Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($150K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The William S. Middleton VA Medical Center for 6th floor outpatient procedure area in the main hospital has a need for a new nurse call/code blue system. As the facility replaces the end of life DuKane system, the Ascom Telligence Nurse Call system has been being installed. The facility need to be consistent on equipment replacement installed in all areas for patient safety and facility familiarity. Furthermore, the engineering personnel are familiar with repair and maintain a supply of replacement part.

Estimated Amount: $148,354.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Madison VA Medical Center, Madison WI has a need for new Ascom Telligence Nurse Call system to replace existing equipment for the main hospital on 7B. The proposed nurse call system is currently used in several areas of the facility to include: Radiology, Operating Room, PACU and Anesthesia offices. Standardizing the nurse call systems used throughout the facility is cost effective for parts and labor, facility engineering staff already maintains parts and experience to maintain after warranty. Staff and patients are familiar with the operation of the system. It is critical to upgrade the existing units and stay with the same brand due to standardization of continuity of care and safety to staff and patients. Staff must be comfortable with the locations of the various functions of the system in order to safely and effectively provide patient care and response.

This is in the best value of the Government because purchasing Ascom Telligence Nurse Call of a different brand would require re‐training for maintenance staff on a new system and purchasing of different branded accessories and maintenance supplies. It is more cost effective to purchase the existing system type already in use, than to start the process over and maintain two different systems.

4. Description of market research conducted and results or statement why it was not conducted:

Non‐Manufacturer Rule (NMR): Definition ‐ for small business set‐asides, other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture, must furnish the product of a small business manufacturer unless the SBA has granted a waiver. If the

IGCE is less than $150,000.00 the NMR does not apply and a set aside shall be sought. If the IGCE is equal to or greater than $150,000.00 the NMR applies.

FSS search conducted, resulting in no FSS contract holder providing the requirement.

GSA search conducted, resulting in no contract holder on GSA.

Sources sought was posted to FBO. Two SDVOSB replied to the sources sought of having the capabilities to meet the facility’s needs. The rule of two applies under Public Law (PL) 109‐461 and an open market brand name only solicitation will be posted with a 100% SDVOSB set‐aside under

NAICS code 238210.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
