STATEMENT OF WORK (SOW)
1. Contract Title Replacement Surgical Equipment Booms and Lights for Operating Room and 6A Ambulatory Surgery.
2. Background The William S. Middleton Memorial Veterans’ Hospital Surgical Services department requires purchase, installation, and turn-key project management services of ceiling-mounted surgical lights, anesthesia and equipment service booms for 6 Operating Rooms, Same Day Surgery, Floor 6A, and GI rooms 1, 2, and 3. The current booms and lights have exceeded life cycle replacement timelines and are becoming difficult to maintain in good, safe working order.
3. Project Scope.
General scope of work is to replace existing booms with carts and lights in 6 OR Suites, (OR 1, 2, 3, 4, 5, 6), Same Day Surgery, Floor 6A, and GI rooms 1, 2, and 3. Proposal includes removal of old existing booms and lights, ceiling and mounting preparations, infection control, electrical, medical gas, and finish work in areas where work is performed. Project is for standard working hours (7:00 am to 4:00 pm) with ORs completed consecutively in multiple phases, completing one OR Suite at a time to minimize clinical downtime.
The equipment shall allow for performance of OR and GI procedures with up-to-date medical boom technology while minimizing the amount of equipment and cabling on the floor during procedures. Reduce maintenance costs and equipment collisions with a stacked center tandem mount, longer arm reach and fewer mount locations. Eliminate rotational conflicts caused by side-by-side mounts and reduce costs with only one mounting structure. A longer reach also means the boom can easily work around other equipment such as microscopes or imaging systems. The booms shall allow for increased access to power and data outlets in convenient and flexible locations, which shall decrease trip hazards caused by cables having to reach distant outlets with a minimal footprint.
No alterations, additions or deletions shall be made unless prior written approval is given by the Contracting Officer (CO). Under no circumstances is the contractor to begin any work on the project until the federal government provides a contracting officer signed Notice to Proceed is issued through the contracting office. The installation shall occur Monday-Friday between the hours of 7:00 am to 4:00 pm or off-tour and on weekends/Holidays as necessary to reduce impact on direct patient care at the hospital. Times may be altered to evenings and weekends/holidays with proper notice to CO. Elevator use cannot interfere with patient care and clinical appointments.
All work must be in accordance with the most current Healthcare and VA Specifications procedures unless expressed written permission is received from the Contracting Officer Representative for approval of an exemption.
