Questions & Answers/Clarifications Vendor Question = Q, FHCC Response = R Q. L30/C30 to C30A requires an open trench can you please provide the depth of the trench, the acceptable material needed to backfill and the sealing of inner duct in the manhole wall.

R. The Contractor will conduct survey and submit recommendations/options in bid as required.

Q. Will there be any restoration required after the open trench is complete?

R. Depending on the ground disrupted, i.e. soil, grass, concrete, etc.., must be replaced.

Q. Does the fiber need to be coiled in each manhole and if so, how many feet?

R. Not required.

Q. How will the 10’ coils on the end to end be mounted in buildings 1017 and 237?

R. Coils can be ‘J-hook’ mounted on the wall, or if available, coils can be mounted/placed in over-head ceiling.

Q. Is there existing inner duct available in each manhole? If so, is the inner duct roped?

R. No. Expect to procure necessary inner-duct.

Q. Are there available ducts to install the inner duct in each manhole?

R. Yes, via the existing fiber-optic routes.

Q. Will the old fiber between 1017 to 237 needed to be removed?

R. No. Removal of existing fiber is not required.

Q. If the route of the fiber from C34 to 237 doesn't follow route entering the building into the IT room, will we be able to provide a new route?

R. Yes. If after conducting survey, and the existing route does not support the new fiber, proposal can include ‘options’ or alternative solutions.

Q. Can the fiber be run in the ceilings in buildings 237 and 1017?

R. Yes. Mounted with appropriate conduit to support.

Q. Is there a purposed fiber route inside buildings 1017 and 237?

R. The fiber is only planned for the outside plant, from demark to demark.

Q. How will the fiber be mounted in the manholes and inside the buildings?

R. Mounted and marked/flagged, as appropriate.

Q. Will the fiber need to be labeled in each manhole, cable tray, and rack mount?

R. Yes.

Q. At the fiber consolidation points will be splicing into any other existing fiber or just the run from 1017 to 237?

R. No. Fiber from 1017 to 237. Fiber should not be consolidated/spliced with any other runs.

Q. If we are splicing into existing fiber who assumes responsibility on the testing of existing fiber runs?

R. No splicing required.

Q. If the manholes are full of water is there a process or procedure needed to take to pump the water?

R. Yes. A work-permit/authorization is required by NAVFAC, to enter and conduct any work in manholes.

Q. What is present in the existing manholes (for example electrical and communication cables)?

R. The Contractor, will be required to conduct a survey and submit a work-permit to NAVFAC, which will validate each man-hole used for routing the fiber.

Q. Is there any Maintenance on the fiber once installed?

R. No follow-on maintenance required.

Q. How much fiber slack or service length is needed in each IT room.

R. 10’

Q. Do all ducts have a pull rope and/or inner duct?

· If not, should this be included in the pricing or assume all duct is good with a rope?

· If we should include inner-ducts, can you provide the size of number of inner-ducts required?

R. No. Pricing for inner-duct should be included, number and size in accordance with SOW.

Q. Are all the manholes’ communications only or is there electric in the manholes as well?

· Some of the lids say electric and some say communications.

R. The Contractor, will be required to conduct a survey and submit a work-permit to NAVFAC, which will validate each man-hole used for routing the fiber.

Q. At building 237, it is unclear where the pipe penetrates the wall to bring the fiber into the building. Can you clarify that?

R. There is a crawl-space, where the fiber inters the facility. Upon conducting survey, site PM, will show location.

Q. At manhole C30 and L30, plan calls for 12’ of trench. Can you confirm that is indeed needed and should be included in the bid?

R. The Contractor, will be required to conduct a survey and provide options/alternative solutions. If required, it should be indicated in the bid, or as an optional CLIN.

Q. At building 1017, under the IT rooms is the crawl space considered a “confined space” for safety/OSHA requirements?

R. Yes. A work-permit must be submitted to NAVFAC for authorization to perform work in these locations.
