About this file
This is a Special Notice of Intent to Sole Source a federal procurement. The Department of Veterans Affairs, Veterans Integrated Service Network 10 (VISN 10), Cincinnati VA Medical Center intends to negotiate a sole source contract with Covidien Sales LLC (Medtronic) for 52 Medtronic Ventilator LI-ION Batteries (Item 10086042, 980 Rechargeable). The procurement is being conducted under Simplified Acquisition Procedures, FAR 12.102(a) for commercial products, and GSAR 538.7104-3 authority for single source acquisitions. The associated NAICS code is 335910 (Battery Manufacturer), and the product service code is 6140. The vendor is located at 15 Hampshire Street, Mansfield, MA 02048.
The justification for sole sourcing is that these batteries are the only equipment capable of integrating with Cincinnati VAMC's existing Medtronic PB980 Ventilator systems, which currently display battery end-of-service life messages. The specification requirements could not be met or shown compatible with any alternative products examined. A firm-fixed price contract with no option years is anticipated. The response deadline is September 3, 2026, at 4:00 pm Eastern Time. This notice is not a competitive solicitation; however, any party may submit clear and convincing evidence that competition would be advantageous to the Government. The point of contact is Contract Specialist Lonnelle Jones at lonnelle.jones@va.gov, with the contracting office located in Indianapolis, IN 46240-4628.
