CONTINUATION PAGE

Question: The term Hazardous/Non-Hazardous waste is used throughout the solicitation, but at different points only Hazardous waste is used. In 1.2 it states that municipal type trash and refuse, radioactive waste, and sharps waste is excluded. Page 19, 5.2 indicates that the contractor must be able to classify and identify “all waste streams generated at the facility” which is a rather all-encompassing. Can you please confirm what waste stream(s) are going to require handling under this contract?

Government: All waste being picked up with this contract are those that are D, P and U listed including non-hazardous pharmaceutical waste. Any biohazard waste to be picked up in this contract will be considered “dual waste” as the material includes a D, P, U listed and/or a non-hazardous pharmaceutical waste. Disposal must be followed in accordance to the state that is being disposed of.

Question: P. 16, 3.5 states that the government will supply containers listed in Technical Exhibit 3, but 4.1 says that the contractor shall furnish all supplies. Will the government be supplying any equipment e.g. #22 on page 62, the 5-gallon drum?

Government: VA will supply all containers appropriate to the waste being picked up.

Question: P. 17, 4.1. Please define what is meant by “facilities personnel” in the first sentence.

Government: Contractor’s personnel that are hired to pick up the waste.

Question: P. 19, 5.5. Is there a listing of satellite areas where pickups might be needed, including full addresses?

Government: The only other areas would be building 36 (garage area) and building 260 (pole shed) which are both located on campus and are easily accessible.

Question: P. 20, 5.7. Will non-routine events be invoiced at the established rates corresponding to whatever services are performed?

Government: Yes

Question: P. 25, Price Schedule. Are the quantities listed per year, and the total amount column the bid for the year? For example in 1000AA is segregation estimated to be 16 hours across the course of the year?

Government: Yes, the estimated quantities multiplied by the rate totaling is the quote for the year for that line item. The estimated quantities are for quote and planning purposes only.

Question: P. 61. How will pricing be determined for “unusual chemicals” that are not identified in the table?

Government: In the event there is a chemical that is not identified in this contract. A rate shall be negotiated and a line item shall be added via bi-lateral modification to the Contract.

Question: Attachment “Confirmation of Percentage of Work Performed by Contractor”. This references VOSB companies, which are not eligible to compete in a 100% SDVOSB set-aside, could this term please be stricken? Also, it isn’t clear if the requested information relates to 13 C.F.R §125.6 Limitations on Subcontracting. If it does, it appears the wording is taken from the pre-2017 version, which has been replaced by the version that states no more than 50% of the value of the contract can be paid to a subcontractor (rather than the percentage of contract work the contractor must perform). If this is related to the Limitations on Subcontracting can the calculations be adjusted to match the most recent version of 13 C.F.R §125.6? If it is not, can you kindly explain the intent of this worksheet?

Government: The intent of this worksheet is as stated on Page 67 PACKAGE NO. 3 – RESPONSIBILITY “To assist the Contracting Officer in determining Contractor responsibility…” If the Contracting Officer cannot find the Contractor responsible the Contracting Officer shall submit the Contractor’s quote and relevant information to the SBA for a Certificate of Competency.

Question: P. 69, Package 3, third bullet. Since this is a 100% SDVOSB set-aside shouldn’t verification before that socio-economic category rather than VOSB?

Government: Yes, that is a clerical error. The intentions to have the Contractor submit Verification of registration as a SDVOSB to assist the Contracting Officer in determining responsibility.

Question: Are elevators available when material is not located on the ground floor? Is there sufficient parking for our truck at each location/building for the time it will take to perform service?

Government: All pickups will be on the ground floor and/or will accompany a loading dock entrance where stairs are not required to remove the material. Yes, there is a loading dock at the main pick up area. If a pick up in required at a different building the medical center will ensure appropriate parking will be available for a large truck.
