VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-19-AP-4700

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center. This acquisition is for an urgent roof repair for project # 537-15-128C Damen Roof Repair (Phase 4)

Building 1A located at the Jesse Brown VA Medical Center in Chicago, IL.

NCO 12 Construction Team Purchase Request; 537-20-1-6985-0009

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Jesse Brown VAMC, Chicago, IL has a need to repair the failed roof on 10th Floor of Damen Building 1 (Phase 4). This roof requires a thermal scan of the roof and repairs to the leaking portion of the Damen Roof which includes; removing and replacing about 800 sq. ft of the roof located near a roof drain and patching identified defects for about 1600 sq. ft of the roof. The collapsing of the roof has been adversely affecting patient care. A number of patient care rooms are inoperable until the repair is complete. The Government proposes to establish a sole source, firm-fixed price contract with O’Neill Contractor, Inc. (DUNS# 806332172). O’Neill Contractor Inc. is a CVE-VIP verified, Service-Disabled Veteran Owned Small Business (SDVOSB). A sole source will be procured Pursuant to 38 U.S.C 8127(b).

The estimated expected cost of the repairs is $134,340.04

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

A search utilizing NAICS code 238160 was conducted to determine if other qualified CVE SDVOSB contractors would be able to meet the needs of this project. The VET Biz Registry -https://www.vip.vetbiz.gov/ website was utilized. The search resulted in the identification of 19 CVE-certified SDVOSB companies located in Illinois. However, due to the emergent nature of the project, the VA chose O’Neill Contractor Inc., a roofing company that has previously completed roofing work at the facility, is familiar with the roofing conditions, and can mobilize quickly.

No other vendors have been considered, as it is in the best interest of the Government to award this project as a sole source award and is authorized by statute.

4. Description of market research conducted and results or statement why it was not conducted:

Pursuant to 38 U.S.C 8127(b), contracting officers may use other than competitive procedures to enter into a contract with a verified SDVOSB or VOSB for procurements under the simplified acquisition threshold. Therefore, a SDVOSB was found that can quickly and satisfactorily complete this project.
