Questions and Answers

Solicitation 36C25026Q0753-Replace Rehab Medicine Rooftop HVAC Equipment

RFI 1:

1.The drawings require a Pre-Air Flow report before replacing the AHU and Exhaust Fan.

Retrieving readings for the ductwork and exhaust grilles above the pool while the pool remains filled with water would be extremely challenging and literally impossible. Is it possible to waive this portion of the Pre-Air flow test for ductwork and grilles located above the pool?

Response: The Pre-Air Flow report shall remain part of the deliverables for this service. During the site visit on August 24, 2026 we discussed that the therapy pool is typically drained near the end of the year for annual maintenance. This presents an opportunity to carry out the Pre-Air Flow report requirement. For transparency and proper budgeting, the contractor awarded this service will need to specify the cost of conducting the Pre-Air Flow report as a line item.

2.The Vibration Schedule on drawing M-401 indicates spring Isolators for EF-6B. This item is tagged #V1-2. Is this correct?, Is Exhaust Fan #EF-6B to receive an Isolation curb, or is item #V1-2 for the condenser unit?

Response: EF-6B is identified to receive a general curb not an isolation curb per the schedule referenced. According to the specifications, a centrifugal down-blast fan shall be provided with vibration isolators for wheel, motor and drive assembly. If additional isolation is required by Specification Section 23 05 41 (Noise and Vibration Control for HVAC Piping and Equipment), by the fan manufacturer, standard HVAC practice or due to the size of the fan then these should be provided. The condensing unit is to be provided with manufacturers recommended vibration isolation between the existing rails and the new equipment per the detail of the condensing unit on Drawing No. M-501.

3.Also, on The Vibration Schedule on drawing M-401, Item #V1-1 calls for a Isolation Curb for the AHU Unit. However, some areas within the drawings only refer to a Curb Adaptor for the AHU. Is the Isolation curb required in addition to the curb adaptor?

Response: The Vibration Schedule on Drawing No. M-401 identifies a plenum curb, not an isolation curb, for the AHU-1. Refer to the detail of the HVAC Curb Adapter on Drawing No. M-

501. The schedule also requires spring with seismic restraints. Spring isolators are shown on the Air Handling Unit Installation Detail on Drawing No. M501.

4.We would appreciate consideration of an extension of time for the submission of a response for this RFP.

Response: This solicitation will be extended to September 2, 2026, 12:00 PM EDT

5. Labor standard. The RFQ carries the full Davis-Bacon clause suite at C.5, pages 11 to 13 (52.222-6 through 52.222-15), and the 852.219-75 fill-in is checked at (a)(1)(iii), special trade construction. But the only wage determination attached is SCA WD 2015-4727 Rev 30.

Which one governs? If it is Davis-Bacon, can you issue the Cuyahoga County determination by amendment? If the SCA determination governs, can you confirm that in writing?

Response: This is a service requirement, Wage Determination SCA WD 2015-4727 Rev 30.

Will govern this procurement process

6. Bonds. The specification set includes Performance and Payment Bond language, but there is no bond clause in the RFQ body. Are bonds required, and if so in what amounts and when are they due?

Response: This is a service requirement; there is no requirement for Bonds for this procurement
