About this file
This is Amendment 0001 to solicitation 36C25225Q0182, addressing questions received regarding an A/E MEP services contract for fire alarm system replacement at the CAPT James A. Lovell Federal Health Care Center in North Chicago, IL. The amendment removes two previously required specialist positions (Vertical Transportation Studies and Design consultant and Medical Transport Logistics Consultant) while confirming that Physical Security Professional (PSP) and BICSI Registered Communications Distribution Designer (RCDD) certifications remain required. The amendment also clarifies that the 75-page limit for SF330 submissions does not include Part IIs and CPARS/PPQs.
The original solicitation is a request for SF330s for a single-award Firm-Fixed Price contract, set aside for SDVOSBs under NAICS 541330, with an estimated construction magnitude of $20-25 million. The work involves assessment, design, specifications and construction period services for replacing the West Campus fire alarm system. The design period is 206 calendar days from Notice to Proceed, with construction period services not to exceed 5 years. SF330 submissions are due February 24, 2025 at 4:30 PM CST.

RFI Question # 1:
Our questions pertain to four specialist/certified positions required by the Solicitation. The four positions, as listed under 2. Professional Experience and Qualifications, are:
| A. | (Paragraph 3) Vertical Transportation Studies and Design consultant |
| B. | (Paragraph 3) Medical Transport Logistics Consultant |
| C. | (Paragraph 4) Physical Security Professional (PSP) |
| D. | (Paragraph 4) BICSI Registered Communications Distribution Designer (RCDD) |
Our experience tells us that there is indeed an interface between a fire alarm system and elevators, electronic security locks, and electronic cable systems signals. However, fire protection engineers, such as we would have on our team, are well versed in those interfaces. Also, those interfaces do not represent a significant portion of the engineering work, so those specialists would have a very small amount of work, which in turn means that such specialists would be very difficult to recruit to an AE team for a fire alarm project. With regard to the Medical Transport Logistics Consultant, we do not think there is a role in this project.
So, in order to be responsive to the situation in the market, we request that the VA consider removing all four of those positions from the list of required positions for this project. We are qualified and capable of properly handling those aspects of the project.
Alternatively, if there is a need for any- or all- of these professionals, we ask that the VA provide a description of their scope, so that we can use it to recruit these professionals to our team.
RFI # 1 VA Response:
RFI #1:
· (Paragraph 3) Vertical Transportation Studies and Design consultant
· Remove, not needed.
· (Paragraph 3) Medical Transport Logistics Consultant
· Remove, not needed.
· (Paragraph 4) Physical Security Professional (PSP)
· Required.
· (Paragraph 4) BICSI Registered Communications Distribution Designer (RCDD)
· Required.
RFI Question # 2:
1. Could a scope of work be provided? Sam.gov only has a solicitation available.
1. Page 4 of the solicitation reads, "Include the vertical transportation planning expert along with the credentials of his or her employer as described at PG-18-3 Topic 18. Could you indicate the area of the scope of work that the vertical transportation expert would address? Is this still a required role?
RFI # 2 VA Response:
RFI #2:
· Could a scope of work be provided? Sam.gov only has a solicitation available.
· The SOW will be included with the RFP solicitation not with the request for SF330s.
· Page 4 of the solicitation reads, "Include the vertical transportation planning expert along with the credentials of his or her employer as described at PG-18-3 Topic 18. Could you indicate the area of the scope of work that the vertical transportation expert would address? Is this still a required role?
· Remove, not needed, see response to RFI #1.
RFI Question # 3:
RFI #3:
· This project appears to be focused on fire alarm replacement, but selection criterion 2 references a vertical transportation planning expert. Can you please verify that this role is needed for this project?
RFI # 3 VA Response:
· Remove, not needed, see response to RFI #1.
RFI Question # 4:
RFI #4:
· The solicitation states SF330s should have no more than 75 pages, is that including Part IIs and CPARS/PPQs?
RFI # 4 VA Response:
· No.
All other items of the original notice remain unchanged. There are no further changes.
