2. In the case of deliverable rejection resubmissions, A/E shall make every effort to remain on schedule. In cases with significant resubmission requirements the A/E shall work with the COR and CO on a new agreeable timeline. However, in no case, will the resubmission period go beyond 14 days, or be compensable. Until a new schedule is approved/authorized the A/E is required to meet the terms of the POP found herein. Generally, deliverable rejections will be reported negatively on the contractors CPARS rating.

II. Design must be complete and bid-ready by the end of the period of performance (above).

III. Construction is currently programmed to begin in FY 2026.

Part 3: Project Construction Cost Magnitude:

I. The design shall reflect a project construction cost (funding limitation) of $14,000,000, and the expected construction duration shown in Part 2. Budgeted value is based on OCAMES SCIP Cost projection and expert judgement.

II. See Part 4, IV. Deductive Alternate Development III. One recommended deductive alternate will be an incomplete first floor plan which does not include completion of individual rooms but maintains completion of the main lobby and corridors leading to egress discharge points.

Part 4: Design Period Services:

I. Objectives of this design are:

1. This project is a buildout within shell space which includes design and specification for constructing approximately 24,000 sf of Inpatient Mental Health and Rehabilitation space along with corridors, toilet rooms, storage space, mechanical, electrical, telecom, and PACS systems, etc. as well as vertical and horizontal accessibility.

2. In design, organize the several spaces, systems, subsystems, and associated work to optimize project delivery.

3. Complete all project deliverables on or before established deadlines shown in Part 2 (Period of Performance).

4. Meet or exceed all Code, technical, and programmatic requirements adopted, established, revised, and or published by VA. (https://www.cfm.va.gov/til/) See attached 01 41 00 Regulatory Requirements.

5. 95% DD should be free of deficiencies or other issues noted in the 75% DD review, enabling one last look before stamping and submitting the 100% Construction Documents – FOR CONSTRUCTION.

II. Functions of the Affected Area(s) Include:

1. Current State: Building is gutted. See attached photos.

2. Future State:

Building is ready to occupy as Inpatient Mental Health and Rehabilitation.

Building and adjacent grounds meet VA accessibility requirements throughout.

Building meets VA physical security requirements to the extent practicable.

http://www.cfm.va.gov/til/) http://www.cfm.va.gov/til/) http://www.cfm.va.gov/til/)

III. Design services will generally include, but is not limited to:

1. Architectural:

A. Collect and organize VA record documents and compare them to current conditions found during on-site survey.

Note: VA record documents on file for this facility are very old and very basic.

B. Access current VA regulatory and technical guidance applicable to all parts of this work and apply them throughout its development. Design phase submissions including noncompliant or outdated reference to Code, industry standards, or VA TIL resources, will be returned without further review.

C. Ensure compliance with VA Accessible Design Requirements, including ABA (not ADA) throughout the facility. Design phase submissions including noncompliant reference to ADA or UFAS, or noncompliant detail dimensions from ABAAS (vs. VA standards) will be returned without further review.

D. Include general and optimized layout, as well as wall, floor, ceiling systems, and finishes.

E. Plan space access requiring PIV card and Best-compatible 7-pin key core locks as required. All interior doorways shall meet VA standards for their planned use.

F. All new interior finishes are required. Where use-specific design manuals and guides do not include finishes requirements, plan to include luxury vinyl tile at lobbies, corridors, and break areas, porcelain tile flooring and walls at public restrooms, carpet tiles in all patient rooms, conference, and office spaces, and water- based epoxy coating at all HAC closets and MEP utility rooms.

Note: Interior finishes decisions will be made by the VA staff Interior Designer, in collaboration with the user group where applicable. It is counterproductive to plan carpeting and tiles to specific manufacturer’s colors and patterns certain to become unavailable for subsequent construction. Specify to technical and performance standards suitable for the purpose, requiring submission of samples representing all available standard and premium colors and patterns of manufacturer(s), along with all other finishes of each room/space, and associated accessories for each to enable proper review, selection, and response.

G. Exterior window and door units shall be planned for removal and replacement with commercial-quality energy efficient units except for those the PSP determines, in consultation with the specialty Structural Engineer, require blast and or forced-entry protective specification and design.

H. Although Building 48 is vacant and its interior is demolished and removed, the future contractor will still need to perform selective demolition. Given the planned use of this building, plan building access requiring PIV card and Best-compatible 7-pin key core locks. All interior doorways shall meet VA standards for their planned use.

2. Structural:

A. Load calculations for planned work in relation to new or current conditions must be performed by a licensed professional structural engineer.

B. Licensed professional structural engineer who has specialized training in blast design and analysis (structural blast specialist) per PSRDM 1.8; 6.1.1.

C. Elevator tower addition to the existing building.

! See: PSRDM requirements for specific (and verifiable) professional certifications.

3. Civil:

A. Planning alterations to site surrounding the building, including replacement of an existing pedestrian ramp with one meeting VA accessibility requirements, and planning an Accessible Path to a new entrance adjacent to the new elevator addition.

B. Utility planning, including chilled water utility design from Building 3 to Building 48 (under roadway).

C. Altering nearby paved parking areas as necessary to meet PSRDM.

D. Restoration of landscaping.

E. Temporary Facilities:

1) Are contemplated for GC use in this project. Therefore, the construction documents will benefit from a basic assessment of where the construction contractor may establish their temporary office and storage areas (location, space, power sources, etc.). A sketch of the intended designated area should be incorporated into the drawings.

2) Examples: Field office, toilet facilities, material storage, parking, dumpster for demolition debris proximal to the work, etc.

4. Geotechnical: Requirements prescribed by the structural engineer.

5. Mechanical:

A. Building is currently heated by steam radiators located throughout with steam supplied from a central steam plant.

B. Design and specify a heating, ventilation, and air conditioning (HVAC) system meeting the following objectives: Compliance with the most current VA HVAC Design Manual. Occupant safety, health, and comfort, indoor air quality, acceptable noise levels, energy efficiency, reliable operation, and ease of maintenance.

C. Plan for using plant chilled water not yet available to this building, but in planning. This Bldg. 48 project design will plan piping from nearby Bldg. 3 to Bldg. 48.

Note: A separate project currently in design will enable chilled water piping from Bldg. 188 to Bldg. 3 (across the street from Bldg. 48).

D. Provide variable speed chilled water circulating pumps (main+standby) each sized for 100% of the chilled water requirement.

E. All ductwork shall be constructed of galvanized steel and be sealed to meet SMACNA Class A requirements.

F. The existing campus temperature control system is by Automated Logic Corporation.

G. Plan a DDC control system that will monitor and control all HVAC equipment and systems in the building. Connect the DDC system to the existing campus-wide central control system at Bldg. 188.

H. Load and energy calculations shall be provided for the building no later than 75% DD submission.

I. Contingency: Should the chilled water utility project become unavailable to Bldg.

48, this design will shift to planning an outdoor air-cooled chiller to supply chilled water to the building. AE will be informed no later than 25%SD submission review.

6. Plumbing:

A. Specify and design all new plumbing systems consisting of all fixtures, potable cold and hot water piping and equipment, piping insulation, water heating equipment, sanitary waste and vent piping systems, and other specialty piping and equipment. Ensure that all products and systems are specified and designed to prevent Legionellosis.

B. Plan for wall-mounted flush valve water closets (except where bariatric specs are indicated) with hard wired electronic flush control in all toilet rooms.

C. Plan housekeeping aid closets for each floor, including mop and hand-wash sinks.

D. Plan a bi-level wall mounted mechanically refrigerated electric water cooler with bottle-filling feature on each floor of the building.

7. Fire Protection (Life Safety) A. Provide an overall design that is compliant with the latest edition of VA Fire

Protection Design Manual (always most current edition) and NFPA 101 Life Safety Code, whichever is more stringent.

B. Provide calculations, design, and specifications for replacement and upgrade of the existing fire sprinkler system no later than the 50%DD submission.

C. VA shall perform an independent life safety review at 50% DD. AE is responsible for addressing/closing all review items prior to acceptance of the 75%DD submission.

D. Review VA-provided fire hydrant flow test to establish water supply characteristics for use in design and specification of the system. Provide results of the flow test in the proper location(s) of the design and specifications and include in the Basis of Design (BOD).

E. The installation of a fire pump is not desired and providing this as a solution will have to be justified through calculations provided to VA at the preliminary stage.

F. Provide a design for a new and compliant Simplex, Inc. addressable fire alarm system with voice notification throughout the occupied spaces of the building.

G. Include in the design and specifications Chicago Code spec compliant exit signs and emergency lights.

H. Review VA Statement of Conditions, and verify current conditions match those shown. Where they don’t, ensure that the life safety and fire protection drawings of this work reflect conditions of the space accurately prior to and (especially) after construction.

8. Electrical:

Normal power distribution and architectural lighting. Emergency power generation and or storage, distribution, lighting. UPS for telecom room. There is currently power to the building believed to be fed from a 300KVA, 4160V primary, 208/120V secondary, 3 phase, pad-mounted transformer. Conduct load analysis to determine if existing 300KVA transformer is sufficient for new load profile of building.

9. Vertical Transportation:

A. Planning, specification, and testing/commissioning of a new 3-story elevator

(occupied floors) within an addition for the purpose. Elevator shall be large enough for a gurney and paramedical attendees and meet or exceed the most current editions of VA Elevator Design Manual and VA Accessibility requirements.

B. Important note regarding qualifications of AE firms designing and specifying projects which include elevators per VA Elevator Design Manual, 1.H (p.2), which refers us to PG-18-3 Topic 18 for qualifications of Medical Transportation Logistics Consultant (not a certification, but a title) beginning at p.18-1. To compliantly provide design and specification services for this project, the AE must demonstrate that they provide these services as a regular part of their business and meet all the requirements for a MTLC. See cited resources for more details.

10. VA Physical Security and Resiliency Design Manual (PSRDM) Requirements for subject matter specialists.

A. Information Technology and Communication Systems:

1) VA-Wide Requirement: Ensure that all new data cabling and associated hardware is specified as Cat 6A.

2) Telecom design requires one or more of the cybersecurity, telecom specialist, integrators defined at PSRDM. RCDD is expectable for most all design efforts.

3) West Campus EHRM Infrastructure project only includes provision of fiberoptic cable to this building.

4) Plan new telecom rooms and systems throughout to meet current VA EHRM standards.

B. Physical Security (required for every design project):

1) Physical security design and specification planning is required to be prescribed and performed by a specialist meeting the certification requirements shown in the PSRDM. Submit ASIS credentials with the preliminary submittals required at Kick-Off.

Note: Prior to submission, AE must verify ASIS certification at https://external.asisonline.org/eweb/DynamicPage.aspx?webcode=ASISCredSea rch+

2) VA Handbook 0730 Security and Law Enforcement, Appendix B, also prescribes physical security requirements which may conflict with that propagated by VA Office of Construction and Facilities Management in the PSRDM. Where such conflicts occur, consult with the VA COR.

3) The AE PSP shall develop a preliminary report to be submitted with the 25% SD package listing all foreseeable design requirements of this project, along with their potential impacts to the design effort (technical achievability, cost, time, etc.). Physical security planning risks viewed as potentially confounding factors to fulfillment of the design shall require preventative alternative equivalent planning and justification for same via the variance process as part of 50% and 75% design development phase submission. Do not use the term “Waiver” as VA has clearly informed us that they do not grant them.

“Variances”, however, can be secured by submitting alternative approaches to compliance when what is prescribed is impossible or impractical for intended purpose.

4) Include planning for electronic security systems (PACS, alarm, monitoring, panic, PA, etc.).

5) Note: As Building 48 straddles the (North) fence line along Buckley Rd., it will be impossible to comply with the PSRDM set-back minimum. With your ASIS-certified Physical Security Professional, and possibly your structural engineer, evaluate and present alternative solutions very early in Schematic Design.

Waivers are generally not granted, so alternative equivalents must be developed and presented for approval.

11. Industrial Hygiene/Environmental:

A. VA will provide the AE with VA-maintained asbestos survey/data and abatement records indicating the absence of these hazards.

B. Planning abatement and design of the abatement is not in the AE scope of work.

C. Should AE staff observe materials they suspect to be ACM, they must immediately report these observations to the VA COR.
