DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-19-AP-0186

1. Contracting Activity:

Department of Veterans Affairs Great Lakes Acquisition Center, NCO-12 115 South 84th Street, Suite 101 Milwaukee, WI 53214-1476

Department of Veterans Affairs Clement J. Zablocki VA Medical Center 5000 W. National Avenue Milwaukee, WI 53214

Identify purchase request number: 695-19-1-969-0005

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Clement J. Zablocki VA Medical Center in Milwaukee, WI has a PDI Communication Systems Brand Name ONLY requirement for healthcare grade TVs. This procurement is intended to be used as entertainment for patients who reside in the hospital. This equipment will be used in patient rooms, especially multiple-patient rooms where space is tight, and is best used for patients with vision and hearing disabilities.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

PDI Communication Systems Inc. is the only vendor capable of providing a personal healthcare-grade television and pillow system that fully complies with the nurse-call systems that are currently in use at the hospital. The HDTV system hooks up with the Jeron Provider 680 & 790 nurse-call systems, utilizing a remote with a pillow to control the tv and communicate for nurse help. The only way to determine if other companies’ tv and pillow system is compatible would be to procure and test each tv system with the Jeron Provider nurse-call systems. Three sources were contacted by the hospital, and two tv systems were procured and tested. For the two tv systems to be procured and tested, it costed under PO . Testing more brands in this manner would be costly and timely for the government. Additionally, the televisions are mounted on an extendable/retractable arm, which allows patients with hearing and vision disabilities to be able to move the television to a point where it is most beneficial and convenient for them. Because of the extendable arm mount, this tv system will not require any wall repairs to replace the mounting arm

(Carpentry, Plaster, Paint, Electrical). PDI’s tv and pillow system was found to be the only compatible source to meet the entire needs of the requirement.

4. Description of market research conducted and results or statement why it was not conducted:

A Sources Sought notice was posed on Friday, November 16th, 2018. Two companies responded to the notice. responded as a Small Business, and responded as a SDVOSB. Both companies are able to provide the requested brand name products.

A FPDS-NG query was performed on Monday, November 26th, 2018. The keyword “PDI TV” along with additional filtering of “NAICS code 334310” and “Department of Veteran Affairs” revealed that the Department of Veteran Affairs has purchased similar equipment in the past.

A GSA Advantage query performed on Wednesday, November 7th, 2018, using keyword “PDI- P19TV-CG-C” gave one result, with the only source being able to provide the product. The company is a Small Business.

A National Acquisition Center (NAC) MedSurg Catalog search performed on Wednesday, November 7th, 2018, using keyword “PDI-P19TV-CG-C” gave two results which did not match the request.

Based on previous contractor knowledge, the contracting officer visited the website of a SDVOSB company, on Monday, November 26th, 2018. After viewing the website, it showed can supply the brand name products.

The NAICS code for this requirement is 334310 (Audio and video equipment manufacturing) and the small business size standard is 750 employees. The Federal Supply Code (FSC) is 5820 (Radio TV Equipment, Except Airborne). A hospital grade medTV, model number PDI-P19TV-CG-C, is known to meet the facility’s needs.

Market research indicates there is a reasonable expectation that at least two SDVOSBs are capable of fulfilling the minimum requirements of the VA at a fair and reasonable price in the open market;

therefore, this procurement will be set-aside 100% for SDVOSBs IAW VAAR 819.7005, and competition will be solicited IAW the procedures set forth in FAR 13.106-1.

5. Contracting Officer's Certification:

Purchase is approved in accordance with VAAR 819.7005. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
