550-19-102 Repair Water Tower 71 Response to Bidder Inquiries

1Q
Task #2 tank foundation repair it states to repair foundations: does the tank have a foundation between the caps?
1A
Repair the exposed areas around the foundation footings.
2Q
Does the VAMC have drawings for the existing tank installation, if so can these be provided.
2A
Yes. See attached as-built drawings.
3Q
What will be the start date for the project?
3A
Due to seasonal conditions, the project will have a delayed NTP to 4/15/2019.
4Q
Task #5, How many Anchor bolts are in need of cleaning? For bidding purposes.
4A
The quantity of anchor bolts is not defined.
5Q
Task #6, Please elaborate the meaning of flapper valves and quantity?
5A
See Sheet G-003, General Notes, Task #6.
6Q
Task #13, Will the Name plate need repainting also?
6A
No. Sheet G-003, General Notes, Task #13 does not specify painting of the name plate. The name plate shall be de-painted and restored to its original finish.
7 Q
Task #11, Riser Pipe: Is there a specific certificate requirement necessary to conduct this scope of work other than a licensed contractor in the state of Illinois?
7A
No response.
8Q
Based on experience I would assume the project will be awarded early December if funds are available. The pre-solicitation also makes mention of 135 calendar days to complete. This means the project would take place in the middle of winter into the spring rain and wind season. This project will require minimum winds and warmer weather as it is an outdoor coatings project. The epoxy coating requires warmer temperatures to properly apply and cure. Based on historical data the temperatures in December, January & February would make it nearly impossible to apply in accordance with the manufacture. Not to mention the tarp/containment system acts as a sail in the wind. Being the tower is approximately 135’ tall, it takes minimum wind to shut the project down. Based on this time frame and the scope of work, this project is nearly impossible to complete within the 135 days. Additionally, most tank contractors are scheduling now for 2019. We recommend issuing a contract as scheduled. However, the NTP should not be given until late May to early June as the weather allows.
8A
See response to question #3.
9Q
Specifications state work hours are between Mon - Friday 8:00 to 4:30. To reduce cost would you allow Saturday and/or Sunday? Additionally, is it possible to work 10 hour days?
9A
Work outside of stated work hours and days will only be allowed in unusual circumstances. See Section 01 00 00, Paragraph 1-4 ( C )(2). Regular work hours are Monday-Friday, 8:00 a.m. to 4:30 p.m.
10Q
Please confirm the Certified Industrial Hygienist or Industrial Hygienist is only required while removing the lead coating and for pre-removal meeting and that they will not be required for painting the tank and setting up the containment.
10A
See Section 02 83 33.13, Paragraph 3.3 (A)(1) ; LBP Removal and Disposal. Perform work only in presence of CIH or Industrial Hygienist (IH) Technician under direction of CIH ensuring continuous inspection of work in progress and direction of air monitoring activities.
11Q
We have some inquiries about Section 09 91 01 Elevated Water Storage Tank Painting.

A. 1.5 Quality Assurance. This section generally includes inspection and documentation requirements of each hold point to verify compliance with the specifications, typically the contractor is responsible for QC and the owner conducts QA who is responsible for hold point inspection acceptance and what are the inspector qualifications i.e. NACE CIP or SSPC PCI III? The UFGS specifications for tank painting require the contractor to include an independent SSPC QP-5 firm and a Level III inspector for QC reporting directly to the COR/owner.

B. 3.3 General requirements. Should the standard be AWWA D102-17?

C. 3.4 Surface preparation. Does not apply to steel tank painting; I'm I missing something?

D. 3.12 Containment and Disposal requirements. Generally, the level of containment is specified for lead removal is 1A to minimize the risk of emissions during abrasive blast cleaning and soil contamination. I did not see a containment level specified in Section 02 83 13 – 7; Is there a containment level specified for this project .

11A
A) The QA requirements for Elevated Water Storage Tanks are described in Section 09 91 01, Paragraph 1.5.

B) Utilize AWWA Standard D102-11.

C) No response.

D) The LBP removal and disposal requirements are detailed in Section 02 83 33.13 andSection 09 91 01, Paragraph 3.12.

12Q
Will the fence near the tower be taken down?
12ASee Drawing G002 Note 2. The contractor is responsible for providing a temporary chain link fence to control access to the work site and to provide appropriate safety barricades, signs, and falling object protection. The government is not responsible for removing or installing fencing.
13QAre there work hour constraints? Meaning can we work until dark or is there a specific time in which we will required to leave and show up?
13ASee response to question #9.
14QIs this tower the only source of water for the VA? The tower will have to be placed out of operation for a considerable amount of time during the contract and we will need to know if temporary water service will need to be provided.
14ATemporary water service will not be required.
15QCan you tell me when the last tank inspection was performed? Who performed it and can we get a copy of that report?
15AThe date of the last inspection is 3/1/2017.
16QHas the foundations/concrete work proposed been inspected and certified by a Structural Engineer?
16A
No. The contractor shall hire a licensed structural engineer to evaluate Sheet G003 Task #3, to repair surface cracks and spalling, and to install tank foundation caps. Submit stamped shop drawings to the COR/CO. See revised Drawing Sheet G003, General Notes, Task #3, Amendment 001.
17Q
Are the foundations in suitable condition to be modified?
17A
See response to question #16.
18Q
Will the GC be held harmless in the event of a structural failure not determined to be

caused by negligence on the GC’s part?

18A See response to question #16.

19Q Will you be sending out any questions and responses for this project prior to the bid due date?

19A Yes.
