About this file
This is an amendment (0002) and Q&A document for solicitation 36C25225Q0115 for medical supplies/equipment and linen courier services at VA facilities, extending the quote submission deadline to December 16, 2024 at 9:00 AM CST.
The document combines two previously separate contracts (linen services held by All American Express Solutions LLC under 36C25223P0398 and non-lab/equipment services held by FG Management under 36C2522C0006) into one solicitation. The services involve transporting medical supplies (up to 250 cubic feet per CBOC weekly, with occasional 400 cubic foot deliveries) and laundry/linen (155-175 pounds per CBOC weekly) between the Iron Mountain Medical Center and various CBOCs including Sault St Marie, Gladstone, and Marquette. Deliveries must follow a specific schedule with pickups the day prior to delivery. The contractor may use any suitable vehicle type (e.g., minivan, SUV, covered pickup) and can combine supplies and linen in the same vehicle. Loading occurs at a dock at the Medical Center and through mandoors at CBOCs. Basic disinfection protocols are required for vehicles.

Solicitation 36C25225Q0115 Vendor Questions and Answers
1. Is there a current contract for these services? If so, please provide the contract number and name of the incumbent.
| Two separate, related services are being combined under this Solicitation. Prior contracts are as | follows: | |
| Linen: | 36C25223P0398 Incumbent: All American Express Solutions LLC | |
| Non-Lab/Equipment: | 36C2522C0006 Incumbent: FG Management |
*This Q&A does not include information about pricing of prior contracts. This information is available via open records request.
1. How many drivers/vehicles are currently used to service the current contract?
Because facility does not specify the number of drivers/vehicles used under the two separate contracts, we are unable to provide an accurate number of drivers/vehicles utilized by the two separate contractors.
1. What is the vehicle size currently servicing this location?
Because the facility does not specify the type of vehicle used under the two separate contracts, we are unable to provide this information accurately. It is the belief of the COR that mini vans, covered pick-up truck, and/or SUVs are currently being utilized for the two separate contracts.
1. Page 7 SCOPE OF WORK Medical Supplies and Equipment Transport- Paragraph 4: and Page 7 SCOPE OF WORK Medical Supplies and Equipment Transport Schedule – Paragraph 2: “250 cubic feet” and “400 cubic feet”
With 250 cubic feet of supplies, per week, per CBOC, and the occasional need for 400 cubic feet needing moved in one instance, is the current contract being serviced with a cargo van, or a liftgate equipped box truck?
Because the facility does not specify the type of vehicle used under the two separate contracts, we are unable to provide the vehicle type currently used accurately. It is the belief of the COR that mini vans and/or SUVs are currently being utilized. However, it should be noted that there are currently two separate contracts that are being combined and the Statement of Work are not identical to prior actions.
1. Page 8 SCOPE OF WORK Laundry/Linen Transport: “(155-175 pounds estimated)” Is this total estimated weekly amount for all CBOCs serviced (Sault St Marie, Gladstone, Marquette), or is this estimated amount the weekly anticipated volume per CBOC?
This is the estimated volume per CBOC per week.
1. Page 7 SCOPE OF WORK Medical Supplies and Equipment Transport Schedule: “Pickup from the Medical Center must be completed the afternoon or evening prior to CBOC delivery for each location” Page 8 SCOPE OF WORK Laundry/Linen Transport Schedule: “Clean linen pick-up from the Iron Mountain Medical Center will be completed the day prior to CBOC delivery day for each location” With the need to hold items overnight will there be any requirement to park the transport vehicle in a temperature controlled environment for the duration the items are stored idly in that transport vehicle?
No, a temperature-controlled environment is not necessary.
1. Are these 2 separate contracts?
There are currently two separate contracts which are being combined under this Solicitation. See response number 1 for additional information.
1. Has any of the verbiage changed from the last contract for the supplies to this one? Such as size of vehicle (mini van acceptable)?
Yes. The most significant change is the inclusion of the following: “250 cubic feet per destination with the potential of and occasional larger delivery of 400 cubic feet.” However, this is not the only change and careful attention should be paid to the language included in the Solicitation. The Statement of Work and these clarifying questions/answers identify what requirements the Government is imposing. There is no specific vehicle requirement, provided the transports can be completed in accordance with the Statement of Work, to include scheduled and to be scheduled transports.
1. For the laundry are their totes available for the clean laundry?
No, the clean laundry shall be transported in linen bags.
1. To what extent is the sterilization of the vehicle? Such as wiping down with a disinfectant, wipe and spraying with disinfectant?
Wipe and spray with disinfectant is acceptable.
1. Could totes be purchased by us for the laundry transport?
No, current contractor is not using totes.
1. Can supplies and equipment and linen be combined in the same vehicle?
Yes
1. For the larger deliveries that are limited to 2 additional times per month. Is that 2 additional per CBOC or 2 additional for all CBOCs combined per month? And is it 2 additional for supplies and equipment and 2 additional for laundry potentially?
There could be a total of two larger deliveries per month total. These would not be in addition to the regular deliveries, but simply denotes a larger volume for the two.
1. Can we change the location schedule from what you have on page 8?
No. While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8.
1. Based on page 7 of the solicitation pickup for the Monday deliveries would occur on the night before on Sunday. Is that correct?
Monday deliveries may be picked up on Friday afternoons or Monday mornings, as arranged between the contractor and COR.
1. Do the medical center and CBOCs load and unload at a dock, overhead door or mandoor?
Loading dock at Medical Center. CBOCs deliveries will be through mandoors.
1. Are all locations open and operating or will some be opening later?
All are open and operating with no plans to open additional locations.
1. Upon looking over the statement of work it looks like on Monday the pickups are being completed for Ironwood and Rhinelander are those days set in stone or can days be changed if they can be routed with other locations to give a better price?
No. While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8.
1. Is there a maximum number of totes per location?
The maximums will be based upon the volume outlined in the Solicitation, not totes.
1. Will everything listed under the SOW be available for pickup in a warehouse? Or will the driver need to go to different locations throughout the VA to pickup?
Supplies and equipment will be picked up from the CBOC room. Linen pickup will be down the hall. Both locations are on the basement floor, same as the loading dock. Carts are available at the loading dock to transport cargo to the dock.
1. Can the transport schedule given in the solicitation be modified to be:
Monday: Ironwood, Rhinelander Tuesday: Gladstone, Menominee, Marquette, Hancock Wednesday: Manistique, Sault Ste Marie
No. While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8.
1. Can the contractor change the specified delivery schedule that is given in the solicitation to include Thursday and Friday?
No. While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8. Linen delivery may occur on Thursdays, but not Fridays.
1. For each delivery day, will all items for all CBOCs of that day be available at the same time for pickup?
Yes, all deliveries for Monday will be available Friday afternoon or Monday morning, all deliveries for Tuesday will be available Monday afternoon, and all deliveries for Wednesday will be available Tuesday afternoon.
1. Do you limit the pickup time interval?
Pickups can occur any time between 0730 and 1600.
1. If the delivery schedule is allowed to be changed, with the VA Medical Center have all items for all CBOCs of a certain day ready at the same time?
While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8. Staff should have all supplies placed in the CBOC delivery room the day prior to scheduled delivery for pick up.
1. Can the laundry/Linen deliveries for the 3 indicated CBOCs be done along with the CBOCs scheduled medical supplies?
Yes, this is preferred.
1. Does it matter what day each CBOCK gets its delivery, in case the schedule is allowed to be modified such that the requirement that each CBOC gets a delivery once a week is preserved?
While the laundry/linen schedule can be determined by the contractor and approved by the COR, the equipment/supply deliveries must occur as outlined on page 8.
1. Will each CBOC allow the contractor to pick up returns at the same time when the contract is delivering to the CBOC?
Yes, this is preferred.
