STATEMENT OF WORK

Background

The Captain James A. Lovell FHCC is requesting to replace existing Nurse Call System. The current system is well past life cycle, replacements parts are hard to find and it’s a critical infrastructure for the Hospital.

Scope/Tasks

Requesting to install an all new Ascom Telligence Nurse Call system with a code compliant standalone IT network backbone infrastructure for James A. Lovell Federal Health Care Center (VAMC). The new Ascom system and backbone includes installation of new standalone IT network infrastructure to support replacement of the existing EZCare nurse call systems with new Telligence nurse call systems, the connection of existing Telligence systems along with pending future Telligence installations. Included are the Telligence PoE IP Switches, Telligence Gateways, equipment racks, UPS's, SFP fiber modules (for connection to existing VA Campus fiber) and CAT5e patch panels & patch cords for copper construction of network backbone. The build out of the new standalone IT network will be separate from the existing VA network.

Included is new Ascom Unite system hardware and software to support nurse call integration with existing Ascom DECT mobile phones and Analyze logging and reporting software. Contractor will provide new servers, software and licensing required for the Unite system. The areas to be upgraded and replaced with this new system and infrastructure include:

· VA James A. Lovell Nurse Call Ascom Backbone (NC101 Riser Diagram)

· Building 134 1st, 2nd, 3rd Floor

· Building 133-2B, 133-2A, 133-3B, 133-3A, ER, ICU & Police Station

· Building 133-4 A/B

· Green Homes A, B, C & D The proposal includes installation of new system cable, hardware, software, configuration programming, testing, system certification. Existing cable pathways and open cabling infrastructure will be used where possible. The design is based on the attached PDF (NC101 Riser Diagram of each Building & Floors). Contractor will provide the new network switches for termination of the fiber cable using LC type connections. Contractor to ensure existing EZcare system is operational while installing the new Ascom Nurse Call system.

VA James A. Lovell Nurse Call Ascom Backbone (NC101 Riser Diagram)

Contractor will provide and install new Ascom Telligence nurse call system equipment for expansion of the existing Ascom Telligence system at the James A. Lovell VA Hospital. The new system expansion includes one-for-one replacement of the existing nurse call system components currently installed in Building 133, areas 133-2B, 133-2A, 133-3B, 133-3A, ER, ICU & Police Station. A new central annunciator console will be installed in the Police Station for monitoring of code blue alarm calls.

· Includes installation of new system cable, hardware, software, configuration programming, testing, system certification and end-user training. Decommissioning and removal of existing nurses call system cable and equipment is included.

· Existing cable pathways and open cabling infrastructure will be used where possible.

· The system infrastructure design and material provided by Contractor assumes that VAMC will provide the "dark" fiber cable connections to the existing Telligence bridge computer utilizing Single Mode Fiber pairs. Contractor will provide the new network switches for termination of the fiber cable using LC type connections.

· Up to four unoccupied patient rooms at a time with be provided by the VA for re- cabling and installation of the new system. The remaining portion of the existing system will remain operational as the new system is installed. Once each group of four rooms are online with the new system, the installation will move to the next group of four rooms with the goal of completing four rooms per day. The installation schedule and daily room list for installation will be provided by the VA Bio Med team.

Ascom Material Will Include:

Records Management Language for Contracts

When Federal agencies acquire goods or services, they need to determine what Federal records management requirements should be included in the contract. Federal contractors often create, send, or receive Federal records. Federal contracts should provide clear legal obligations describing how the contract employees must handle Federal records.

Agency records officers, procurement counsel, and acquisitions officers must discuss how to integrate records management obligations into their existing procurement processes. NARA has developed the following language to be included as an agency-specific term and condition in Federal contracts for a variety of services and products. The majority of contracts should include language on records management obligations, but each contract should be evaluated individually. For example, the data-rights paragraph (Paragraph 10 below) may not be appropriate for all contracts. Instead, agencies may be better served by one of the established data-rights clauses in the Federal Acquisition Regulations.

This language should not replace specific records management requirements included within Federal information system contracts.

RECORDS MANAGEMENT OBLIGATIONS

A. Applicability This clause applies to all Contractors whose employees create, work with, or otherwise handle Federal records, as defined in Section B, regardless of the medium in which the record exists.

B. Definitions “Federal record” as defined in 44 U.S.C. § 3301, includes all recorded information, regardless of form or characteristics, made or received by a Federal agency under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the United States Government or because of the informational value of data in them.

The term Federal record:

1. includes [Agency] records.

2. does not include personal materials.

3. applies to records created, received, or maintained by Contractors pursuant to their [Agency] contract.

4. may include deliverables and documentation associated with deliverables.

C. Requirements

1. Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion.

2. In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation.

3. QUESTIONS AND ANSWERS

1. Quantities of Equipment: Could you please provide the exact quantities of each type of equipment listed in the RFQ? Specifically, we are looking for the number of peripheral room stations, dome lights, pillow speakers, call cords, PoE IP switches, Telligence Gateways, and any other hardware or installation materials required.

See above.

1. Floor Plan and Installation Locations: To accurately assess the scope of work, it would be very helpful to have a detailed floor plan showing where each piece of equipment needs to be installed across the various buildings mentioned in the RFQ. This will enable us to provide a precise and well-coordinated installation plan.

We are not able to provide a floor plan for each of the units.

1. Integration with Existing Systems: While the RFQ mentions integration with existing Ascom DECT mobile phones, could you provide more specifics on any other systems or infrastructure with which the new Nurse Call System must interface? Understanding the full extent of integration will help us ensure compatibility and efficiency in our installation process.

No other interfaces since it will be all new Ascom IT network which the contractor will build out. Contractor shall maintain the hybrid old EZcare and Ascom while installing the new Ascom is critical during implementation phase.
