DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 for Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: VA25218AP5012

1) Contracting Activity:

Department of Veterans Affairs

Great Lakes Acquisition Center, NCO-12

115 South 84th Street, Suite 101

Milwaukee, WI 53214-1476

Edward Hines Jr. VAH

5000 South 5th Avenue

Hines, IL 60141-5000

2237 Number: 578-18-2-969-0339

2) Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Edward Hines Jr VAMC Speech Pathology Department has a need for a STRATASYS, INC. brand name only 3D Printer and SOLIDWORKS software system. This requirement will allow for fabrication, modification, and customization of materials needed to support the assistive technology needs of physically and visually impaired veterans.

Estimated Amount: $149,822.00.

3) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

3D Printer, STRATASYS brand name only and SOLIDWORKS brand name only Software Program system. The Edward Hines Jr. VAMC already has in place a services contract with Stratasys.

Additionally, the Stratasys F370 with SOLIDWORKS is the standard within the VA for Rehab Engineers to complete modifications of assistive technology devices for visually and physically impaired veterans.

This requirement will be utilized by newly hired Rehab Engineers, per the VISN Initiative. In order to comply with the mandates of the Initiative, the Engineers at HVA will require significant support from other VA’s. As those VA’s have the exact equipment being requested, it will be most beneficial/functional to having matching equipment for learning/training/usage purposes.

4) Description of market research conducted and results or statement why it was not conducted:

The NMR does not apply to this procurement, as the IGCE is less than $150,000.00, therefore a set aside will be pursued.

Market Research Sources: Ability One / FSS Search / Sources Sought / Communication with the

Manufacturer

Market Research Findings:

https://www.acquisition.gov/?q=/browse/far/13

Ability One website search was conducted; Ability One does not provide the required product.

FSS search conducted, resulting in no FSS contract holder that can provide the requirement.

Sources Sought 36C25218Q9688 was issued to FBO on 07/17/2018, with responses due by 10:00 AM on

07/20/2018. The following vendor provided a response:

- FISHER UNITECH, LLC (36-204-9892) – Small Business.

Communication with the Manufacturer resulted in STRATASYS, INC. advising that FISHER UNITECH, LLC is the only authorized distributor for the region. They also informed that STRATASYS, INC. is not capable of providing the SOLIDWORKS Software System required, only FISHER UNITECH, LLC is able to provide both.

Based on the information provided above, it is determined this procurement will be fulfilled by sole sourcing a purchase order to FISHER UNITECH, LLC, i/a/w: FAR 13.106-1(b).

5) Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
