X x x x Reference Solicitation 36C25220Q0020 for snow removal and deicing services at Captain James A Lovell Federal Health Care Center in North Chicago, IL. The purpose of this Amendment is to provide answer to questions posed by potential contractors.
The due date for this solicitation has NOT been extended.
End of Amendment.
Question One Please clarify.
“We will provide a zero tolerance service making sure every parking space is accessible. IE: Push snow primarily to the south corner of parking lot #11 by the grassy area southeast of the guard shack.
However I need a better understanding of the level of service, is this a load and haul operation which will require semi-tractor end dumps for every event and the contractor is responsible for the off- site location of snow being removed in addition to the off- site disposal fees or will FHCC request when needed and provide the location to dump and cost should be built into CLIN 2001.
2.8 In the event of excessive accumulation, the Contractor shall load, haul, and deposit snow in areas on the FHCC campus when designated and approved by the COR.
4.3 Contractor shall be responsible for completely removing the snow and its disposal off the FHCC premises. All snow that is removed and required to be hauled off campus shall be accomplished at time of removal. No snow shall be stored on campus for later hauling off campus. All other snow removal shall be piled on grass areas, which will be identified with the successful contractor and the COR following award.”
Addressing 2.8, typically, all snow removed will be kept on the FHCC campus, in areas designated by the COR on the contract. Addressing 4.3, the exception to 2.8, the contractor shall work with the COR to remove snow from the FHCC premises in the case of a catastrophic snow storm, which would exhaust on-site snow storage.
Question Two Will FHCC provide a location on campus to place a 20 yard enclosed Conex box to store snow removal equipment and supplies?
No, FHCC cannot provide a space to accommodate a Conex box at this time.
Question Three Will FHCC allow a small concrete block bin on campus to store bulk rock salt and pallets of calcium chloride?
No, FHCC cannot provide a space to accommodate storage of bulk rock salt and pallets of calcium chloride at this time.
Question Four Does FHCC have its own snow removal team handling the arterial and perimeter roads on campus or is there another contractor that is responsible?
FHCC handles arterial and perimeter roads “in-house” currently.
Question Five What was the start and end date of the previous solicitation number and total contract price?
The current procurement was not previously solicited. The previous contract information is as follows:
36C25218P0903 Base Period of performance: Date of Award (11/22/2017) through October 31, 2018 Option Year One: November 1, 2018 through October 31, 2019 Total Contract Price: $125,760.00
Question Six Is the 250 hrs of additional services for areas other than lot#11 and the temporary parking set aside to support FHCC staff or other contractors with their operations after parking lot #11 is finished?
The additional 250 hours is to provide a supplement to the work FHCC staff normally completes, in case of staffing shortage during a particular event or if a snowfall is unusually heavy.
Question Seven Would this line item be used frequently or more of a BLIZZARD CONTINGENCY PLAN for the government to utilize?
FHCC does not anticipate CLIN 0004 being exercised routinely but allows for services, as needed, at FHCC’s discretion.
Question Eight On past contracts how has this line item been primarily used, could you provide an example
This line item has not previously been included in past contracts.
DEADLINE FOR RECEIPT OF RESPONSES IS NOT EXTENDED.
