AMENDMENT TO SOLICITATION

Amendment A00002, Solicitation 36C25221B0028 578-21-027 - USP 800 Exhaust- Rms 969,970,970A at Hines VAMC, Hines, IL

Amendment consists of:

Bid due date and RFI responses (see below)

The following changes are hereby provided by amendment:

· RFI questions due date has passed

· Bid due date is changed from August 26th 11am to August 27th, 2021 11am.

Q1. Part of the bid is for new biological safety cabinets and laminar flow hoods. I have attached this specification...starts at page 5. The problem we have is this spec doesn't state the type of BSC, the size, or the options required. Not sure if you two can help. Your names were the only contacts listed. Can you help in providing a more detailed spec?

A1. This project does not require the purchase of new biological safety cabinets.

Q2. Are we capping off the recirculation vents in the mixing room?

A2. Yes, capped, and rebalanced. All airflow include exhaust no returned.

Q3. Are we adding NEMA 4 covers for the dampers on the roof?

A3. Yes. Damper controls.

Q4. Are we replacing the flex connector with a stainless-steel connecter?

A4. Yes. Replace with rigid stainless-steel duct.

Q5. Do we need to install new access doors where the old shut door is, it is going to be hard to match the tile from 40 years ago if we need to replace?

A5. If you have determined this will be your method of construction; then submit the same or a similar product for approval.

Q6. Please confirm work hours for this project are during regular hours.

A6. Yes, work will be conducted during regular work hours, unless specified by the COR to minimize interruption of facility operations.

Q7. Can you provide the contact for whomever holds the roofing warranty at the facility?

A7. The Roofing contractor is O’Neal roofing and Pine roofing.

Q8. Are we to assume that the laboratory fume hoods have contaminated the branch duct that we are to reuse? Need to determine PPE / risk involved with the reuse of this duct.

A8. No, these hoods have never been in service.

Q9. Since the trash chute is out of service, would demolition of the trash chute door and replacing with a larger access panel be considered? This would allow the prime contractor to access the chute more freely when rerouting the duct.

A9. Yes, it would be considered. All work methods and procedures must be submitted for approval.

Q10. Is the VA considering changing out the existing flex duct? It appears to be galvanized (from site visit). Stainless steel would provide a duct much more resistant to corrosion given that this duct is venting potentially corrosive fumes.

A10. Yes, the flex duct above the hoods are to be replaced and connected to the rigid duct above the ceiling.

Q11. Given that the prime contractor is owning the balancing of the system in Rooms 969 & 970, and the ante chamber between them, it is imperative to address another potential issue. The assumption is that larger exhaust fans will achieve the CFM necessary. Given information from the site visit, another potential issue could be the size and routing of the ductwork. You can hear the air whistling in those rooms through the ductwork. If the flex duct from the hood are both tied into the same branch duct, could the exhaust be choked down too much to achieve the needed flow? Just concerned that the design is thoroughly examined prior to simply installing larger exhaust fans. Sucking the air harder will just make the whistling louder and not let us achieve the CFM necessary. Has this been discussed?

A11. This theory can certainly be evaluated and discussed once the contract is awarded.

Q12. Is the steel framework for new fans being reused? Are the roof curbs being reused?

A12. Yes.

Q13. Is this project a design‐bid‐build project? We want to ensure this scope of work has been designed adequately to correct the issue at hand and that the ONUS is not put on prime contractors to correct the issue as a designer or engineer.

A13. No, this is not a design bid build project.

Q14. The scope of work states to anchor new ductwork in the trash chute. From the site visit, it seems like prime contractors would need to open the entire duct run from deck to deck to properly access the space to complete the work. Please confirm that this is the case, and that prime contractors should not assume access via the access door to complete this work.

A14. All work methods, processes, procedures, and materials must be submitted for approval, including but not limited to the installation of anchors, brackets, hangers, clamps, straps, and duct supports to properly suspend ductwork within the trash chute.

Q15. Will prime contractors have access to each room and location at the same time as one continuous phase? Can the rooms be out of service for the entire construction period, or will they need to be operable throughout the timeframe?

A15. The contractor must show where possession all rooms and locations for one continuous phase and at one time during the length of construction will benefit the VA. The contractor will submit a work plan for approval that will least likely interrupt facility operations.

Q16. With the current lead time of materials, we are worried that the PoP for pre‐construction at 45 days is too quick of a timeframe to procure the equipment. Will the VA consider an interim NTP to procure equipment and meet the overall 120d PoP timeframe?

A16. Any contract changes require the approval of the contracting officer.

Q17. Please confirm the size of the existing trash chute.

A17. The size of the existing chute is 24 inches.

Q18. Can stainless steel flex be used for hood connection?

A18. No.
