DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C25220AP0156
1. Contracting Activity:
Department of Veterans Affairs
Great Lakes Acquisition Center, NCO-12
115 South 84th Street, Suite 101
Milwaukee, WI 53214-1476
Tomah VAMC
500 E. Veterans Street
Tomah, WI 54660-3105
2237 Number: 676-20-1-969-0002
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a justification and approval for a HOWARD MEDICAL brand name only procurement, which will be awarded as a new firm-fixed-priced purchase order for required BCMA Carts that will be used at the Tomah VAMC.
Estimated Amount: $93,955.19
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Tomah VAMC currently owns forty-three (43) of the HOWRD MEDICAL BCMA Carts, for a total of $577,146.00. These carts are utilized throughout the medical facility and are set up to work with BCMA & Pharmacy. The current purchase request is to replace seven (7) of the carts, as current carts are failing and not cost effective to repair. The same, HOWARD
MEDICAL, carts shall be purchased for continuity of care as the Tomah VAMC cannot have different carts in part of the facility than the rest; and cannot afford to replace all of the current carts. Also, BioMed has a stock of replacement parts and has experience working on the requested model. The minimal differences in the new model results in no additional training needed for any future repairs.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research Sources:
Ability One / FSS Search / Communication with Manufacturer (HOWARD MEDICAL)
Market Research Findings:
