About this file

This document contains questions and answers regarding a solicitation for central fan duct cleaning services at a Department of Veterans Affairs medical center. The solicitation seeks annual duct cleaning of supply, return, and exhaust air systems across three option years. Ducts are primarily located above accessible ceiling tiles. Access openings will be cut by the agency and sealed by the contractor after cleaning. The contractor must adhere to relevant OSHA and ASHRAE standards and ensure no dust discharge during restart of air handling units by using temporary filters in spur ducts. The contractor is responsible for cleaning any messes created during duct cleaning but not preexisting conditions. VAV boxes on site include mixing and standard units but no fan boxes requiring cleaning. The agency will schedule areas to be cleaned each option year.

CONTRACTING OFFICER

I am having hard time with the SOW. It talks about grease and seepage from ducts? Running tests on systems? Is this a balance contract?

The grease or foreign material would reference things in the duct that may be other than just normal dust etc. Seepage from ducts is reference to properly sealing access points to the duct after cleaning. There are no required tests unless an item is determined to be leaking as a result of the duct cleaning. This is not a balance contract, that work is addressed separately.

Can we get a copy of the mechanical hvac drawings for bidding purposes ?

See Attachment B which is incorporated into the solicitation via this amendment.

Is the majority or ductwork located above removable ceiling tiles, exposed with no ceiling cover, or above inaccessible drywall ceilings?

Majority of duct is above grid style ceiling.

In general, is the ductwork located directly above the ceiling (within 1-2 feet), or is it elevated (5 or anything that would require lift access to reach the ductwork)?

The only area that will require a lift is the 3rd floor gym area.

The bid mentions exhaust duct; usually in duct cleaning bids this refers to bathroom exhaust or specific hospital areas that require exhausting of the air. Does this scope of work include cleaning kitchen exhaust system ductwork? (a very different process from regular air systems) No kitchen exhaust or hoods are included in this contract.

What occupation code are you anticipating that we will use for the staff working on cleaning the air ducts? I do not feel that they necessarily qualify as 23410 Heating, Ventilation and Air Conditioning Mechanic but that they are more in line with 23370 General Maintenance Worker. Can you confirm which occupation code you are expecting us to use?

The VA does not suggest occupation codes; we include equivalent rates.

The SOW under item 2 Specific Tasks states “contractor shall provide one cleaning per calendar year of … complete supply, return and exhaust air fan systems … including all fans, vents…” Just to confirm, Adam stated in the walk-through that fans were not required to be cleaned. Can you please confirm if fans are in or out of scope?

The only fan that would be required is if they found an inline duct fan. I don’t believe we have any but would want them cleaned if found. Not the AHU fan though. If additional fans are found, contract modification to add would be required.

Item B refers to inspecting ducts in accordance with NFPA Standard 96. NFPA Standard 96 refers to fire protection for commercial cooking operations. As part of this RFQ are we expected to clean the exhaust system of the Kitchen? If so, does that include the hood and surrounding surfaces?

No; hood and surrounding surfaces are not included. This requirement does not include kitchen area.

Item B also refers to ASTM, OSHA, conformance, and manufacturer standards. Can you be more specific as to which guidelines you expect us to follow?

Contractor shall be required to adhere to OSHA and ASHRE standards. REFERENCE TO NFPA 95 IS REMOVED.

Item C refers to inspection of vents, etc. in accordance with NFPA 96 and manufacturer standards, Can you be more specific as to which guidelines you expect us to follow?

Contractor shall be required to adhere to OSHA and ASHRE standards. REFERENCE TO NFPA 95 IS REMOVED.

Item D states “the contractor shall…cut access openings into ductwork systems as necessary for proper cleaning.” Today during the walkthrough, COR INDICATED that VA Staff would cut the openings and that the contractor would be responsible for either patching the hole with a permanent patch or installing a hinged metal access door. Would just like to confirm that we will not be expected to cut any openings only to patch/repair them.

This is correct; the contractor will identify where the opening is/are needed and VA’s sheet metal shop staff will add the opening which contractor will be responsible for sealing after use.

Item F states that the contractor shall “temporarily install appropriate relief valves and filters in the spur ducts from the main trunks to prevent discharge of dust dirt etc. into areas upon restart of air handling units.” Can you elaborate on the expectation of temporary, how long do you expect the filters to remain in the spurred ducts?

The ducts are to stay in place until the AHU is started back up to ensure no dust/dirt was emitted to the space and then can be removed.

Item G refers to removing all “accumulations of grease, oil, lint and other materials from floors walls ceilings and other surfaces where such deposits are observed.” Is the expectation that, where we know the grease/oil came from HVAC equipment we are to clean it up versus if it came from some other source we can/should leave it?

The removal refers to anything caused or created by the duct cleaning process. Contractor will not be responsible for a mess they do not create.

Regarding the VAVs

0. Do you know if they are sealed boxes? They are all either mixing box or standard VAV.

a. Are any of them coil and fan boxes? Some have re-heats but no fans.

Timing expectations - are there any specific expectations as to the amount of time this project will take? When it will start? When it will end? Summer versus winter? Which floor is done first each year? Any other timing considerations?

Floors to be complete are outlined in the SOW for each year of the contract. A plan will be made with the COR and contractor as to scheduling areas that are to be completed in each contract year at time of contract renewal.
