AMENDMENT 00002
1. Change the Submittal of Offers from “E-mail proposals will be acceptable at angella.sterling@va.gov” to “E-mail proposals will NOT be accepted by e-mail”.
2. Change the description in Specification Section 01 12 16 from “Work Sequence requirements for 550-17-111 Construct Bulk Oxygen Storage Pad” to “Work Sequence requirements for 550-18-101 #94 South Water Tower Repair”.
3. To update the Statement of Work (SOW).
4. The following questions and responses represent all questions submitted to the Contracting Officer regarding Solicitation 36C25218B0017. Questions and responses are provided for the bidder’s information and use.
Q1. Two drawings were posted, but it appears there should be a third drawing. Please advise.
A1. Two drawings were posted with Solicitation 36C25218B0017; the third drawing referenced, G-0003, is the statement of work. See Amendment A00001.
Q2. Solicitation 1 references 3 drawings but only 2 are included. Could drawing 3 be sent out as well as any details showing the tank and cathodic protection.
A2. There are two drawings for Solicitation 36C25218B0017; both drawings were included with the solicitation. As referenced, Drawing G0003, refers to the scope of work. Task number 16 addresses cathodic protection. See Amendment A00001.
Q3. After downloading the documents, we noticed there is only a solicitation and drawings. Can you advise if there are specifications for this project as well and if they will be posted as well?
A3. Specifications were included in the revised Solicitation 36C25218B0017 posted to FedBizOpps on January 12, 2018. See Amendment A00001.
Q4. Can you give me the height of the tank?
A4. 157 feet
Q5. Do you have any pictures that you can provide?
A5. No. Pictures may be taken during the site visit on January 17, 2018.
Q6. At the preside [sic] site visit would we be able to climb the tank for a cursory inspection.
A6. No, for safety reasons, you will not be allowed to climb the tank for a cursory inspection.
Q7. Is a pre-bid site visit mandatory?
A7. The pre-bid site visit is voluntary.
Q8. Page 6 discusses electronic bids are accepted, and it was pointed out at the walk through that only mailed bids will be accepted. Please acknowledge if electronic bids are sufficient?
A8. Electronic bids are not sufficient.
Q9. Page 8 on the Statement of Work says “repair of interior weld seams” and none of the bid items notes that to be reflected. Is this something that needs to be added, and is there a defined quantity if so?
A9. The Statement of Work has been updated to say “sealing of interior un-welded roof seams”. In addition, Task #23 has been updated to make it clear that sealing of interior un-welded roof seams is part of this task.
Q10. Task #5 discusses the overflow. Can the current size of the overflow (diameter) and current location on the side wall of the tank in elevation be given to accurately price out the line item?
A10. The current diameter size of the overflow pipe is 4-inches. The overflow extends down and stubs out approximately 2-feet below the balcony. The measurement from the bottom of the balcony to the top of the tank is approximately 24-feet. See as-built reference drawing titled “General Plan 200,000-Gal Elev. Tank”.
Q11. Task #6 discusses installation of a new tower ladder. Task #7 discusses raising ladder platform heights. Can a line item be added for removal of existing ladder or be incorporated into item #6? Otherwise the contractor would be assuming to install a new ladder only on a different leg, which would be up to code without any safety platforms per AWWA and OSHA codes and leave the non compliant ladder and just upgrading the existing ladders safety platforms railing height.
A11. A sentence has been added to Scope of Work Task #6 stating “Remove existing non-compliant ladder”.
Q12. Task #12 discusses repair liquid level indicator. Can specifications be given on what is wrong with the current unit? Otherwise the contractor may assume the whole unit may need to be replaced.
A12. A March 1, 2017 tank inspection report from Pittsburg Tank & Tower Maintenance Co., Inc. indicates the liquid level indicator is broken, but does not identify which damaged parts should be replaced. Assume the whole liquid level indicator unit needs to be replaced.
Q13. Task #16 is asking for replacement of Cathodic Protection System with a different style. Can shell thickness be given for sealing holes, specifications on type of weld required, layout of existing holes, and also dimensions of tank for design of new system?
A13. See table on as-built reference drawing titled “Stress Diagram” for tank thickness. See specification section 05 50 00, Metal Fabrications, for welding specifications. The layout of the existing holes in unknown since this information isn’t on the as-builts we found. Tank dimensions may be found on as-built reference drawing titled “General Plan”.
Q14. Task #19 ask for cleaning up to 3”. Is there verification that the sediment is 3” or less?
A14. No, there is no verification that the sediment is 3” or less. Should the sediment exceed 3”, the Contractor shall notify the COR of an unforeseen site condition.
Q15. Task #17, 18, and 21 have interior ladders with wire rope fall systems. Can the VA determine if they would want galvanized type or stainless steel type systems for the fall arrest systems?
A15. The Contractor shall assume galvanized type fall arrest systems.
Q16. Task #22 ask for a roof railing. Can dimensions be given on the distance between the two hatch’s or what diameter the VA would like for the railing to be?
A16. See as-built reference drawing titled “General Plan”. The approximate distance between the two roof hatches appears to be is 28.27 feet (1/4 x Tank Diameter x PI). The railing diameter shall meet or exceed minimum OSHA requirements.
Q17. Task #24 talks about the riser pipe being a dry riser, and Task #20 asks for a safety grating over the riser pipe in the bowl. Can clarification be given if the riser pipe is a dry riser or wet. If it is a dry riser than there would be no need for grating over the riser in the bowl of the tank?
A17. The riser pipe is a wet pipe system. The word “dry” has been changed to “tank” in Statement of Work Task #24.
Q18. Can you add a line item for page 38 “Construct Bulk Oxygen Storage Pad” or delete this page from the solicitation if not needed?
A18. The description in paragraph 1.1. of specification section 01 12 16, Work Schedule, has been changed from 550-17-111 Construct Bulk Oxygen Storage Pad to 550-18-101 Emergency Repairs to Water Tower #94 (South).
Q19. Due to length of submittals, requirements and materials fabrication for project, is 90 days acceptable from Notice of Award to Notice to Proceed be acceptable to meet the VA expectations?
A19. The performance period in the Statement of Work has been changed as follows:
BASE BID Period of Performance shall be one hundred thirty-five (135) Calendar Days after issuance of Notice to Proceed.
DEDUCTIVE ALTERNATE BID #1 Period of Performance shall be one hundred twenty (120) Calendar Days after issuance of Notice to Proceed.
DEDUCTIVE ALTERNATE BID #2 Period of Performance shall be one hundred five (105) Calendar Days after issuance of Notice to Proceed.
Q20. Can 15 days be added for the interior and blast and recoat and 30 days be added for the exterior blast and recoat to meet the VA schedule laid out in the solicitation?
A20. See A19.
Q21. Page 106 discusses Anniversary Inspection of Coating with the City. Should this be changed to the VA or COR?
A21. This pertains to specification section 09 91 01, Elevated Water Storage Tank Repainting, paragraph 3.14. This paragraph has been updated to reflect VA COR instead of City. See revised project specifications.
Q22. Can any and all drawings of the Tower be provided?
A22. See file titled “Water Tower #94 Reference As-built Drawings”. These are the only drawings the VA could find.
Q23. We had someone at the precon meeting and said it was a CBI built in 1958. Can you confirm the tank?
A23. Yes, the tank was built by Chicago Bridge and Iron Company. The refence as-built drawings provided are dated 1957 though our Real Property records indicate construction was completed in 1958.
Q24. Will there be any lead or paint removal before welding and cutting?
A24. Yes, lead and paint removal shall be completed on surfaces requiring welding and cutting before welding and cutting.
Q25. Will there be as built drawings from the VA or the CBI?
A25. See A22.
Q26. Will the VA allow the removal of the fence for the duration of the contract in order to contain the tank?
A26. Yes, the fence may be removed. However, it shall be reinstalled by the Contractor before completion of the project. In addition, per specification section 01 00 00, General Requirements, paragraph 1.6 H, before construction operations begin, Contractor shall provide a chain link construction fence around the project site. Once the construction fence securing the site is up, the fence around the tank may be removed.
Q27. What are the working days and hours on the project?
A27. Per specification section paragraph 01 00 00, General Requirements, paragraph 1.4, “Unless specified, working hours other than regular working hours will require authorization by the contracting officer. Regular work hours for the medical center are Monday-Friday, 8:00 a.m. to 4:30 p.m.”.
Q28. Task 2: Will there be a specification for tightening existing nuts? After 70 years most nuts aren’t moving without heating, which isn’t good on the nuts or anchor bolts.
A28. Existing nuts shall be tightened to manufacturer’s recommendation.
Q29. Task 7 and 8: Are Anti-skid floors a material or a coating?
A29. Anti-skid is a material.
Q30. The specifications state that a schedule must be submitted within 45 days and the project must be completed within 90 days. The submittal/approval process, containing the tank, blasting to bare metal, repairs, and coating will not allow for a completion within 90 days. We recommend to consider a 180 days to complete the project.
A30. This pertains to specification section 01 32 16.15, Project Schedules (Small Projects – Design/Bid/Build). This specification section has been removed. Section 01 32 16.16, Project Schedules (Very Small Projects – Design/Bid/Build) which requires the Contractor to submit the CPM schedule within fifteen (15) calendar days after the Notice to Proceed, is still applicable. See A19.
Q31. SOW - Task 24 is in reference to a dry riser for a watersphere. This tank is a legged tank with a wet riser. Should we treat the interior portion of the riser the same as the interior wet area?
A31. The interior portion of the wet riser is not in the project scope.
Q32. What is distance from the NW leg to the closest tree?
A32. The distance from the NW leg to the closest tree trunk is 28-feet and to the imaginary plane where the tree branches extend towards the tower is 9-feet. The VA will trim this tree if necessary.
Q33. Are there existing antennas on the tower? If so, will the VA carry the responsibility to remove and reinstall them?
A33. Yes, there are existing antennas on the tower. The Contractor shall remove and reinstall any antennas requiring removal during the project.
Q34. Specifications state that the contractor must be registered or licensed for lead removal by applicable state. researching the state website it appears that only residential contractor are required to hold a license. Please confirm.
A34. The Contractor needs to comply with state of Illinois requirements for lead-based paint removal. If registration or licensing is not required, the Contractor may submit documentation from the applicable state agency regulating lead-based paint removal indicating such.
Q35. The water tower industry does not typically utilize an apprenticeship program. The specifications request proof of participation in apprenticeship & training programs through the US Department of Labor Bureau of Apprenticeship & Training. If we follow the Prevailing Wage guidelines will this be acceptable?
A35. Documentation is required only if the contractor employs an apprentice.
Q36. Section 2.2 ACCESSORIES states A. Waste Collection Drums: 49 CFR Part 178; Type 1A2, steel, removable head, 200 L (55 gal.) capacity, capable of containing waste without loss. Will all waste or just hazardous waste be required to be stored in drums? This method of storage is costly and not feasible.
A36. This question pertains to specification section 02 83 33.13, Lead-Based Paint Removal and Disposal. This is only applicable for collection of removed lead-based paint hazardous waste.
Q37. Will the VA allow working hours outside of Monday - Friday 8 to 4? Being an out of town contractor extended hours will allow for reduced cost.
A37. See A27.
Q38. Page 57 mentions a designer on record. Is this actually required for the project?
A38. This question pertains to specification section 01 33 23, Shop Drawings, Product Data, and Samples, which mentions the “Engineer of Record”. Yes, all items required to be submitted to the Engineer of Record for approval must be submitted. The Engineer of Record for this project is the VA COR.
Q39. Will the use of ground anchors be allowed to anchor the containment system?
A39. Yes. However, the contractor shall be responsible for having the utilities marked before digging in the ground.
Q40. In my RFI I meant to ask about the engineer of record, we are assuming that the VA already has one and we are to submit records and reports to him, is this what is meant?
A40. See A38.
Q41. What is the anticipated award date for project?
A41. To be determined.
Q42. When is work expected to start onsite?
A42. To be determined.
Q43. If project is awarded on Deduct Alternate 1 minus exterior coating systems. Will lead based paint removal still be required for the project?
A43. Yes, lead and paint removal shall be completed on exterior surfaces requiring welding and cutting before welding and cutting.
Q44. I have been asked to price the #94 S. Water Tower Repair lightning protection system. Based on the documents on FBO.gov, there isn’t enough information/plans to accurately price what may be needed. There is reference to a sheet G-003 in the scope of work, but I do not see it on the site. Will there be more information being released on this project?
A44. See Amendment A00001 and the attachment titled “Water Tower #94 Reference As-built Drawings”. The drawing sheet titled “General Plan” contains tower and tank dimensions that would be useful to know to price repair of the lightening protection system.
Q45. The requirement in the section listed below to have a CIH on site during exterior lead paint removal is proving to be very costly. After a lot of research there apparently isn't such a person near by Danville. The closest one I can locate is a two hour drive away. Is it possible to use the VA's own CIH for this job thereby saving the contractor and ultimately the government a lot of money.
A45. No, the contractor must have their own CIH on site during exterior lead paint removal. The VA will not provide this service.
