Special Notice
Notice of Intent to Sole-Source an Acquisition Pursuant to 41 U.S.C. § 3304(a)(1) and FAR 6.302(b)(1)(i), the Government anticipates entering into sole-source procurement negotiations with the EATON Corporation to continue providing Foreseer software subscription and technical support for the Microsoft Windows Server operating system used to monitor the facility’s electrical system including alarms for other devices to include air, gas, steam, and water to the Clement J Zablocki VAMC in Milwaukee WI. Foreseer is Eaton’s proprietary software which is being used to monitor the Milwaukee VA Medical Center’s electrical power systems, both normal power and emergency power. This software provides engineering information needed to properly operate the electrical system, including alarms to alert engineering of any abnormal condition requiring operator intervention. The system also provides electrical system historical information required for remodeling and expansion construction projects. The Foreseer software originally came with the monitoring hardware when installed.
The above-cited authority and associated justification is made based on the determination that Government’s requirements for this contract can only be satisfied by one source providing a unique service. Any other business or person may identify their interest and capability in fulfilling this requirement by responding to this Notice by e-mail to aaron.rogers1@va.gov no later than 15:00 p.m. CDT, Wednesday, April 26, 2023. This Notice of Intent is not a request for competitive quotes/proposals; however, all communications received by the deadline will be considered by the Government. Information received as a result of this Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open this requirement to competition is solely within the discretion of the Government. No solicitation document is available at this time.
