Solicitation # 36C25219B0049 550-13-116 (B) Station Wide Road, Curb and Gutter RFI Questions

1 Q: Please confirm that full subgrade removal ("full-depth") and installation must occur at asphalt locations on this project and that 'milling of asphalt removal' only occurs at not "R" in the drawings. Please confirm "Typical Parking Lot Resurface Detail" as it shows only a 1" asphalt milling; however, note "R" shows a HMA 1.5" and HMA Binder 2" minimum. We are asked to match the existing curb and gutter. This detail sequence from surface coat down does not seem to make sense.

1 A: Mill as needed to comply with Note R. Match the existing curb and gutter.

2 Q: Is the VA going to consider a change condition for Typical Parking Lot Resurfacing detail if the contractor is milling the required 3.5" depth and we hit gravel, dirt, or stone, rather than hitting asphalt. Or does the VA want the contractor to price the risk of clearing 'milling' down 3.5" for the 1.5" surface course and 2" min binder course no matter what we find when demoing. There is a significant cost difference for decompaction of the existing subgrade or if there is asphalt spalling rather than a surface milling of asphalt. Please advise how the VA wants us to price this risk for the note "R" condition when Milling and Paving.

2 A: VA does not suggest how to price bids. Should differing site conditions be encountered during construction, it should be immediately reported to the COR. Differing site conditions does not necessarily mean there are extra costs.

3 Q: When pricing the new curb and gutter detail, should the contractor assume a full aggregate condition under the curb if needed to be demolished? We want to assume that no concrete grout or infill is assumed for this bid.

3 A: Material under curbs is not known.

4 Q: We understand the 1 vs 2 parking lot constraint via the 5 Phases of this project. Are there any duration lengths or months that we should utilize as constraints in the bid in addition to section E.?

4 A: No. Also comply with Paragraph 1.7 D which says, "Execute work in such a manner as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others.

5 Q: Please provide a signage specification for exterior signage required.

5 A: Re-use signs affected by project or replace with identical.6 Q: We are generally confused as to the limits of demolished parking lot curb and where it is required to be new? For instance, on PD-12 is new curb

6 A: The parking lots with curbs to be replaced have a drawing note to indicate curb type. For example, PD-14 indicates “C2”, curb type B-6. If there is no drawing note to indicate the curb type, the curb is not to be replaced or there is not a curb in that part of the lot.

7 Q: We assume all drawing language stating "alternate deduct" is no long required.

7A: Correct. "Alternate deduct" language should have been lined out on the drawings.

8 Q: We see that some of the parking lot stalls are for van handicap parking. At other GLAC stations we have painted these locations in 'red' rather than the standard "blue" due to new UFAS/ADA requirements. Please advise if line stripe color changes due to parking stall sizes or vehicle type. Do we just match existing? Please advise due to code requirements.

8 A: Match existing colors.

9 Q: Please confirm if new metal frames and lids are required where encountered within the limits of our work as shown on DT-10. Please provide a DIV 05 specifications.

9 A: The drawings specify where new frames and lids are required. Metal fabrication is not anticipated.

33 40 00 paragraph 2.1 A (Factory Assembled Products) states that "Standardization of components shall be maximized to reduce spare part requirements."

10 Q: Please confirm dwg location of type 1, 3,or 4 for the "catch basin or manhole to be reconstructed/adjusted with new frame and lid.

10 A: Drawings DT-10, DT-11, DT-12

11 Q: Catch Basis/ Storm Structures BC-01 illustrates the table with catch basin construction. The detail for catch basin adjusting requires a significant amount of excavation, demo or rebuild of the brick structure in order to meet the new grading requirements of asphalt and concrete. Do we assume that concrete, asphalt, or grass destroyed on the backside of the structure, but possibly not shown within the limit lines, is still a contract requirement to restore to original condition? Please advise.

11 A: Restore to original.

12 Q: Note R on sheet TY-01 calls for “Variable Depth HMA Binder, Mix "C", N50 (2" Min)” to be placed on the parking lot mill and resurface areas. The minimum thickness for an IL-19.0 base course mix is 2.25”. Does this mean we are to use a Fine Graded Level Binder IL-9.5, N50 for this pay item totaling 2240 tons?

12 A: Comply with project drawings and specifications.

13 Q: In Section 32 12 16, PART 2-PRODUCTS, Paragraph 2.3 does not contain the note “ Where conflicts arise between this specification and the requirements in the latest version of the State Highway Specifications, the State Specifications shall control.”

Illinois usually specifies an MC-30 prime coat on aggregate bases, not MC-250. Also the current Illinois specifications call for PG 64-22 or PG 58-28 asphalt cement in HMA mix designs depending on the RAP content, not a penetration graded asphalt cement. Should we base our design on current IDOT standards, even though this section does not explicitly say to?

Additionally, General Note 12 on sheet GN-1 does not explicitly give precedence to Illinois Standard Specifications:

13 A: Comply with project drawings and specifications.

14 Q: Illinois does not classify there HMA base course mixes with letter designations. Surface mixes are “C”, “D”, “E”,etc. Is the “Variable Depth HMA Binder, Mix "C", N50 (2" Min)” actually calling for a “C” surface mix to be used as binder?

14 A: Yes.
