electric Handpieces, dental handpieces, and 12 Pedigo case carts.

The amendment primarily addresses vendor questions, clarifying service frequency (one day per month for instrument sharpening and repair, with sterilizer cleaning every four months), scope of equipment (primarily general surgical and dental instruments with minimal powered or specialized devices), and potential flexibility for additional device types not currently specified in the original solicitation. The procurement falls under NAICS code 811210 and represents a new contract, with the VA currently using a purchase order to meet the requirement. The document indicates openness to potential modifications if additional device types are identified during the procurement process.

Vendor Questions/Answers

1. Could the Government please confirm whether the expected service frequency is one (1) day per month? One day per month for instrument Sharpening and repair. Sterilizer Cleaning- 2 will need to be cleaned every four months (we currently get one free now).

2. Can the Government clarify the approximate number of surgical instrument sets or trays that will require service during each scheduled visit? The majority of our instrument sets are very small. It is estimated that approximately 400-500 individual instruments would require service each month.

3. Sections 4 and 5 reference various devices, including powered surgical instruments, cameras, electric/battery-powered devices, and pneumatic instruments. Could the Government confirm whether these device types are included in the scope of this solicitation or if this is for general surgical instrument set maintenance and repair only? The facility has a very small number of instruments that contain cameras, are electric/battery powered, and pneumatic. It is possible that these items may also require maintenance and repair, however the vast majority of instruments are just general surgical and dental instruments.

4. For the devices noted in Question 3—or for any equipment beyond standard handheld surgical instruments that will require service—can the Government provide an inventory list that includes the make, model, serial number, and quantity of each item to ensure accurate pricing for these types of equipment? Stryker TPX MicroPower Electric Handpiece and saw attachments, a small variety of dental handpieces.

5. If these additional device types are indeed included, would the Government consider modifying the Cost Schedule to incorporate separate line items for these categories to allow for appropriate and accurate pricing? If there would be additional device types needed that are not included in the Statement of Work, it is possible that a modification could be considered.

6. Section 5 references case cart services. Could the Government provide the manufacturer/brand of the case carts and the total number of units anticipated to be serviced annually? There are approximately 12 Pedigo case carts

7. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. This would be a new contract we are currently utilizing a PC to meet this requirement.

8. If not brand new, could you please provide the current / previous contract number? N/A

9. Would you happen to have an equipment list for the items that are being considered for the Instrument Sharpening and Repair Services? I know that there are classes of equipment, but didn’t know if you had an exact list with OEMs/Serial Numbers/etc. Yes, we could provide a list, however it would probably not be helpful as there are no OEMs or serial numbers. We have a variety of general dental and surgical instruments that require preventative maintenance and sharpening at different intervals, based on usage.
