About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 10 for solicitation 36C25026Q1005, originally dated September 24, 2026.

The amendment extends the deadline for receipt of offers to October 12, 2026, at 1:30 PM EDT. Responses must be submitted to Venkatlekhith.Muntha@VA.gov. This is an RFQ for commercial items issued under FAR subpart 12.6 for Integrated Pest Management services at the Saginaw VA Medical Center (2830 McCarty Rd, Saginaw, MI 48603). The requirement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 561710, with a small business size standard of $17.5 million and FSC/PSC code S207. The amendment includes answers to twenty-two industry questions clarifying scope, pricing structure, licensing requirements, site visit logistics, and eligibility criteria. Key clarifications address the expanded scope (mosquito control, bird management, and wildlife trapping), CLIN structure, the inclusion of pest bird management in fixed pricing with a building footprint of 334,522 square feet, Michigan pest-control licensing requirements for both prime and subcontractors, the requirement for prime contractors to directly employ a licensed pesticide applicator, and confirmation that non-SDVOSB small businesses are ineligible. A site visit is offered on October 7, 2026, from 8:00 AM to 12:00 PM EST at the Saginaw VA Medical Center. All prospective quoters must obtain a visitor's badge from Police Services and follow COVID protocols.

Joshua Kovar Contracting Officer

Questions:

1. PWS states that "Normal routine services will occur once a week on Wednesdays during the following timeframes: 8:00 a.m. – 4:30 p.m. It is expected that the Contractor be on site and perform work on these days and hours." Can the Government confirm whether the technician is required to remain on site for the full 8:00 a.m. to 4:30 p.m. window each Wednesday, or whether routine service may be completed at any time within that window?

A. Service is to be completed within that window of time.

2. The PWS for this solicitation reflects a significant expansion from a structural IPM program to a full campus wide IPM program, including the addition of mosquito control, an extensive list of bird species and wildlife trapping (groundhogs, gophers, snakes, and rabbits) - none of which were included in the previous PWS. Can the Government confirm whether this expanded scope of services was factored into the market research conducted for this requirement?

A. Yes, the expanded scope of services was factored into the market research conducted.

3. Can the Government confirm that CLINs 0002AA, 0002AB, and 0002AC (and their option-year equivalents 1002AA-AC, 2002AA-AC, 3002AA-AC, and 4002AA-AC) are sub-CLINs under CLIN 0002 (Additional Services, Normal Business Hours)?

A. Yes, that is correct. SLINS 0002 AA, 0002AB, and 0002AC are under CLIN 0002. 1002 AA-AC under CLIN 1002, 2002 AA-AC under CLIN 2002, 3002AA-AC, and 4002AA-AC under CLIN 4002.

4. If so, can the Government confirm that CLIN 0002 is a non-priced primary line, and that the quantity "12.00" and unit "MO" should be removed so that pricing is entered only at the sub-CLIN level?

A. CLIN 0002 is a non-priced primary line. The quantity of months is for the period of performance, not the quantity of services requested.

5. Can the Government confirm that CLINs 0003AA, 0003AB, and 0003AC (and their option-year equivalents 1003AA-AC, 2003AA-AC, 3003AA-AC, and 4003AA-AC) are sub-CLINs under CLIN 0003 (Additional Services, Nights and Weekends)?

A. Yes, that is correct. SLINS 0002 AA, 0002AB, and 0002AC are under CLIN 0002. 1002 AA-AC under CLIN 1002, 2002 AA-AC under CLIN 2002, 3002AA-AC, and 4002AA-AC under CLIN 4002.

6. If so, can the Government confirm that CLIN 0003 is a non-priced primary line, and that the quantity "12.00" and unit "MO" should be removed so that pricing is entered only at the sub-CLIN level?

A. CLIN 0003 is a non-priced primary line. The quantity of months is for the period of performance, not the quantity of services requested.

7. The quantity column and the description do not match on the following CLINs. Can the Government confirm the correct estimated quantity for each?

· CLIN 0003AA: Qty 2.00 EA, description states "Estimated Qty: 6 Per Year"

· CLIN 1002AB: Qty 2.00 EA, description states "Estimated Qty: 6 Per Year"

· CLIN 2002AC: Qty 2.00 EA, description states "Estimated Qty: 6 Per Year"

A. CLIN 0003AA: Qty 2.00 EA, description states "Estimated Qty: 2 Per Year" CLIN 1002AB: Qty 2.00 EA, description states "Estimated Qty: 2 Per Year" CLIN 2002AC: Qty 2.00 EA, description states "Estimated Qty: 2 Per Year"

8. Can the government provide how many bird service requests have occurred in the past 12 months?

A. None

9. Can the government clarify that exclusion and bird deterrent control measures are included in the all inclusive fixed pricing which is not within industry practices and/or government contracting for IPM Pest

Management Services?

A. Yes, the pest bird management is inclusive in the fixed pricing.

10. If exclusion and bird deterrent measures are to be included, then the government needs to provide the maximum square footage and linear footage to be required per the life of the contract so fair and reasonable pricing to be provided by all contractors?

A. Square footage of all buildings 334,522.

11. Can the government provide the number of service requests that have been performed for “other vertebrate pests” over the past 12 months?

A. None

12. Can the government provide how many wild life trapping service requests have occurred in the past 12 months?

A. None

13. Can the government provide how many bat service requests have occurred in the past 12 months?

A. None

14. Can the government provide how many geese service requests have occurred in the past 12 months?

A. None

15. Can the Government confirm the expected frequency and seasonal period for mosquito surveillance and larval control?

A. Roughly April to October. Additionally, 8.C. Mosquito info is removed from PWS.

16. PWS states that “Control of mosquitoes includes identification of breeding habitat and larval control” This includes the surface area of retention ponds, drainage areas, catch basins, and other standing water sites on campus. Can the Government provide the approximate square footage or acreage of the areas requiring mosquito surveillance and larval control?

A. Approximate acreage is approximately 31 acres, we have no retention ponds. Additionally,

17. Must the SDVOSB prime contractor independently hold a current Michigan pest-control business license at the time of quotation submission, or may this requirement be satisfied through a properly licensed Michigan pest-control subcontractor?

A. The PWS requires that the prime and any/all subcontractors performing pest control duties to hold a current Michigan pest-control business license. This cannot be satisfied solely by a subcontractor’s license.

18. May the requirement for the prime contractor to “directly employ” a licensed and certified pesticide applicator be satisfied through personnel employed by a proposed major subcontractor?

A. No, the PWS specifically requires the prime contractor to directly employ a licensed and certified pesticide applicator in Michigan.

19. May a properly licensed local subcontractor provide the on-site staffing necessary to meet the weekly service schedule, two-hour emergency response requirement, and eight-hour non-emergency response requirement?

A. A subcontractor may provide this staffing, as long as (a) the subcontractor independently holds current Michigan pest-control business licensing as required by the PWS, (b) the prime's directly-employed applicator identified in Question 2 maintains the required oversight/certification role, and (c) the prime remains the responsible party for ensuring all response-time and schedule requirements in the PWS are met.

20. May the three required past-performance references or PPQs include relevant contracts performed by a proposed major subcontractor, or must all three references belong directly to the prime offeror?

A. Past Performance is evaluated as a predictor of the prime contractor’s ability to manage/perform and be accountable for performance, not merely as a predictor of technical performance.

Subcontractor references will not be accepted as substitutes for the prime’s own record.

21. Could you please let us know if a site visit can be arranged before the proposal deadline and provide your available dates and times?

Site Visit Information

Please share your Information, Phone Number, and time to Venkatlekhith.Muntha@va.gov

It is strongly suggested and expected that the offeror inspects the campuses to be serviced to fully understand the nature of the work and the conditions under which the work is to be performed. In no case shall failure to inspect the campus constitute grounds for a claim after contract award. A site visit is not a requirement to offer a quote. The Government has allocated the following Date/Times for site visits. All prospective quoters shall check in with Police Services to obtain a visitor’s badge. All prospective quoters shall follow Covid Protocols as directed by VA / CDC guidance. All times below are EST.

22. Can you please confirm whether a small business that is not an SDVOSB or VOSB is eligible to submit a quotation?

The Veterans Preference evaluation factor was added to this solicitation in error. Under the Administrative section of the Quote Preparation Instructions, a deliverable — Veteran-Owned Business Status (if applicable) — required SDVOSB and VOSB concerns to submit documentation confirming current SDVOSB/VOSB status for purposes of Veterans Preference. Because this requirement is set aside for SDVOSB concerns, Veterans Preference does not apply as an evaluation factor.

The Government is hereby removing all references to Veterans Preference as an evaluation factor from the Quote Preparation Instructions, FAR 52.212-2 (Evaluation — Basis of Award), and any other clause or section of this solicitation where it appears.

This requirement remains an SDVOSB set-aside. Small businesses that do not hold current SBA-certified SDVOSB status are ineligible for award.
