About this file

This is a Request for Quote (RFQ) for medical hemodynamic monitoring equipment issued by the Department of Veterans Affairs, Network Contracting Office 10, in support of the John D. Dingell VA Medical Center in Detroit, Michigan. The solicitation number is 36C25026Q1056, issued on September 21, 2026, with quotes due by September 24, 2026, at 10:00 a.m. EDT to Natalie Harris at natalie.harris4@va.gov.

The requirement is for a brand-name acquisition of HemoSphere Alta Smart Recovery Bundles manufactured by Becton, Dickinson and Company (NAICS 339112, Product/Service Code 6515). The solicitation requests two (2) each of the following items with FOB Destination to the John D. Dingell VAMC at 4646 John R. Street, Detroit, MI 48201: HemoSphere Alta Smart Recovery Bundle with Acumen IQ/ClearSight and Pressure Cable (ALTASR1B, qty 2); Pressure Controller Cover – PCCVR (qty 2); HemoSphere ForeSight Tissue Oximetry Cable – HEMFSM10 (qty 2); and HemoSphere Roll Stand Accessory – HEMRLSTD1000 (qty 2). The acquisition is unrestricted with a NET 30 payment term via Electronic Funds Transfer. Invoices are to be submitted electronically after delivery, inspection, and acceptance. The contract administration will be handled by Contracting Officer Kellie Konopinski (36C250) and Contract Specialist Natalie Harris. The justification for this single-source, brand-name procurement is based on market research confirming that no competing SD/VOSB sources offer the HemoSphere Alta system, with BD's sole authorized distributor identified as 1st American (SDVOSB). The solicitation incorporates FAR clauses addressing security prohibitions, DEI compliance, telecommunications equipment restrictions, Buy American requirements, and various other federal contracting regulations and VA-specific provisions.

(section 6(b)(1)(A) of Iran Sanctions Act (50 U.S.C. 1701 note).

(ii) Unless an exception applies according to paragraph (d)(4)(iii) or the Government grants a waiver, contractor shall not export certain sensitive technology to Iran, as determined by the

President, and has an active exclusion in SAM (22 U.S.C. 8515).

(iv) Unless an exception applies or the Government grants a waiver, contractors are prohibited from knowingly engaging in any significant transaction (i.e., over $15,000) with Iran’s

Revolutionary Guard Corps or any of its officials, agents, or affiliates, the property and interests in property of which are blocked according to the International Emergency Economic Powers

Act (section 6(b)(1)(B) of Iran Sanctions Act (50 U.S.C. 1701 note)).

Contracting Office 10, located at 8888 Keystone Crossing, Indianapolis, IN 46240, is in support of VISN 10, Department of Veterans Affairs Detroit VA Medical Center at 4646 John R. St., Detroit, MI 48201. 2237: 553-26-4-063-0213.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: John D. Dingell VA Medical Center, ICU Department, is requesting a HemoSphere Alta to replace the existing monitor that is no longer working. The HemoSphere Alta brings multiple types of advanced monitoring together on one platform to give physicians and nurses a more complete and continuous picture of the patient's circulation for patients who are on dialysis.

This is a brand-name only requirement for 2 Hemosphere Alta.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The HemoSphere Alta monitor is manufactured by Becton, Dickinson and Company (BD). It is part of BD's Advanced Patient Monitoring portfolio and represents their most advanced hemodynamic monitoring platform to date, featuring AI-driven predictive analytics and comprehensive signal integration-such as pressure, flow, tissue oxygenation, and cerebral autoregulation functions.

HemoSphere Alta is unique because it combines AI-driven prediction tools like the Hypotension Prediction Index, Global Hypoperfusion Index, and the first-of-its-kind Cerebral Autoregulation Index with real-time multi-sensor monitoring, advanced metrics such as right-ventricular cardiac output, and a highly streamlined user interface that includes a 15-inch customizable display and hands-free voice and gesture controls—allowing clinicians to anticipate instability earlier and tailor care more precisely than with conventional monitors.

4. Description of market research conducted and results or statement why it was not conducted: SBA SBS searched using NAICS code 339112 with SD/VOSB’s selected and 91 SD/VOSBs were identified. SBA SBS searched using NAICS 339112 and the keyword “Hemosphere Alta,” and found no results. GSA Advantage was searched using the keyword “Hemosphere Alta,” and no results were found;

eCAT was searched using the keyword “Hemosphere Alta,” and no results were found. BD, OEM, states they have one authorized distributor, 1st American (SDVOSB). The VA Rule of Two and the SBA Rule of Two cannot be met. It is recommended that this procurement be competed unrestricted as a brand-name requirement and evaluated using the Lowest Technically Acceptable (LTPA) method in accordance with RFO 12 procedures.
