About this file

Attachment 3 is a detailed evaluation provision for a solicitation (36C25225Q0403) by the Department of Veterans Affairs for leasing a mobile digital PET/CT trailer system. The document outlines the government's evaluation criteria for quotations, which include: technical specifications and compliance, delivery schedule, contractor capability and past performance, veterans involvement, and price. The comparative evaluation process will assess quotes side-by-side, with the government reserving the right to select a quote that provides benefits exceeding minimum requirements.

The evaluation factors are weighted to consider multiple aspects beyond price, with specific attention to technical capabilities, delivery logistics, and veterans participation. Notably, the solicitation provides preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), offering evaluation credit for prime contractors or subcontractors meeting these criteria. Quotations must be submitted by 5:00 pm on April 23, 2025, to the Contracting Officer Stacy Massey, with the requirement to lease a fully equipped mobile digital PET/CT system for the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin, for a base period and four optional 12-month periods.
