Reference Solicitation 36C25220Q0214 to provide Mobile MRI Services to the Milo C. Huempfner Health Care Clinic:

This amendment provides answers to vendor questions, makes a few changes to the solicitation, and extends the time for when offers are due. See continuation pages...

A. Vendor Questions & Answers:

1. Is there a concrete pad where the MRI trailer will be parked? Yes.

1. Can the mobile be left on site? Or does it need to be removed after last exam on Friday? It can be left on-site at this time, although GB HCC could require removal at its discretion.

1. When not in use can we leave the mobile on-site connected to power? The mobile unit may remain connected to power overnight on consecutive contract service days (i.e. Wednesdays & Thursdays), but must otherwise be disconnected from power when not in use.

1. The solicitation calls for (3) days of service at 10 hours per day. Why are (2) Techs needed if it is only a 30-hour work week? This is a VA requirement.

1. Performance work statement states the minimum hours worked by the MRI technicians will be 10 hours. Can you give an average length of time they work each day? Will it exceed 14 hours? Patients are scheduled from 7:00a.m.-4:30p.m; expectation is technologists are here to have unit ready for first patient and will stay until last patient is completed…Typically a 6:30a.m.-5:00 p.m. shift with a 30-minute lunch time. It should not exceed 14 hours.

6.The bid calls for two technologists. Instead of two technologists can we have one technologist and one aide on-site? No, per VA requirements both individuals must be qualified MRI Technologists.
7.Can you please specify what meds/drugs are expected to be provided by the vendor? Saline and contrast.
8.Is it mandatory that the vendor provide the contrast, or would the VA consider providing this? The vendor needs to supply contrast.
9.If the vendor is required to provide the contrast, what is the preferred brand of contrast by your Radiologists? Gadavist is the preferred contrast - it comes in 15ml bottles, the typical dose is 10ml. Vendor should indicate what contrast type it will utilize in its offer.
10.Does the current vendor provide all meds/drugs and contrast? Yes.
11.Can you tell us the percentage of patients that had contrast studies in the last year?

Approximately 30%

12.Can the contrast be stored at the VA instead of on the mobile unit (in case of a power outage)? No, GBHCC will not store contrast. A power outage shouldn’t matter as VA does not refrigerate or warm contrast during storage.
13.Page 5, 3B – Please confirm that the VA will perform the monitoring of sedated patients on the coach and will provide adequate personnel in case of an emergency.

The GBHCC does not sedate for MRI; Benzodiazepines may be prescribed by VA ordering MD for claustrophobia, but these patients are not monitored by VA staff. The VA does have code and rapid response teams that would attend to an emergency on the trailer if one did arise.

14. Page 4, Ordering – Please clarify what orders will be faxed, telephoned, or entered into a contractor ordering portal. This paragraph is replaced via this amendment. See below.

15. Will the IHE scheduling system be required at your facility? No. A daily schedule will be provided to the MRI technologists.

16. Will the VA need assistance setting up applications? No.

B. Solicitation Changes

1. Replace Paragraph B.2.4 ORDERING in its entirety and replace with the paragraph below.

4. GENERAL ORDERING AUTHORITY & PROCESS

Personnel from the Green Bay HCC Imaging Department are the only individuals authorized to schedule MRIs. The Government will provide daily schedules to the MRI Technologists along with physician instructions. An order under this contract for a MRI scan is considered placed when the scan is completed. The contractor will be paid the unit price for each complete scan performed.

2. Add the language below to Paragraph B.3.4.A* as the last sentence.

The mobile unit may remain connected to power overnight on consecutive contract service days (i.e. Wednesdays & Thursdays), but must otherwise be disconnected from power when not in use.

3. The time for receipt of offers is hereby extended to March 12, 2020, at 4:30 p.m. local time.
