The sole source justification is based on system compatibility and cost considerations. The VA Research Lab operates a proprietary DSI small animal telemetry system (including receiving pads, signal interface, cables, ambient pressure reference hardware, and Ponemah software) that can only receive signals from DSI-manufactured implantable probes. The Government determined that purchasing a replacement system from another manufacturer would be prohibitively expensive; therefore, the probes must be sourced from DSI to ensure compatibility with existing equipment. DSI/Harvard Bioscience is the sole manufacturer of DSI technology and the only authorized distributor in the United States. The Contracting Office is located at 3140 Governors Place Blvd, Kettering, OH 45409-1337, with Contracting Officer Kellie Konopinski (kellie.konopinski@va.gov, 734-222-4330) as the point of contact. Responses challenging this sole source determination must provide clear and convincing evidence that competition would benefit the Government and must be submitted by 11:00 AM Eastern Time on July 28, 2026.

Notice of Intent to Sole Source Requirement
The Department of Veterans Affairs, VA Ann Arbor Healthcare System, NCO 10 Contracting Activity intends to negotiate a sole source Purchase Order under Simplified Acquisition Procedures and the authority of RFO 12.102, Soliciting from a single source for the following items listed below. The associated NAICS code for this is 334516. The vendor will be Harvard Bioscience, Inc. dba Data Sciences International (SB OEM), 119-14th Street NW, St. Paul, MN 55112.
Description of requirements:
The VA Ann Arbor Research Department needs 6 Each of Pressure, Biopotential, Temperature & Activity, Months Catheter Length: 8 cm with 6 mm tip, Biopotential Lead Length: 30 cm included suture rib, cat # HD-S11-F0 Implant.
The VA Research Lab owns a small animal telemetry system from DSI that is required to receive and record the telemetry signals from the implantable probes (HD-S11-F0) requested here. This system includes all the hardware (receiving pads, signal interface, cables, ambient pressure reference) and software (Ponemah system). This system can be used to record telemetry data from a variety of implantable probes, including those needed for the funded studies. Given the cost of the system, it would be prohibitively expensive to purchase a new similar system from another company. For this reason, it is necessary to purchase the telemetry probes from DSI so that they can be used with their proprietary system currently in use. DSI/HBIO is the sole manufacturer of all DSI technology. DSI/HBIO is the only company in the United States authorized to sell these products.
A firm fixed price purchase order is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 11:00 am on Tuesday, July 28, 2026.
