X x x Friday, 9/27/2019 at 3:00 pm local time x Reference Solicitation 36C25219Q0988 for document destruction at Captain James A Lovell Federal Health Care Center in North Chicago, IL. The purpose of this amendment is to answer questions posed by interested contractors. See attachment. The Solicitation is also changed as follows: Remove word "full" from Statement of Work "GENERAL" section. The sentence shall hereby read, "Containers will be collected by the Contraactor." Any reference to "classified" sh all be removed and hereby read "sensitive".

The due date for responses to this Solicitation HAS been extended. Responses are due 9/27/2019 at 3:00 local time.

End of Amendment.

· P. 4, Minimum Guarantee and Ceiling. Will the VA accept an offer that includes a minimum number of services or minimum of containers to be serviced at each site? The minimum dollar amount noted here is equal to $5,000.00 annually, yet the startup cost of the containers required is considerably more than that. This means a qualified offeror cannot calculate any return on investment for containers let alone covering cost of execution and making a profit. Can a minimum fee per service be built into our offer?

The Government anticipates obligation of the minimum guarantee during the first year of service.

· P. 5, General. This states “full containers” will be collected by contractor. How will it be determined what containers are full and how will the contractor be informed which containers are to be collected?

The word “full” is hereby removed from the Statement of Work Section “GENERAL.” The sentence now reads, “Containers will be collected by the Contractor.”

· P. 5, Scope of Work and P. 7, 3.2. Non-paper items - to mix a quantity of any of these materials with a load of shredded paper will render the entire truckload unrecyclable, and the contents will have to go to landfill, contrary to VA policy. To send two trucks to handle a service that will include non-paper material would greatly increase the pricing. Since there will be 8 containers dedicated to non-paper material, can this material be collected separately and transported securely to be destroyed off-site?

Non-paper material may be collected separately, as needed, and destroyed onsite.

· P. 5, 1.1. Is the requirement to have two employees available to work, or is the requirement for two employees to be present on site at each service call?

Contractors should have two employees eligible and approved to work in accordance with the background check requirements. Contractor can make determination how many employees need to attend each service call.

· 6, 2.1. Even if an award is made immediately after bid close, two business days is an impossibly short time to coordinate with the COR, order and have shipped the required containers, and get them installed for service at a variety of locations. It also will almost certainly not allow for security/background checks to be adjudicated. Will there be any flexibility to the scheduled October 1st start of service?

1.1 STAFFING REQUIREMENT reads “While background investigations are pending, a staff person will accompany contractors onsite while services are performed to allow for continuity of necessary services.”

There may additional flexibility. Contracting Officer, Contracting Officer Representative, and Vendor will work together to allow for commencement of services as quickly as possible.

· P. 7, 3.3. Classified is mentioned here and on p. 8, 3.7. Classified requires different security clearances for handling material yet the position sensitivity is designated as “low risk” on page 15. Also, the VA normally does not generate classified material. Will there be classified material presented for destruction?

Each occurrence of the word “classified” within the Solicitation should read “sensitive.”. There is no classified information.

· P. 7, 3.3.. The normal guidance for VA secure document destruction is VA Directive 6371. Is that not going to be the guideline for this work?

SOW Section 4.3 CONFORMANCE STANDARDS indicates that “Services shall be performed in accordance with all city, State, local, federal, municipal, JCAHO, OSHA, Navy and VA standards,” thereby incorporating VA Directive 6371.

· P.18, Price Schedule. Are the quantities listed determined by recent historical usage? If not, how old is the data?

Quantities listed are based upon historical usage from approximately five (5) years ago.

· P. 27, C.10 Exactly what equipment is to meet the FIPS? Why is the industry standard of NAID AAA Certification not being required?

Disregard FIPS requirements. Please refer to VA Directive 6371 for appropriate standards.

· Across how many buildings will the containers be spread at the FHCC? How far apart are they?

Container are located in approximately twenty (20) buildings, which are very closely situated. See attached map for relative distance.

· At the CBOCs and other offices, will containers be located in more than one building at any of the sites? If so, how far apart are those buildings?

CBOCs and other offices have only one (1) pick-up room each, on the ground floor

· Is there sufficient parking for our truck at the main campus and each of the outlying locations for the time it will take to retrieve material and shred the contents?

Yes

· Will any bins be located above/below the ground floor at any location? If there will be, are freight elevators available to move the bins to/from ground level?

All containers will be at ground/dock level

· Is there a current contract for the work being solicited?

This information can be obtained by submitting a Freedom of Information Act (FOIA) request.

DUE DATE FOR RESPONSES HAS BEEN EXTENDED TO 9/27/2019 at 3:00 p.m. LOCAL TIME.
