About this file

This is a Contractor Questions and Answers document for RFQ 1 addressing an Air Handling Units (AHU) refurbishment project at Fort Wayne VA Medical Center. The Government provides responses to eight contractor inquiries regarding project specifications and site access for the refurbishment of five AHUs. Key details include: dimensions and surface areas for the five units can be ascertained from provided pictures; the work scope requires a 3/16-inch epoxy system on chamber floors and condensate pans extending 6 inches up walls, plus additional coatings on walls, ceilings, fan housings, and structural steel; steel reinforcement is needed only in the surgery AHU with location and extent visible in photographs; no non-compliant foams and coatings are currently present, but all surfaces must be prepared to coating manufacturer requirements with any exposed insulation requiring covering prior to coating application; and the VA will perform Lock-out/tag-out (LOTO) procedures due to access restrictions in penthouse, basement, and mechanical equipment rooms. The Government declined additional site visits prior to final quotation but has provided photographs to assist bidders in evaluating existing conditions and estimating surface preparation and repair requirements. This amendment extends the solicitation due date to 10AM EDT on September 22, 2026, and is issued under Solicitation Number 36C25026Q0927 by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10.

RFQ

1. AHU Dimensions / Surface Areas Could the Government please provide the approximate dimensions of each of the five AHUs, including length, width, and height where available?

Answer: The approximate dimensions of each AHU can be ascertained from the pictures provided.

2. If available, please also provide the approximate square footage of the surfaces expected to receive treatment, including:

Answer: The approximate dimensions of each AHU can be ascertained from the pictures provided.

3. The SOW requires a 3/16-inch epoxy system on the chamber floors and condensate pans, extending 6 inches up the walls, together with additional coatings on walls, ceilings, fan housings, and structural steel. Surface dimensions are therefore important for determining material quantities and labor.

· Chamber floors

· Condensate pans

· Walls

· Ceilings

· Fan housing

· Structural steel Answer: The estimated dimensions of these areas can be ascertained from the pictures provided.

4. Photographs of Existing AHUs Could the Government please provide current photographs of the interior and exterior of each AHU, particularly photographs showing:

Photographs would greatly assist bidders in evaluating the existing condition and accurately estimating surface preparation and repair requirements.

· Existing floors and condensate pans

· Corrosion or deterioration

· Existing coatings and foam scheduled for removal

· Fan sections

· Structural steel

· Interior walls and ceilings

· Access doors/openings Answer: Photographs provided

5. Existing Floor / Steel Deterioration The SOW states that compromised floors are to be reinforced with steel as needed. Has the Government identified which of the five units currently have compromised flooring or structural steel?

Answer: Steel reinforcement is only needed in the surgery AHU.

If so, could the approximate location, size, and extent of the affected areas be provided?

Answer: approximate location, size, and extent of the affected area can be ascertained by the pictures provided.

6. Equipment Manufacturer / Model Information If available, could the Government provide the manufacturer, model number, and/or equipment nameplate information for each of the five AHUs? This may assist contractors in determining unit construction, internal configuration, and access requirements.

Answer: The pictures should provide the needed information.

7. Existing Coating / Foam Condition Does the Government have any information regarding the type or approximate quantity of the existing non-compliant coatings and foams that must be removed, or should bidders assume that all affected interior surfaces require complete removal and surface preparation?

Answer: There are no non-compliant foams & coatings presently, but all surfaces should be prepared to the coating manufacturer’s requirements. In the event that exposed insulation is present, then it will require some form of covering prior to a coating application

8. Access to the AHUs Please advise whether there are any known access limitations that may affect labor or equipment requirements, particularly for the units located in the penthouse, basement, and mechanical equipment rooms.

Answer: Access restrictions will require Lock-out/tag-out (LOTO) to be performed by the VA

9. Site Visit / Additional Inspection Information If additional photographs or dimensions are not currently available, would the Government consider allowing bidders or their subcontractors access to inspect and measure the AHUs prior to final quotation?

Answer: No additional site visits are planned currently.
