SOLICITATION 36C25218B0839

AMENDMENT 00001

06/12/2018

PROJECT:676-14-121.B Correct Legionella B402
LOCATION:Tomah VA Medical Center in Tomah, WI

Amendment 00001 hereby incorporates the following change(s) into the solicitation package:

A.) VENDOR QUESTION, 06/01/2018:

1. A DMC50 is specified under Section 2.6 Master Mixing Station Sub-section 1. Also, a DRV50 is specified under Section 2.6 Master Mixing Station Sub-section 1.0. However, Salient Features part B under 2.6 Master Mixing Station sub-section 1.0 lists connections as 1 ½” and the flow as 41GPM @ 7.5ft/sec. This correlates to a DMC40, which uses a DRV40.

Please clarify if the desired Master Mixing Station is a DMC40 or DMC50 for this project?

VA REPLY: The DMC 40 is the proper Master Mixing Station.

B.) VENDOR QUESTIONS, 06/01/2018:

1. The continuous monitoring equipment specification states: “Sample water is circulated back into main water service.” The brand name specified does not have NSF 61 pH, ORP, and free chlorine sensors and therefore water that comes in contact with those sensors should not be circulated back into a potable water system in accordance with the Safe Drinking Water Act. The Phigenics© Potable Water Analytics (PWA) System (proposed brand name equivalent) includes a drain so that water that cannot be recirculated after sensor contact is drained from the system, ensuring full SDWA compliance. We recommend that you do not allow recirculation of water that comes in contact with sensors.

VA REPLY: Water circulated through/across an FCL senor shall be discharged at the nearest sanitary drain and not re-circulated back to the potable water system.

1. Temperature is not listed as salient parameter of the Water Quality Monitoring System, but it is required by Directive 1061. Should temperature also be monitored by the system?

VA REPLY: Temperature of the building incoming water supply shall be monitored see drawing G-3.1 detail 3 notes.

1. An ORP sensor and Free Chlorine (FCL) sensor are listed as salient features for the Water Quality Monitoring System. The ORP is not required by Directive 1061 and is redundant to a Free Chlorine sensor. The ORP unit of measurement is a “mV” value, which is not always meaningful for monitoring oxidant residuals. We recommend that ORP be removed from the list of salient features.

VA REPLY: The ORP sensor is a requirement of the directive (see VHA 1061 appendix A, section 2) but FCL is not; FCL has greater value. This project requires BOTH. This is easily achieved since the majority of COTS (commercial off the shelf) pH sensors have ORP capability.

1. There are different types of sensors that can measure chlorine, but only the DPD Colorimetric method is EPA-accepted. It is recommended that only a DPD colorimetric sensor is permitted for your continuous monitoring system VA REPLY: Noted.

1. One of the salient features of the Water Quality Monitoring System is that it has capability to integrate with BAS system. Are BACnet and/or Modbus acceptable means to transfer this data to the BAS?

VA REPLY: BACnet and/or Modbus is acceptable.

1. Phigenics brand WME-1175 Potable Water Analytics (PWA) Advanced Monitoring System 2.0 is specifically designed to meet the VHA Directive 1061 Continuous Monitoring requirements, uses EPA-accepted DPD colorimetric test method for measuring free chlorine, and is designed in full compliance with the SDWA. The total system is pre-wired and pre-plumbed on a rugged single skid to ensure high quality and a simple installation and requires only one tap from the main water line to provide a continuous sample stream of water to the monitoring system, one water drain for the sample line and is fully powered by a single 110V power supply. (See attached brochure for equipment information). Can you please confirm that you will accept the Phigenics Brand WME-1175 PWA Advanced Monitoring System as an approved equivalent for the continuous monitoring equipment?

VA REPLY: If the above noted system has recirculation capabilities to divert a portion of the sample water then yes, the system is acceptable. If this salient characteristic is not provided, the system is not acceptable.
