These services are meant to alleviate parking problems, general congestion, and to improve patient service. It is understood that the number of vehicles indicated herein are estimated quantities and will fluctuate during the contract period. The number of vehicles listed below represent the estimate under normal operating conditions. Actual numbers were substantially less throughout the period of the COVID-19 Safe at Home. Contractor shall provide enough staff in order to meet the needs of the VA and the Performance Standards. Based on current operations, the estimated number of vehicles that the Contractor shall be required to park and/or provide assistance in parking are as follows:

1.1.1. Edward Hines, Jr. VA Hospital (Hines VAH): Approximately 500-600 cars per day.

1.1.2. Jesse Brown VA Medical Center (JBVA Medical Center): Approximately 150-160 cars per day.

1.1.3. Lakeside Community Based Outpatient Clinic (Lakeside CBOC): Approximately 25 cars per day.

1.1.4. Captain James A. Lovell Federal Health Care Center (FHCC): Approximately 200 cars per day.

1.2. This contract shall cover all labor, material and/or equipment, supervision, and incidental services that are required to successfully provide valet parking services. Services shall commence on April 1, 2021 and shall end on March 31, 2022 with four (4) one-year option periods.

1.3. Location of the parking lots for which the Contractor shall be responsible and the estimated number of parking spaces available are as follows:

1.3.1. Hines VAH – 5000 S. 5th Ave., Hines, IL 60141: Approximately 150 spaces in the E & D Parking Lots. This lot will be used for both valet-parked vehicles and patient/visitor self-parked vehicles. If this lot is filled to capacity, the Contractor may use an extra gravel lot upon notification to the VA Police. If any valet-parked vehicles remain in these lots at the end of the day, the Contractor shall take the keys to the Administrative Officer of the Day (AOD) for the vehicle owner to retrieve.

1.3.2. JBVA Medical Center – 820 S. Damen Ave., Chicago, IL 60612: Approximately 80-85 spaces in the Med Park Garage. This lot will be used for both valet-parked vehicles and patient/visitor self-parked vehicles. If spaces are filled to capacity, the vehicles shall remain in the circle drive until a spot becomes vacant. If any valet-parked vehicles remain in these lots at the end of the day, the Contractor shall take the keys to the Administrative Officer of the Day (AOD) for the vehicle owner to retrieve.

1.3.3. Lakeside CBOC – 211 East Ontario St., Chicago, IL 60611: Approximately 40 spaces in the CBOC Parking Garage located on premises. If any valet-parked vehicles remain in the garage at the end of the day, the Contractor shall contact the VA Police for further instruction.

1.3.4. FHCC – 3001 Green Bay Rd., North Chicago, IL 60064: Approximately 41 spaces in the Main Patient/Visitor Parking Garage (4th Level) located adjacent to the valet desk at the front entrance FHCC. These spaces will be used for only valet-parked vehicles. If spaces are filled to capacity, the Contractor shall contact VA Police for approval to park in other areas of the garage/facility. If any valet-parked vehicles remain in these lots at the end of the day, the Contractor shall take the keys to the Quarterdeck staff located in Building 133EF. The Contractor shall retrieve any remaining keys left overnight by 7:30am the following day.

1.4. Fire lanes at all locations musts be kept open at all times.

2. CONTRACTOR’S RESPONSIBILITIES:

2.1. The Contractor (referred to interchangeably as “the Attendant”) shall provide Valet Parking except for those vehicles requesting self-parking. Valet parking shall be limited to VA patients only, with the exception of FHCC where valet parking shall be available to both patients and visitors. The Contracting Officer shall advise the Contractor, in writing, if anyone other than patients will be allowed to utilize this service as noted herein. The Contractor’s employees shall greet every vehicle in the valet parking area excluding: buses, VA transportation vehicles dropping off or picking up patients, vendors or Contractors conducting business at the VA Medical facilities, and VA employees. Attendants shall allow handicapped persons access to the patient entrance before valet-parking the car.

If this ID has not yet been issued, the Contractor shall still provide valet services, but record the number of individuals who have identified as 1st time patients and do not yet have this ID card.

2.3. Attendants shall give the driver a claim check and park the car in a space based on the length of stay or direct the driver to a spot for self-parking. Due to limited space at the Lakeside CBOC, the attendants shall stack park the vehicles that enter the parking area at this location.

2.4. Attendants shall be able to safely park both automatic and manual (standard) transmissions.

2.5. The Contractor shall manage the valet parking area in order to maximize space available and facilitate smooth operations. Attendants shall lock and secure all valet-parked vehicles and ensure all car keys are stored in an appropriately-secured valet booth. The valet booth shall be provided by the Contractor. When a patron returns for his/her car and provides the attendant their claim check; the attendant shall deliver the car promptly and position the car for easy exiting. Contractor shall be responsible for any lost keys and damage to any of the vehicles as further defined herein. The Contractor shall ensure an employee is located at the valet booth at all times, with the rare exception of all attendants actively parking/retrieving vehicles during peak times.

2.6. Attendants shall direct vehicles that will be self-parked to an appropriate parking location identified by the VA. The Contractor shall inform patients and visitors that self-park spaces are valid only for the time period posted and are provided on a first-come, first-serve basis. Compliance will be monitored by the VA Police.

2.7. The Contractor shall control and monitor designated parking areas. In the event of any emergency or if an individual requires assistance (i.e. injured or stranded persons) the Contractor shall immediately notify the VA Police and Security office of the situation. In the event of such emergency the VA Police shall provide a communication device to be used for communication between the valet contractor and the VA Police. Once the emergency is over, the Contractor shall promptly return the communication device to the VA police.

2.8. Any violations or safety incidents noted during the performance of this contract must be reported to the VA Police immediately. A written report must be submitted to the VA Police and Security and COR within 2 business days.

2.9. The Contractor may refuse to park a car for health and safety concerns (e.g. known bedbugs, clutter that obstructs windows and mirrors) The Contractor shall document any refusals and include them in their monthly report.

2.10. The Attendant shall turn over keys of any vehicles still on the premises after valet parking hours to the Administrator on Duty (AOD) or Quarterdeck staff (FHCC only). The contractor shall provide details as to the exact location of where the remaining vehicles are located. Owners of these vehicles will pick up their keys at the AOD’s office for Hines VAH, JBVA (Ogden Entrance), and Lakeside CBOC or at the Quarterdeck staff located in Building 133EF for FHCC.

2.11. Acceptance to park a vehicle and issue a valet ticket shall occur within 10 minutes of arrival. Conversely, retrieval of a parked vehicle shall occur within 10 minutes of request for departure.

2.12. The Contractor shall be responsible for any loss or damage caused by the Contractor to property provided by the VA or VA patients to the Contractor (e.g. key fobs) during the Contractor’s performance of services under this contract. The Contractor shall replace any damaged or lost government furnished equipment to the satisfaction of the VA at no additional cost to the government. All equipment shall be returned to the COR in good condition as issued prior to the release of the final payment.

2.13. Persons driving buses or large vans shall be permitted to park their own vehicles. Parking availability on VA premises will vary by location and will need to be coordinated with VA Police.

2.14. The Contractor shall ensure that all parking attendants are trained in providing excellent customer service and demonstrate courtesy, kindness, and a caring demeanor. Attendants shall always treat all parking patrons courteously and with respect.
