This amendment standardizes the response submission time. A complete package is due March 9, 2020 11:59 PM local time.

This amendment also provides a list of questions and answers about the solicitation, Vendors are still required to submit quote packages to Brandon Harris at Brandon.Harris@va.gov to be considered.

Questions and Answers:

Note – Answers follow each question. Answers begin with a square bullet point.

Question: How does the small business set aside affect our qualifications to submit a quote?

· This procurement is set aside for small businesses under NAICS 541380 which means you must have revenue under $16.5M and registered as a small business in the System for Award Management (SAM). Contact the Small Business Administration if you have additional questions about whether your business qualifies.

Question: Are small businesses required to be SDVOSBs or VOSBs to submit a quote?

· No. Small businesses as determined under NAICS 541380 are eligible to submit quotes.

Question: Page 4: Acknowledgement of Amendment: Should we add the signed SF-30 and Acknowledgment Table to File #1 Pricing Information?

· Offerors may provide either a signed copy of the Acknowledgment Table from Section B.1 of the original solicitation or signed copies of each amendment.

Question: Page 8: Scope: The contractor is to provide “water sample analysis for an estimated 220 samples…” Can the government please describe the rate at which samples will be collected and shipped to the laboratory each quarter? How many samples per day does the VA think will be collected and sent to the laboratory?

· The estimated 220 samples are based on current quarterly needs. Typically, around 40-60 will be collected each day of sampling and sent overnight to the lab for analysis. This process generally occurs over a two-week period.

Question: Page 9: Other Pertinent Information or Special Considerations

0. Packaging, Packing and Shipping Instructions. All CDC and CAP sampling, chain of custody, and testing protocols shall be followed.

Can the government verify what is meant by “All CDC and CAP sampling …”

· This should read “All CDC sampling…” Questions: Pages 36-37 Addendum to Instructions to Offers:

1. File #1 Price: Instructions read that the file “shall contain one (1) COMPLETE copy of the original signed offer (this document)…” Please clarify if a COMPLETE copy means we are to include all 58 pages?

· A complete copy includes the full solicitation with acknowledgment of each amendment.

1. File #1 Price: (1)d. reads “Provide the documentation below via email to …” The information “below” discusses email size. What documentation below is the government referring to?

· The documentation below is referring to each of the required files.

1. File #2 Technical: (2)a. Does the eight-page count include a cover page and table of contents? If so, can the government increase the total page count to ten pages?

· Yes. The 8-page count includes any cover page and table of contents.

· No.

1. File #3 Past Performance: Does the three-page count include a cover page and table of contents? If so, can the government increase the total page count to five pages?

· Yes. The three-page count includes any cover page and table of contents for this file.

· No.

1. File #3 Past Performance: (4)b. reads…”provide evidence of verification…”

4. Can we add a hyperlink that leads the government to our VIP profile?

4. If no hyperlinks are allowed, please clarify what constitutes as evidence?

· A hyperlink is acceptable.

Question: How many samples will be shipped at a time and in how many packages each time?

· Typically, the contractor sends the bottles in boxes of 20. This works well because each building requires 20 samples. The sample containers are returned to the lab in the same box.

Question: File #3: Past Performance and Socioeconomic Information states 'No pricing information shall be contained in this package.' Does this refer to the price/cost schedule we're submitting for this proposal? Or does it mean any pricing information whatsoever?

· This refers to pricing information related to the current schedule.

Question: File #3 requests information on our past performance references, and I would like to know if we should include the dollar amount of the past contracts, or if that is considered pricing information and should be left out?

· Yes. Please include the dollar amount of past contracts.

Question: For Identification and serotyping of Isolated Legionella, is there a required method?

· No. There is not a required method for the identification and serotyping of isolated Legionella so long as it meets the performance requirements.

Question: Do we need to identify each species during confirmation in the event of a positive?

· Yes.
