HAZARDOUS/NON-HAZARDOUS WASTE PICK-UP AND DISPOSAL SERVICES
PART 1
GENERAL INFORMATION
VISION
This is a non-personnel services contract to provide hazardous and non-hazardous waste pick-up and disposal services for the Department of Veterans Affairs Illiana Health Care System (VAIHCS).
1.1 INTRODUCTION & OBJECTIVE
1.1.1 The Facility shall obtain an annual contract for regulated waste disposal to include waste characterization, collection, accumulation, and transfer for proper disposal for treatment as classified under the regulations of the Resource Conservation and Recovery Act (RCRA) contained in title 40 of the Code of Federal Regulations (CFR) parts 239 through 282 and Title 35 (Environmental Protection) of the Illinois Administrative Code, parts 700-739. VAIHCS is subject to regulations under the law, as a "generator." Generators of hazardous and universal wastes retain the responsibility for the proper disposal of wastes, even after the acceptance of the waste by an approved transporter or a licensed Treatment, Storage and Disposal Facility (TSDF). In order to support the mission at VAIHCS, this contract shall establish the requirements to maintain compliance with Federal, State, and local regulations, improve work efficiency, and fulfill ongoing services that cannot be satisfied with a single-service contract.
1.1.2 The Environmental Protection Agency (EPA), under the authority of various public laws, develops regulations that set the framework for the proper management of hazardous and non-hazardous wastes. These regulations establish comprehensive requirements to ensure that hazardous waste, used oil, and toxic substance wastes are managed safely from the point of generation through disposal. Because RCRA is a comprehensive law, the generator of the hazardous waste maintains responsibility (i.e., liability) for the waste, even when the waste leaves the site for transportation, off-site storage, treatment, and/or disposal.
1.1.3 The Federal Facility Compliance Act of 1992, an amendment to RCRA, requires Federal agencies to comply with all Federal, State, interstate, and local solid and hazardous waste laws and regulations, including the imposition of fines and penalties. As such, VAIHCS is responsible for understanding and complying with applicable regulated waste requirements at all governmental levels of regulation.
1.1.4 VAIHCS operations that commonly generate regulated waste include, but are not limited to laboratories, vehicle maintenance, renovations and repairs, and general building operations and maintenance (O&M) activities. The extent of regulation and potential risks to which VAIHCS is subject depends on the volume and type of waste generated or stored at a facility at any time.
1.1.5 The potential risks associated with regulated waste generation, management, and disposal includes property damage, major financial obligations, and negative impacts to human health, safety, and the environment. Land disposal of this waste is not an acceptable means, even if allowed by regulations. Excluded for this solicitation is the disposal of municipal type trash and refuse, radioactive waste, and sharps waste. Volumes listed will vary; and the VA makes no guarantee that a pick-up will contain or be limited to estimated amounts.
