About this file
This is Amendment 2 to RFI Responses for solicitation 36C25026Q0837, a Request for Quote for chiller plant preventative maintenance services. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 10 at Battle Creek VA Medical Center (5500 Armstrong Road, Battle Creek, MI 49037), though the actual work location is the Richard L. Roudebush VA Medical Center in Indianapolis, IN. Amendment 2 extends the offer due date to Friday, October 2, 2026, at 5:00 PM EDT and provides responses to five Requests for Information submitted by potential offerors.
Key clarifications from the RFI responses address the scope and pricing of maintenance activities across five chillers: refrigerant leak repairs are treated as separate line items unless caused by contractor work; heat exchanger cleaning and maintenance are included in the firm-fixed preventative maintenance price; oil filters and dehydrators require minimum annual replacement on all five chillers and can be performed during scheduled quarterly or annual PM visits; cooling season startup and annual vibration analysis may be scheduled during regular PM visits without separate site visit charges; and Eddy Current Testing, while necessary, is excluded from this contract and will be performed separately. Contractors must acknowledge receipt of this amendment prior to the extended offer deadline through completed amendment forms, offer acknowledgment, or separate written communication referencing the solicitation and amendment numbers.

CONTINUATION PAGE
Q1: Section 6.2.2.3 states that the contractor shall leak check the refrigerant system and repair leaks, while Section 6.5 states that repairs outside the PM scope will be ordered separately. Are refrigerant leak repairs, refrigerant, and associated materials included in the firm-fixed PM price, or would these be handled separately?
A1: Any leaks found would be a separate from chiller preventive maintenance program, unless leaks were caused by work being completed by contractors.
Q2: For the annual requirement stating that “all heat exchangers should be cleaned and backwashed,” could you please clarify the required cleaning procedure? Does this include both condenser and evaporator heat exchangers, removal of water boxes/heads, mechanical tube brushing, chemical cleaning, and replacement of gaskets?
A2: There is one heat exchanger on Chiller 5 that requires maintenance. That item is to be serviced to ensure proper operation. Removal of the heat exchanger and proper cleaning will be part of the preventive maintenance program.
Q3: The quarterly PM requirements include changing the oil filters and oil dehydrator. Please confirm whether these items are required to be replaced during each quarterly service visit on all five chillers.
A3: The oil filters and dehydrator need at minimum annual replacement on all five chillers.
Q4: Can the cooling season startup and annual vibration analysis be performed during a scheduled quarterly/annual PM visit, or should contractors price these as separate site visits?
A4: This can be scheduled during quarterly/annual pm visits.
Q5: Please confirm that Eddy Current Testing is not required under this solicitation.
A5: Eddy Current Testing is necessary on the chillers, but it is not covered under this solicitation. Eddy Current Testing will be accomplished separately outside of this contract.
Amendment 2 issued to provide answers to Requests for Information and extend the due date for offers.
