About this file
This Limited Sources Justification document details a sole-source procurement for maintenance and support services for ScriptPro pharmacy equipment across multiple Veterans Affairs medical facilities in VISN12. The Department of Veterans Affairs Great Lakes Acquisition Center will award a firm fixed-price Blanket Purchase Agreement to ScriptPro USA Inc. for a base year and three one-year option periods, with a total estimated value of $3,262,839.10. The contract covers maintenance services for ScriptPro equipment at seven VA medical centers and several VA outpatient clinics, including facilities in Illinois and Wisconsin.
The justification emphasizes that ScriptPro USA Inc. is the original equipment manufacturer and the only provider capable of delivering the required maintenance and support services. The scope includes 24/7 help desk support, drug database updates, remote diagnostic capabilities, interface maintenance, and on-site service technician support when necessary. The procurement is being conducted through GSA Schedule Contract 36F79719D0135, with the Contracting Officer planning to seek price reductions. Market research was conducted, and no alternative vendors were found capable of providing these specialized maintenance services for the existing ScriptPro pharmacy equipment.

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
The Original Equipment Manufacturer (OEM) of the currently owned equipment, ScriptPro USA Inc., is the sole service provider of the required services described above. ScriptPro USA Inc. has provided a letter certifying the sole source information. If an agreement to provide maintenance and support services of already owned ScriptPro equipment was not issued, the Pharmacy departments would not be able to properly dispense medication and the equipment would go into disrepair, needing to be replaced more often. It is crucial to properly maintain the equipment to the OEM specifications as delays in response and repair time can heavily impact the Pharmacy department which would ultimately affect patient care.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The maintenance and support services are available via GSA contract 36F79719D0135 and pricing has previously been deemed fair and reasonable. IAW FAR 8.405-4, the Contracting Officer will seek a price reduction from the Schedule Contractor.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market Research was performed and included a review of potential sources available for this requirement. A search of VetCert, Addsup, GSA eLibrary, Contract Opportunities and SBA websites were done on 2/5/2025. Contracting Officer posted an intent to sole source, 36C25225Q0242, from 2/5/2025 through 2/10/2025. 0 Vendors responded to the intent to sole source. Contracting Officer determined no other vendor could provide the services required for this contract.
(7) Any Other Facts Supporting the Justification:
An authorization letter was provided which stated that only the OEM can provide the support services.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
Only ScriptPro USA Inc. can provide maintenance and support services on ScriptPro equipment.
The Contracting Officer will continue to survey the marketplace during the agreement periods in an effort to remove or overcome any barriers to competition that may exist for any subsequent requirements of this nature.
