CONTINUATION PAGE
1) The code being referenced is the 2024 and 2025 editions. We currently inspect all hospitals to the following: Vendor will provide damper inspection services as per NFPA 80 (with consideration given to applicable NFPA 101, NFPA 105, International Building Codes, and International Fire Codes). Dampers shall be inspected to the 2010 NFPA 80.19.3-4 test standards as required.
This is permissible. Vendor must state the code reference on all documents that they are inspecting under.
2) Will damper locations be marked on current life safety plans or mechanical drawings? If the latter, then are current life safety drawings also available?
Damper locations are marked at the location and on the life safety drawings, copies will be provided when onsite.
3. Cleaning of dampers: some dampers require extensive cleaning; however, most are relatively clean. Could the cleaning be included in a secondary repair phase since that would then allow us to estimate how many dampers require extensive cleaning (which may potentially include a dust vac) No, if the damper requires that much cleaning to operate it should be failed with detailed notes as to why.
4. Decommissioning of dampers, installation of access doors, and re-inspection of dampers are typically all included in a secondary repair phase. Is this acceptable? Yes, this should be very minimal as we have done this work several times now.
5. Are we responsible for providing the containment cart, or will there be one provided for us?
We have one containment cart onsite that can be used, if more than one is needed vendor should plan to bring an additional cart.
a. Will we need to provide our own ladders – yes, vendor must provide their own ladders.
b. Will we need to provide our own cart? – yes, vendor must provide their own cart.
c. Will we be provided with the necessary badging and keys for access, or will an escort need to be provided?
An escort will be provided to the vendor with access.
d. Will vendor be responsible for cleaning the critical access areas like OR etc. or will the facility perform a terminal clean.
Any small mess should be cleaned up by vendor, if opening tiles in critical areas VA can request EMS do a terminal clean.
6. Also, can you please provide the address for each of the buildings to be included in the proposal?
There is only one address for the site, 5000 W. National Ave and then buildings are numbered with signage. A site map will also be provided to the awarded vendor.
i. 4 Buildings, Biggest building has 14 floors. Total 265 Dampers.
j. When was the last inspection completed and by what company?
It was completed in 2017 and 2021 the last two times.
k. What are the rules for shutting down air handlers at the facilities if necessary for testing dampers?
An approved outage needs to be submitted and approved with the COR prior to the work taking place.
